These are half the power of current lights. Another option is high pressure sodium lights at 75w. Cost is about $150.00 per fixture. 4. Eastwood Tuff Turf has been asked to improve the quality of detail maintenance on the entrance and island areas. 5. Winter Springs Blvd. median landscaping project has been completed. PURPOSE: Resident Joanne Krebs of 1002 Taproot Drive brought before the Commission under Public Input (1) an irrigation problem at the Winter Springs Oak Forest entrance,(2) loose hinge bolts at the access gates to Oak Forest Lake and (3) the lack of landscape plantings north of Trotwood Boulevard on the west side of Tuskawilla Road. CONSIDERATIONS: Issue 1 The Irrigation Division of the Utility Department has monitored the irrigation at this location and reprogrammed the remote control irrigation timer in an attempt to correct the system. The reprogramming did not correct the problem and the timer will have to be replaced. A work order has been issued for the replacement. Issue 2 The hinge nuts have been tightened previously but continue to loosen as the gate is utilized for access to maintain Oak Forest Lake water quality. A work order has been issued to the Stormwater Division of the Public Works Department to retighten and tack weld the nuts to prevent further loosening. February 28,2000 Informational Agenda Item A Page 2 Issue 3 Seminole County prepared landscaping plans for the improvements to Tuskawilla Road including the wall and the plans did not include landscaping on the right of way in front of the wall north of Trotwood Blvd other than 3 Crape Myrtles. In the right of way at this location is a drainage Swale, underground utilities and site line limitations that could be compromised by the placement of trees. The Public Works Department has however, placed additional trees north of Trotwood Blvd, in the right of way in areas that do not conflict with utilities, drainage or site line. The Urban Beautification Coordinator will bring to the Oak Forest Wall and Beautification Assessment District Advisory Board information regarding any possibility of landscape enhancements that maybe achieved in the area concerned. FUNDING: The cost of replacement of the irrigation timer and potential landscape enhancements will funded through Oak Forest Maintenance Fund -Repair and Maintenance of Grounds - Line Code (191-54682). The repair of the Oak Forest Lake access gate will be funded by the Stormwater Division -Repair and Maintenance Stormwater Ponds -Line Code (130-54693). RECOMMENDATION: Complete work as requested through work order and report to Oak Forest Wall and Beautification Assessment District Advisory Board IMPLEMENTATION SCHEDULE: The Public Works Department and Utility Department will affect repairs immediately. ATTACHMENTS: ~'?ak Forest Wall and Beautification District I just wanted to send an update on our new landscaping Ken-Lin Landscaping is near completion on the project. The company did a fine job working around existing oak tree roots and other obstacles. They are hoping by the end of next week to have all pavers installed. Soon thereafter, I will meet on site for a final inspection of the project. At the last meeting we discussed changing from Leather Leaf Fem to another similar planting. Holly Fern was installed and should be an excellent choice. I am currently working on the irrigation project and hope to have some more information soon. Thank you very much. Steven T. Thank you for noticing I have received a quote to repair the wall from Mr. Glenn Lemieux who lives in your area. He has done work for The City of Winter Springs as well as donated work efforts at Winter Springs High School. His complete price is $ 175.00 - which I find to be very reasonable. Our next step is to turn the most qualified price quote information over to the homeowner so that their insurance company can be notified of costs associated to the damages. If their insurance company does not cover such damage, the homeowner will be asked to pay for repairs. In any case, repairs to our wall will be done with or without the homeowner's input as it affects the whole community. I will keep you posted. Take Care, Steven t. As I look at the times of each email, your response came in less than 24 hours. And, if one takes into consideration Mr. Tackaberry's email was timed at 6:16 PM, after normal office hours, and your response was at 10:45 AM the following 8/12/2003 Page 2 of 3 day, one could rightly state you responded in less than 3 normal working hours. As for your comment about getting estimates to repair the damage to the wall caused by the fallen homeowner's tree, I again applaud you for taking prompt action. However, I would Cke to know the procedures and steps involved to properly assess the cost for repairing the wall to the appropriate person or persons responsible. If this was in fact a homeowner's tree that caused the damage to the wall, shouldn't the homeowner's "homeowner's insurance policy" cover the costs for repairs to the wall? If you could let us on the Wall Committee know, it would be appreciated. Power was out for 8 hours. Progress Energy personnel were able to saw off parts of the tree to free up the lines and eventually restore power. As of tonight (Monday, 4 August), the branches and tree sections are still on the ground between the wall and the sidewalk. Could you tell me when this debris will be removed and who is responsible for doing the removal? Michael, I just took care of the plants encroaching the walkway at the fenced area adjacent to the drainage easement on Beachwood near Winter Springs Blvd. The islands on Winter Springs Blvd have just been re-landscaped, so 1 am not sure what else needs to be done in this area. My concerns were about the entrance at Winter Springs Blvd. The beginning of the median has new trees and grass planted, but the remained of the median is unkept and needs some work. Also, I have notice other medians in need of some improvements. Are there any plans on improving these areas? Also, who is responsible for the easements around the creek off of the comer of Winter Springs Blvd. and Beachwood? (It is actually on Beachwood and is fenced near the sidewalk) The bushes are overgrown and wild looking and are encroaching upon the sidewalks. Thank you for looking into my concerns. Description This agressive but beautiful evergreen vine is a relative of the edible fig, Ficus cariaca, but bears little resemblance to it's close cousin. Creeping fig is an enthusiastic climber able to scramble up vertical surfaces 3 and 4 stories tall with the help of a powerful adhesive. This vine covers surfaces with a tracery of fine stems that are densely covered with small heart shaped leaves that are 1 inch long by about .75 inch wide, they are held closely to the surface creating a mat of foliage that extends barely 1 inch from the surface. These are the juvenile leaves. Once the vine has reach the top of its support if will begin to form horizontal branches on which adult foliage is borne. Adult leaves are held alternately in two rows along these branches. They are more leathery than the juveniles, and are dark green, and about 3 inches long by 2 inches wide. The fruit is a fig. These are borne only on the horizontal stems, they are pale green in color and about 3 inches long by 2.5 inches wide (photo at bottom}. Location Creeping fig is native to East Asia and is found on Japan's southern islands, eastern China, and Vietnam. This vine is a popular landscape item in many warm climate areas. Culture Creeping fig is not particular about soil - I prefer to grow it in poorer,drier soil where it grows less aggressively. This vine will grow at seaside if protected behind dunes or buildings. Light: Shade to sun. Moisture: Water when dry when young. Once the vine matures you can let it fend for itself even during droughts. Hardiness: USDA Zones 8 - 11. Can tolerate freezing temperatures for short durations. Propagation: By cuttings, dust end with rooting hormone powder. Also by layers (the vine will form roots wherever it touches the ground). Usage Create cool green curtains of dense foliage on unattractive block, masonry, and concrete walls. The city of Orlando uses this vine to soften concrete freeway supports which helps to dampen traffic noise as well as provide visual relief. Disney and the other theme parks make use of creeping fig to create "quick" topiary. Wire frameworks are created of geometric shapes, animals, and even famous cartoon characters. The frames are lined with spaghum moss and filled with growing medium. Creeping fig is planted in the frame and rather quickly covers the shape in a thin coat of fine juvenile leaves. This vine also makes a good ground cover for large plantings where it looks great scrambling over boulders and tree trunks. Features This is one of the best vines for creating dense green coverings due to it's fine attractive foliage, shade tolerance and fast growth rate. WARNING Do not plant near wooden structures as these surfaces are damaged by the adhesive produced by the vine. Consider this a high maintenance plant when grown on structures as pruning will be required several times a year to remove growth from windows, roofs, etc. as the vine relentlessly endeavors to coat everything it encounters in a green blanket.
