Roll Call: Chairman Terry Patten, present Vice Chairperson Judy Converso, present Committee Member Brian Oliver, present Advisory Committee Member Brian Oliver led the Pledge of Allegiance. Community Development Department - Urban Beautification Services Division Review Of Budget. Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department presented this Agenda Item. Discussion. REGULAR 601. Community Development Department - Urban Beautification Services Division Maintenance Items And Progress Report. Mr. Richart introduced this Agenda Item and commented, "We did have the Oak Forest Wall pressure washed in February." Continuing, Mr. Richart mentioned, "The annuals were changed out within the last thirty (30) days." Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES OAK FOREST WALL AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - APRIL 9, 2009 PAGE 3 OF 5 Mr. Richart conveyed, "One of the big issues that I wanted to talk about is the last time we met, we talked about looking at painting the signs again. Looking back it has been almost three (3) years; I expected it to go a lot longer. We have actually had to touch some of the painting up this past year; and now it is fading again really bad." Mr. Richart added, "So, we found a paint that is better than the "super paint" we used last time; it is called `Duration' [Exterior Acrylic Latex Paint]; and this one has a primer in the paint and a one-step process. You are supposed to be able to put this on in one-step and no priming is necessary - we are going to do two (2) coats of this - it supposedly has a `lifetime' warranty." Mr. Richart suggested, "I think that it is going to be something that we have to do every so often, you know, painting and it is just the way it is." Discussion. Continuing, Mr. Richart informed the Committee, "The `Duration' [Exterior Acrylic Latex Paint], if you look on page 1 out of this package you will see some of the specs on it from Sherwin Williams [Company]. I just printed what they had on the Website. This is about the best they have." Resuming the discussion, Mr. Richart further noted, "We would have them pressure clean the signs and make sure all the loose materials, all fixtures, there is not anything loose - then this paint bonds itself to the concrete and the surface; two (2) coats of this, so, I am thinking that it is going to do pretty good but I cannot say how long it will last - hope we can get five (5) years. The best cost I have now is eighteen hundred dollars ($1,800.00)." Discussion. Mr. Richart further mentioned the cost and the sealing of the signs and commented, "We had some people come out and one of them told me that we have some moisture coming in through the back of the signs; and by design, that we should probably seal everything, so that moisture cannot come through the brick. To do that would be three thousand dollars ($3,000.00) for the whole job. To just do the painting would be eighteen hundred [dollars] ($1,800.00). We do not have the three thousand dollars ($3,000.00). We have eighteen hundred [dollars] ($1,800.00); we have two thousand [dollars] ($2,000.00); I do not have the three thousand [dollars] ($3,000.00) right now. So, my plan would be to do the painting now and then in October we will get a fresh infusion. With the new Budget, would be to come back and do all that extra sealing and stuff around all the signs. There is area where moisture is coming through the grout - if you get behind them [signs] you will see what I am talking about. That would be my plan. I would like to do it all now and get it over with but we just do not have the three thousand [dollars] ($3,000.00) and we could do a Supplemental Appropriation to get the money but if we do it in six (6) months, it should be fine." CITY OF WINTER SPRINGS, FLORIDA MINUTES OAK FOREST WALL AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - APRIL 9, 2009 PAGE 4 OF 5 Chairman Patten asked Mr. Richart, "When you are talking about sealing it, are you talking about sealing the face of it that we will be painting or sealing the back of it?" Mr. Richart answered, "Sealing behind and up top; the way the brick wall is made, you have mortar - and the mortar will allow moisture to get in through it; what is happening is the moisture is working its way behind the surface that is painted; so we actually seal - grout any areas and seal." Chairman Patten questioned, "So essentially you are talking about each entrance way on either side, totally sealing the entire..." Mr. Richart stated, ... Right." Further discussion. Advisory Committee Member Oliver asked, "If we are doing this about every three (3) years, the paint, have you ever looked - at ceramic type stuff that they do? It is a special paint but it has ceramic built into it. It is probably about two (2) or three (3) times the price of regular paint." Mr. Richart added, "That would be a good thought." Discussion. Chairman Patten asked, "Has there been any consideration, since it seems to be an ongoing problem, of going ahead and putting some type of a metal surface in that area that is painted, so that we could actually get it anodized prior to installation, - and not have to worry about it." Mr. Richart said that we can look into that and added, "The thing I found out about these signs, is that they are very expensive." Discussion. Mr. Richart further commented that it can be looked at, but it might be a Special Assessment for us. The budget for signage was discussed next. Further discussion. Vice Chairperson Judy Converso stated, "My suggestion is to do go ahead, do the painting as scheduled; along with the sealant. Look into the cost of the other, see how that fares with the sealant and the new paint. Depending on the problem in another year or two (2) years, and if we are showing wear - because that is what it has been doing; then at least we will have some information for back up." Mr. Richart noted, "Absolutely." Discussion. "I MOVE THAT WE GO AHEAD WITH THE PAINTING OF THE SIGNS AT APPROXIMATELY EIGHTEEN HUNDRED DOLLAR ($1,800.00) COST." MOTION BY VICE CHAIRPERSON CONVERSO. SECONDED BY ADVISORY COMMITTEE MEMBER OLIVER. DISCUSSION.
