Chairperson Terri Bivona called the Wednesday, November 19, 2025, of the Tuscawilla Lighting
and Beautification District Advisory Committee Regular Meeting to order at 5:15 p.m. in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter
Springs, Florida 32708).

Chairperson Bivona opened “Public Input”.
Mr. Art Gallo, Winter Springs first thanked the committee for their time and service on the
committee. Mr. Gallo then recommended the committee create a 5-year budget and project
plan and provided an example outline for the committee to review.
Mr. Tim Wansbury, Winter Springs addressed the committee and relayed his reason for
opposing the increase for the Tuscawilla Lighting and Beautification District (TLBD)
assessment fee. Mr. Wansbury expressed support for Mr. Gallo’s 5-year plan recommendation.
Ms. Linda Freeburn, Winter Springs recommended the committee reevaluate the fountains
on Tusakwailla Road and see if they are still desired. Ms. Freeburn also requested the

Mrs. Queen opened the item and Chairperson Bivona highlighted some line codes provided
within the year-to -date expenditures such as signage, tree removal, irrigation and lighting.
Chairperson Bivona addressed questions received during public input regarding the 5-year
budget plan.
Mrs. Queen shared an additional “financial summary” that reviewed a month-by-month
over view of the year-to-date budget and highlighted the unaudited end fund balance for the
Committee. A 10-year history of the fund balance was also shared with the adopted 2026
numbers with a further highlighted the breakdown of the “R&M Infra Ground” fund as it is the
largest line within the fund.
Discussion regarding starting a reserve fund was asked. Mrs. Queen agreed it would be
beneficial and suggested analyzing common repairs to determine the appropriate percentage
to put away would need to be conducted.
Chairperson suggested scheduling a special meeting for public engagement and
transparency on what the Committee is doing for calendar year 2026 and to gauge the
communities desired order for projects, landscaping, lighting, etc.
501) Update on Tuscawilla Lighting and Beautification District Projects
Mr. Maddox opened and presented the anticipated costs for potential 2026 projects such as
district rehab, new planting, mulching and landscaping. Staff were seeking directions from the

Committee on the prioritization order these projects and agreed a special meeting would be
welcome to obtain feedback from the community. Additional photo examples were shared on
the staff suggested median refurbishment ideas. Further discussion ensued on scheduling for
a special meeting.

Brief discussion ensued between the fountains and the height of the stream. Staff responded
that the lower stream is to not overload and stress the system. It is a preventative caution.
502) Discussion on Meeting Schedule for Calendar Year 2026
Assistant City Clerk Tarrant reviewed the tentative meeting dates for calendar year 2026 with
the addition of the previously approved tentative special meeting in January.

Chairperson Bivona opened Public Input.
Mr. Kurt Miericke, Winter Springs, President of the Tuscawilla Homeowners Association
(THOA) asked several questions pertaining to responsibility of tree stumps and what areas
are within the assessment. Mr. Maddox gave clarification on what was under the assessment,
what the city is responsible for, and the associations. Mr. Miericke then relayed his feelings
about the increase and the temperature of the residents regarding the rate rise. Lastly, Mr.
Miericke relayed to staff concern regarding some dead trees.

502) TLBD Enhancement Projects FY26
Mr. Dunigan opened with relaying a summary of the item to the Committee and how staff
would like to approach the item as a ranking of the proposed projects presented so staff can
understand the wants of the Committee and prioritization rate for each project. Mr. Maddox
gave a presentation outlining each proposed project, the updates needed and the projected
pricing for the Committee. During the presentation, brief questions were asked about the
time of year the photos shared were taken. Staff relayed the photos provided were from earlier
in the year.
Discussion ensued about the North Fountain, pricing for the refurbishment and possible
change to prioritization later. Staff responded to the brief questions and explained that
prioritization could be adjusted if opinions change. Explaining this initial rating gave staff a
base understanding of the Committee’s wants and where priorities lay. Further discussion

ensued on the difference between enhancements and maintenance to help the committee
understand all their options but relays heavily on the budget.
Mr. Kurt Mericke addressed the Committee again and suggested contacting the Sunshine
Garden Club of Tuskawilla relaying they had shown interest in helping with landscaping to
the THOA so they could possibly help the Committee.
Discussion continued between staff and the committee regarding irrigation, lighting, the
north fountain and budgeting with the thought of prioritization in mind.
Ms. Linda Freeburn addressed the Committee expressing concern and confusion about the
cost of the projects. Commenting on the scope of work description seeming to be minimal
with a large price.
Mr. Scott Freeburn also gave some opinion on pricing and additionally expressed frustrations
on certain aspects. Mr. Freeburn suggested looking at more what needs to be done than
wants.
Further conversation was had on the pricing given and staff explained there is contingency
within the price listed and that the list of projects would not all be performed in fiscal year 2026
but stretched between several years. Further clarification was given on how the ranking
process would go.
Mr. Art Gallo suggested getting Staff’s top five recommended projects and go from there.
Deputy Clerk Tarrant and Mr. Dunigan went through the proposed projects and asked each
Committee Member to provide a ranking for the projects by priority using a rank of 1-3. Three
(3) being top priority and one (1) being the least. Committee Member Ziska explained his
reasoning for his ranking of the projects and his thought process. The scoring was shown and
the top five projects were relayed as the Winter Springs Blvd Lighting Project, the North
Fountain Rehab project, Winter Spring Blvd Median 1, and the Tuscora Monument Project.
Staff sought additional direction from the Committee regarding the top five projects focusing
on the North Fountain project due to the budget. The Committee decided not to include the
North Fountain project in Fiscal Year 2026.

Chairperson Bivona suggested leaving the remaining funds in the budget to reassess after
the first two projects were completed and actual costs were known. The Board agreed that
they could revisit the allocation of remaining funds in July once projects one and two were
complete.

Chairperson Bivona opened Public Input.
Tim Wansbury, Winter Springs, first thanked the committee for their work then relayed some
concerns regarding the cost estimates provided for the projects and the difference from
previously estimated cost. Mr. Wansbury recommended that the Committee develop a
comprehensive strategic plan outlining short-term, mid-term, and long-term requirements
with associated funding sources and schedules.
Art Gallo, Winter Springs, thanked the Committee and provided an email, for the record,
comparing costs from the current and previous meetings as well as his opinion on key
considerations. Mr. Gallo echoed the need for a strategic plan and expressed concerns that
the Committee lacked sufficient information.. He offered to assist in developing such a
strategic plan.

TITLE
WS Blvd. Entrance Lighting and Tuscora Dr. Monument Relandscaping
SUMMARY
Following further evaluation of the lighting repairs needed at the Winter Springs Blvd.
monument feature staff has determined that these repairs can be completed with City
staff with locally available materials. The total estimated costs for these materials is not
to expected to exceed $5,000.
Additionally, City staff is recommending the board review the information presented
and provide direction on which vendor they would recommend perform the landscape
renovations at the Tuscora Drive. Staff requested that interested vendors provide
conceptual designs and a detailed plant listing for both the monument entrance feature
and median.
Staff met with a total of 5 companies for the Tuscora Drive project and received
proposals from three of the five companies who reviewed the project.
The pricing for the attached proposals is as follows:

Baker Commercial Landscaping-$44,321

FUNDING SOURCE
Funding for these projects is available in the FY26 budget in GL 160-15-0000-545270
RECOMMENDATION
City staff is recommending the TLBD committee approve the repair of the Winter
Springs Blvd Entrance Lighting via in house staff labor and materials estimated not to
exceed $5,000.
Additionally staff recommends the TLBD Committee review the proposals received for
Tuscora Drive and recommend a vendor to move forward with this work.

Pringle Podocarpus
This fantastic evergreen shrub is a dwarf form, It has small dark green needle-like foliage and
a dense habit. Makes an excellent specimen, low hedge, or bonsai plant. carefree durability,
rich color, and it's happy anywhere you plant it - sun or shade. This shrub is moderately
drought-tolerant once established, and grows slowly to about 3 feet tall, though you can keep
it somewhat smaller if you like.

Blue Pacific Juniper
Juniperus conferta, commonly called shore juniper, is a decumbent evergreen shrub that is native to
certain sandy coastal areas of Japan and Sakhalin Island (Russia). It is a dense, low-spreading plant that
grows 10-18” tall and spreads by creeping, branched stems over time to 6-8’ wide. It is noted for its
attractive, aromatic, awl-shaped, blue-green foliage featuring spiny-pointed blue-green needles (to 5/8”
long) in groups of three. Fleshy, blackish, berry-like seed cones acquire a silvery bloom at maturity.

Pink Muhly
A very beautiful native grass, muhly has pinkish-purple plumes that appear in fall.
As the color fades to pale pink and then beige, the plumes can be removed or left on into
winter.
Muhly can reseed but because of its size that usually doesn't present a problem.
This is a small grass, growing only about 3 feet tall overall.
Full to partial sun is best. Cold hardy, salt-tolerant, and an ornamental grass well worth
planting in any garden.

Podocarpus
This is a moderate grower you can keep 5 to 7 feet or let it get larger - quite a bit, in fact,
since the plant can grow as much as 40 feet tall.
It's evergreen, salt-tolerant, and cold tolerant, so it does well in any area of South Florida.
Sun or shade is just fine, though in shade these plants will grow more slowly. However, the
color will look deeper and richer in a shadier spot than in a sunny one.
Tiny spring flowers are followed by purple berries (on female plants) and are edible for
people and attractive to birds.

Sunshine Ligustrum
Ligustrum sinense 'Sunshine' is a hardy, evergreen planting with bright yellow foliage. According to the Southern
Living Plant Collection, which offers this plant for purchase, "Ideal as a hedge in the landscape, 'Sunshine' Ligustrum
offers year-round golden foliage that flourishes in full sun. This sterile, non -invasive cultivar will not re-seed into the
landscape. In fact, it doesn't bloom at all, which is good news for allergy s ufferers!" It will reliably reach heights of
three to six feet and widths of three to four feet, making it a versatile planting for both bigger and smaller garden
spaces. Like its name, this particular privet thrives in the sunshine. The golden hedge likes moist, well-draining soil.
We suggest adding one to two inches of mulch around the base of the plant to ensure moisture. When first
establishing the plant, water often, but make sure it has ample time to drain. After the plant is established, it is
drought and heat tolerant. However, make sure to water enough to keep its surrounding soil moist. Avoid
overwatering, as its roots do not like soggy soil. To bring out even more of its bright yellow foliage, occasional pruning
is needed. Pruning this Ligustrum is more for shape, though; it doesn't need the careful, regular shearing of other
privet selections, which are speedy, aggressive spreaders. If you don't want to grow it as a hedge or a mass planting,
it also thrives when grown in a container and as an accent in the garden. Make sure not to prune when getting close
to the first frost of the year. We recommend fertilizing your ligustrum once a year in the spring.

Schillings Dwarf
The symmetrical, dense, rounded form of Schilling's dwarf holly requires infrequent pruning to maintain its
4- to 6-foot height and spread. Ideally suited as a low-growing foundation plant, Schilling's dwarf holly works
well as a tall groundcover because it forms a low, dense cover of green foliage when planted in mass. It is
often sheared into low hedges in formal gardens, similar to the boxwoods in the early American gardens. The
small, dark green leaves have a reddish cast when they are young and no spines. This cultivar of a male plant
will produce no berries.

Crape Myrtle
Natchez Muskogee
Crepe myrtles have many landscape uses. Planted together, they make a large deciduous hedge or screen.
A single tree can create a distinctive focal point, while a pair framing a front door greets visitors with a
warm Southern welcome. Once crepe myrtles have bloomed and shed their first flowers, they will set
seed. The small round seedpods or capsules usually weigh the limbs down, making them sag. Using a sharp
pair of clippers, cut off the seedpods. New shoots with buds will quickly appear, and you will get a second
bloom. If the temperatures stay warm into the fall and you continue to remove spent flowers, you may
get a third or fourth.

Variegated Pittosporum
Glossy, creamy white and green variegated leaves, easy care, and an open, round canopy
make pittosporum a popular landscape shrub. However, rapid growth when young makes this a
fairly high maintenance shrub, requiring frequent pruning. Growth does slow with age as the
plant reaches about 10 feet tall. Clusters of creamy white flowers with a fragrance similar to
orange blossoms appear in spring, but they are rarely seen on shrubs because they are
frequently pruned off with the regular trimming required to keep the plant in check. Flowers also
get lost in the green and white foliage. It is really better suited as a small tree with lower
branches removed to reveal the multi-stemmed trunk, and branches should be left unpruned to
allow the flowers to show in the spring. Prune after the flower display. Careful training and
pruning can create an ornamental small tree form.

‘Ruby’ Loropetalum
Loropetalum Plum or otherwise known as Plum Delight, is a great, midsized shrub. Distinctive plum colored
foliage and pink fringy flowers make this shrub stand out. But what makes the Loropetalum a favorite of
gardeners and landscape designers is not only its unique visual elements, but also that it is a tough plant
with very little pests and it is easy to grow and maintain.
This partial evergreen shrub prefers moist but well-drained soil, but it is very adaptable to less than ideal
conditions. It has a fast growth rate so in order to keep it shaped or in a hedge, it needs to be pruned often.
Loropetalum grows best in full sun to partial shade. It needs the sun to maintain its dark foliage, a full and
dense shape, and bloom well.
For years, Ruby Loropetalum had been the Loropetalum cultivar of choice and was recognized as a fairly
low maintenance landscape plant with very little insect of disease problems. However, recently, there have
been increasing reports and complaints of unexplained decline on Ruby Loropetalum, es pecially in central
Florida. The Plum cultivar has been a recommendation in place of the Ruby. Plum is less susceptible to
leaf blight and also has a skinnier leaf, darker foliage and smaller, darker flowers.

Liriope
Liriope, sometimes called lilyturf, is among our best evergreen ground covers. It multiplies rapidly and requires very
little care. It grows well throughout South Carolina.
Most liriopes grow to a height between 10 and 18 inches. Liriope muscari generally grows in a clump form and will
spread to about 12 to 18 inches wide. Liriope spicata spreads rapidly by underground stems (rhizomes) and will cover
a wide area.
Liriope can be used as a groundcover under trees and shrubs and as a massed planti ng on slopes and banks. Liriope
muscari and its cultivars can also be used as low edging plants along paved areas or in front of foundation plantings .

Bahia Turf
Bahia is a fast growing hardy grass that can be found all over Florida naturally growing . It takes quickly to new
landscape and establishes faster than most other grass. Although Bahia grows fast, it is considered low maintenance
as it is extremely hardy. Used primarily in commercial application where irrigation coverage is a concern, Bahia will
establish itself in almost any conditions, unlike St. Agustine, Zoysia or others. Don’t let the nature of Bahia fool you,
it can be a beautiful addition to any lawn or field. Bahia with proper irrigation coverage is thick, lush and vibrant in
color. Bahia being as thick as it is also is pretty resilient to new growth of weeds throughout.
Bahia is a warm-season grass. Its most active growth occurs from late spring through the hot summer month s. In its
proper climate, this perennial grass persists year after year. A naturally deep root system makes Bahia grass very
drought tolerant, even in sandy soils common to the Southeast. Bahia can reach blade lengths up to 20 inches, but
normally stops out in the 8 to 10 inch range. For a lawn application, mowing once a week in summer season is
recommended.
