1. Budget
2. Starting October 1g` 2003, the irrigation system and lighting maintenance will be handled by
private contractors. The City has previously handled these issues in house.
3. Eastwood Tuff Turf is doing a better job with service and has taken over maintenance on
the freshly landscaped medians at Tuskawilla Road and Winter Springs Blvd.
4. I have had discussions with Seminole County about the fig vines being installed on the brick
wall structure. They do not seem to have a problem with doing this but will require a plan
for review before anything would be installed at the areas in question.
5. Bank of America states that the rates originally provided on their loan for the Oak Forest
Wall are very competitive and would be unable to make changes at this time.
6. Proposals provided by Lightscapes to install low voltage lighting at entrance signs.
7. Irrigation project proposals to create design build plans that allow us to go out for bid on
the complete irrigation project.
8. The B.O.W.S. Board is working on landscape upgrade plans for many City medians and
Rights-Of--Way. This will benefit the community due to the fact that some of the projects
will be done in Oak Forest.

Marissa from Bank of America called me and said that when they bid the Oak Forest note they bid it at a
significant reduction in the interest rate (4.67%). She said the best they could do is 4.57°r6 plus refinancing costs
which may result in an effective rate of something more than the current rate of 4.67°k.
It was her recommendation that we simply wait the 18 months for the note to mature and then discuss a new rate
at the point we request to extend the term of the note versus an attempt at refinancing.
She said she would put this in writing and send it to me.

At your request, I reviewed the possibility of reducing the rate on the Series 2000B Note.
Notabiy, the funds were used to construct the brick wall in the Oak Forest subdivision
area. The proposal we put together at that time was very aggressive and comprehensive.
Therefore, I am unable to make any adjustments at this time. As always, we value the
relationship we have with the City of Winter Springs and look forward to continuing to
meet it's financial needs in the future.

Hi everybody,
I hope someone gets this to report to the others at tomorrow's meeting.
As I reported last time, all of the "Cheoy Lee 11" mortgage companies have agreed to the
new property boundaries. We still have 2 easements that need to be vacated along the old
property northern boundary. One is from Sourthern Bell and the other is from Time Warner
(now called BrightHouse). Upon receipt of these, Bernie Martin (lawyer/surveyer) of BJM
Associates will submit the Plat to the City for their approval. Following approval, the
plat will be forwarded to Seminole County for their approval and recording.
Hopefully this will all be completed within a month. I will continue to keep you informed
so that, at the proper time, you can go forward with plans to extend the wall.
