The Concept

restricted conservation lands.

To provide for flexibility and adaptability of development patterns to particular site or
ownership conditions development within the East Rural Area may occur in one of eight
zoning districts in three Tiers representing Large Lot, Conservation and Hamlet
subdivision typologies.
Tier I -Large Lot Subdivision
Property owners in the East Rural Area have the option to retain existing large lot
zoning designations in the A-3, A-5 and A-10 zoning districts as established by
Seminole County. Permitted densities in Tier One are determined by the applicable
minimum lot sizes.
Tier II -Conservation Subdivision .
Development in Tier II will consist of single family subdivision of a minimum of 20 acres
in the three designations below. The total number of permitted dwellings is determined
by the designated gross density applied to the site area of the tract. Minimum lot sizes
are not directly regulated, but are determined by the amount of developable area (site
area of a tract minus the amount of open space required to be retained divided by the
gross density.
Rural Transitional -Subdivisions with a permitted gross density of 2 dwellings per acre
and a minimum of 40% of the site area retained as open space
Rural Conservation 1 -Subdivisions with a permitted gross density of 1 dwelling per
acre and a minimum of 50% of the site area retained as open space.
Rural Conservation 2 -Subdivisions with a permitted gross density of 0.5 dwelling per
acre and a minimum of 60% of the site area retained as open space.
Tier III -Hamlet Development
Development in Tier III will consist of small lot single family attached and detached
development of two types.
Rural Hamlet - This designation applies as a floating zone that may be considered as a
conditional designation applicable at the discretion of the City of Winter Springs on
tracts of 40 acres or more which retain a minimum of 70% of site area as open space.
Development may consist of a mix of small lot single family detached and attached
dwellings including townhouses and patio homes.
Lakefront Hamlet -This is a fixed designation which is applied to the existing
development adjacent to the fish camp at Lake Jesup.
