REQUEST: Community Development Department, Urban Beautification Services Division,
Requesting Authorization To Award Improvement Grants Under The FY '06/07
Neighborhood Improvement Grant Program (NIP).
PURPOSE: The purpose of this Board item is to request authorization to enter into (2) grant
agreements with Neighborhood Improvement Groups for beautification of public areas
within the City of Winter Springs.
CONSIDERATIONS:
The Neighborhood Improvement Grant Program (NIP) was created to promote
beautification enhancements in the Winter Springs Community through equal partnerships
between Citizens and local City Government. Last year, with the help of the Winter Springs
Beautification Board (BOWS), the NIP grant program funded several very successful
beautification projects located in various parts of the City. All projects are thriving and will
be a benefit to the Winter Springs Community for many years to come.
Earlier this year, information regarding the NIP Grant Program went out to the public
via informational outlets available to Staff including: the City's website, water billings and
the kiosk at City Hall. After two previous successful years for the NIP Grant Program, the
BOWS Board and Staff have refined grant specifications to encourage applications from
smaller Neighborhood Groups of Winter Springs Citizens that wanted to become involved
in beautification of their respective communities.

The following grant applications are being recommended by the BOWS Board for
funding in the FY '06/07 grant cycle with a minimum 50% match (in kind) required for
reimbursement.
Recommendations for FY '06/07 Grant Fundin!!:.
1. Wicklow Home Owners Association
a. Package was complete and met criteria with some modifications.
b. Total program cost $10,000. Grant reimbursement $4,500 (some items
on the request did not qualify for reimbursement - 50% of the qualified
elements are proposed for funding).
c. Located at a major right of way in the Wicklow Subdivision.
d. Exposure is approximately 40-50 Residents per day.
2. Sequoia Court Median
a. Package has met criteria with Staff involvement.
b. Total program cost $11,000. Grant reimbursement $5,500.
c. Located within Oak Forest in the Sequoia Court cul-de-sac median.
d. Exposure is approximately 13-15 Residents per day.
e. Participation from the local Boy Scouts Troop #787 (Leader Mark Sardo).
FUNDING
Funding in the amount of $10,000 for the abovementioned grants are available from
the Urban Beautification Services Division Line Code (1525-58000-30077 Grants and Aids).
RECOMMENDATION:
Staff recommends the Commission approve grant funding for the following projects,
as submitted; a total of $10,000 to be paid from Line Code (1525-58000-30077) for the FY
'06/07 Neighborhood Improvement Grant Program.

2. Sequoia Court Group in the amount of $5,500.
IMPLEMENT A TION SCHEDULE:
Grant projects will begin immediately upon completion of the Grant Agreement form
by the applicants. Projects must be complete and invoices submitted no later than September
30, 2007 to qualify for reimbursement from the City.
