Subject: Oak Forest Wall Budget
Dave: I need you to look into something for me. I did try calling you at
the office but you were out. I did not want to bother you by calling you at
home. Anyway, during the November meeting for the Oak Forest Wall &
Beautification committee, a budget was presented with an accounting of money
remaining. It was noticed that $71,000 was missing from what had been
reported in previous months. There is a new person (Steve) who really did
not know past history, but determined that the money had been transferred
from the OFWB account. He said he would look into it. Yesterday, at the
December meeting, Steve communicated that the money had been used to pay
down the debt. He mentioned he had spoke to the City Manager and Kip about
this discovery.
Now, all along, the committee has been told that capital funds can only be
used for capital improvements. It cannot be used for any other purpose.
Steve said what he was told, by Kip, who made this decision felt the
responsible thing to do was to pay down the debt since there was nothing on
the table (meaning improvements). Members of the board objected that there
was nothing on the table and stated there was always something that needed
to be done, but that the Board was told that nothing could be done until the
wall was turned over from the county. The Board spoke of various projects
previously requested at several previous meetings.
Steve said he did not know what happened in the past and was trying to help
things move forward. Steve then went on to say that if the Board wanted,
they could go to the commission and ask for a portion of or all of the money
to be returned from the debt. Steve was then asked at what meeting was this
transfer of money approved. Steve said there was no meeting and that Kip
just did it.
Here are my questions:
? How can a transfer of funds occur without the Commission's approval?
? Why did this not go through the OFWB Board first?
? Does Kip make these decisions with or without the City Manager's approval?
? If Kip can make these decisions, then why did he not attend a meeting, ask
questions or listen to Board members so that he could make an intelligent
decision.
? Why does the Board need to go through the Commission if this issue never
went to the Commission in the first place?
? How do we protect ourselves and other citizens from these types of
occurrences?
