CALL TO ORDER
The Special Meeting of Monday, July 2, 2007 of the City Commission was called to
Order by Mayor John F. Bush at 4:01 p.m. in the Commission Chambers of the
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).
Roll Call:
Mayor John F. Bush, present
Deputy Mayor Sally McGinnis, present
Commissioner Robert S. Miller, absent
Commissioner Rick Brown, present
Commissioner Donald A. Gilmore, present
Commissioner Joanne M. Krebs, present
City Manager Ronald W. McLemore, arrived at 4:04 p.m.
City Attorney Anthony A. Garganese, absent
A moment of silence was followed by the Pledge of Allegiance.
Ms. Michelle Greco, Director, Finance Department addressed the City Commission about
a telephone call from an upset customer.
City Manager Ronald W. McLemore arrived at 4:04 p.m.
With discussion as to whether this was a threatening situation, Manager McLemore
stated, "I don't think it is there yet." Mayor Bush mentioned, "I just don't think Staff
should have to take that kind of verbal abuse from anybody."

MAYOR BUSH ADDED, "MOTION BY COMMISSIONER BROWN THAT ON

MOTION CARRIED.
Commissioner Joanne M. Krebs mentioned that she would not be able to attend the July
23,2007 Regular City Commission Meeting.
Discussion followed on Budget Workshops; to which Commissioner Krebs stated, "Why
don't you do it Tuesday and Wednesday (July 17th and 18th 2007] and if we need
Thursday, we will do it on Thursday - we will do it on Thursday [July 19, 2007] as well."
Manager McLemore stated, "Works for me - this will be the Budget, the base, where we
start from." Mayor Bush added, "Do it on the 17th and 18th [of July 2007]."
Commissioner Krebs noted, "5:15 [p.m.]." Mayor Bush then mentioned that he probably
would not be in attendance on those days.
Deputy Mayor Sally McGinnis then suggested, "Let's definitely go for the 17th and 18th
[of July 2007] and then let's do a wrap-up when the Mayor is here on the 24th [of July
2007]." Manager McLemore noted, "Still leaving you the 19th and 20th [of July 2007] if
you need it." Deputy Mayor McGinnis remarked, "Exactly."
Manager McLemore said to Mayor Bush, "We can give you a hard copy to take with you
if you want."
Mayor Bush summarized, "The Special Meeting on the 16th [of July 2007] has been
decided and the next three (3) days are set aside for Ron's [McLemore] presentations to
the Commission. We will - set the tentative Millage on the 23rd [of July 2007]; we will
have the Budget Workshop - wrap-up on the 24th [of July 2007]."

Discussion then followed on when and where to hold Town Hall Meetings. Deputy
Mayor McGinnis added, "Definitely after school starts." Discussion then continued on
fees. Mr. Randy Stevenson, Director, Community Development Department stated, "I
am sure we could talk with them and get some of these fees waived."
Regarding the Highlands, Mr. Stevenson noted, "We are going to check back on that."
Mayor Bush noted, "The First Baptist Church is available - we can seat 150." Deputy
Mayor McGinnis then suggested that the schools be explored for possible Meeting
locations.
Then, Mayor Bush suggested the first week of September be considered. With further
discussion, it was suggested that some Meetings could be combined.
Mr. Stevenson then mentioned, "Once we know your dates, we can set up time and
locations and I think when we come back and get into details with them, we can get most
of these facilities for free." Mayor Bush stated, "I would say three (3) at the most."
Commissioner Krebs added, "I would say three (3) at the most also." Deputy Mayor
McGinnis remarked, "Three (3), absolutely." Commissioner Rick Brown noted, Don [A.
Gilmore] and I." Mayor Bush then remarked, "4th, 5th, and 6th [of September 2007]
Commissioners?" Deputy Mayor McGinnis commented, "Okay, that is good."
Commissioner Brown noted, "Good for me."
Regarding getting information out on this, Mayor Bush suggested, "These are the
recommendations that came from the [Ad Hoc Winter Springs Citizen Property] Tax
Reform [Mitigation Study] Committee. Put it in the water bill." Commissioner Brown
added, "[Seminole] Chronicle, the Voice, the [Orlando] Sentinel."
Mayor Bush said to Manager McLemore, "Why don't you work on how to write that up
.on the [Ad Hoc Winter Springs Citizen] Property Tax [Reform Mitigation Study]
Committee's Report and then at the same time, how we are going - announce these
Workshops there on the 4th, 5th, and 6th [of September 2007] and then let [Manager]
McLemore decide how it is going to be advertised. Everybody okay with that?" Deputy
Mayor McGinnis stated, "Yes."
Manager McLemore said, "I would really like to spend some time with you all
individually on this issue." Manager McLemore added, "On this whole Budget issue -
one-on-one sessions" and suggested the week beginning July 9th, 2007. Deputy Mayor
McGinnis said to Manager McLemore, "I will call and schedule a time." Commissioner
Krebs commented, "I have a standing with you - I think we have a meeting this Thursday
don't we?" Manager McLemore acknowledged this.
Mayor Bush suggested, "I don't want to see us cut any employees. I don't want to see us
cut our wages - we have got good people working for the City. They do a good job."

Mr. Kevin Smith, Director, General Services Department explained the effect of the tax
cut for a Winter Springs homeowner would be "Fifty-eight dollars ($58.00) per hundred
thousand dollars in taxable value."
Commissioner Gilmore suggested, "The Staff needs to tell the [Ad Hoc Winter Springs
Citizen Property] Tax [Reform Mitigation Study] Committee what the full impact is."
Discussion ensued about the Florida League of Cities and stated, "I think we should let
the League know how we feel about this." Deputy Mayor McGinnis remarked, "T agree."
Mayor Bush added, "Maybe Mr. McLemore could help craft a letter that we could look
at, maybe at our next Meeting, so forth."
Further discussion.
Next, discussion followed on whether the Ad Hoc Winter Springs Citizen Property Tax
Reform Mitigation Study Committee needed more time, "We should give them more
time." Deputy Mayor McGinnis added, "Absolutely."
"I MOVE WE EMPOWER THE CITY MANAGER TO MAKE ANY FINAL
DECISIONS REGARDING ANOTHER MEETING THAT THE [AD HOC
WINTER SPRINGS CITIZEN PROPERTY] TAX [REFORM MITIGATION
STUDY] COMMITTEE MIGHT HAVE, WHICH WOULD AFFECT OUR
MEETING ON THE 16TH [JULY 2007] - IF NECESSARY." MAYOR BUSH
NOTED, "THIS IS LEAVING IT UP TO THEM." COMMISSIONER BROWN
ADDED, "IT WOULD AFFECT ALL FIVE (5) MEETINGS THAT WEEK."
MAYOR BUSH SAID, "YES, IT WOULD."
MAYOR BUSH ADDED, "THE MANAGER TO WORK WITH THE CHAIR OF
THE [AD HOC WINTER SPRINGS CITIZEN] PROPERTY TAX [REFORM
MITIGATION STUDY] COMMITTEE TO DETERMINE IF THE 16TH [OF
JUL Y] IS STILL A TIME THEY WOULD LIKE TO MAKE THEIR FINAL
REPORT. IF THEY FEEL THEY NEED MORE TIME, THEY NEED TO - LET
US KNOW." MAYOR BUSH THEN SAID, "SECONDED BY COMMISSIONER
GILMORE." DISCUSSION.
COMMISSIONER KREBS NOTED, "NOT JUST THE CHAIRMAN AND THE
MANAGER, THE COMMITTEE." MAYOR BUSH ADDED, "THE
COMMITTEE, YES THE COMMITTEE WOULD HAVE TO DECIDE."

Mayor Bush said to the City Commission, "The only Department that the Commission is
directly responsible for is the Clerk's Office. All of the Departments are - under the City
Manager. Mayor Bush then read a statement to the City Commission.

Discussion followed on work that the Office of the City Clerk does for the Mayor and
City Commission.
Mayor Bush noted, "Press Releases - that should be handled by the City Manager's
Office."
Deputy Mayor McGinnis mentioned, "I would just ask Andrea (Lorenzo-Luaces, City
Clerk) that anytime there is a service or an issue or something that you believe is
superfluous, you bring that to us as a request." Deputy Mayor McGinnis said for the
Record that this be done.
Discussion.
Mayor Bush stated, "The first recommendation I said here was the copying of the
newspaper articles."
"SO MOVED." MOTION BY COMMISSIONER GILMORE. SECONDED BY
COMMISSIONER BROWN. DISCUSSION. MAYOR BUSH ADDED, "THE
MOTION IS THAT THE CLERK'S OFFICE WILL NO LONGER - PROVIDE A
CLIPPING SERVICE FOR THE COMMISSION ON ARTICLES."

Recognition Awards to be moved over to the - Manager's Office, however he wants to
handle it."

MANAGER McLEMORE STATED, "WE WILL FIND OUT WHERE THE REAL
WORK IS." MR. SMITH SUGGESTED, "WE MAY WANT TO CONSIDER
DOING IT ONCE A YEAR, RATHER THAN TWICE A YEAR." MAYOR BUSH
NOTED, "YES, ABSOLUTELY." COMMISSIONER KREBS ADDED, "THE
ONCE A YEAR THING IS GREAT."

MOTION CARRIED.
Discussion followed on Directives and a suggested form for Motions, to which Mayor
Bush stated, "If you don't Vote on it, it's not really a Directive of the Commission. The
Manager is not obligated to follow up on it and - the Clerk shouldn't be responsible
either." With further comments, Mayor Bush stated, "I will start trying to do a better job
of enforcing that Policy."
Manager McLemore explained to the Mayor and City Commission, "If you want
information - you're entitled to that information. You don't have to come to me for a
piece of information. If you have an action you want taken, that's a different matter. If
you want information, you want to call up - 'I am trying to get back to this constituent
who wants to know so and so', there is nothing wrong with you contacting the
Departments about that, or contacting me."

"I WANT TO MAKE A MOTION TO DIRECT THE MAYOR TO ENFORCE
THE PREVIOUS MOTION DIRECTING THE CITY COMMISSION TO
DIRECT THE MANAGER FOR RELATED ISSUES AND TO ADOPT THE
MAYOR'S FORM AS A HELPFUL TOOL FOR THIS COMMISSION."
MOTION BY COMMISSIONER KREBS.
MOTION DIED FOR LACK OF A SECOND.
Discussion followed on attendance at the upcoming Florida League of Cities Annual
Conference.
Manager McLemore stated, "Typically, your Agenda - goes out on Wednesdays.
Obviously the 4th [of July] is going to be on Wednesday, so it is probably Thursday
before we can get them out. It's going to be a very light Agenda. See if there is an issue
there?" Commissioner Krebs stated, "No issue with me." No objections were noted.
Mayor Bush stated for the Record that there was no one wanting to speak under "Public
Input".
ADJOURNMENT
Mayor Bush adjourned the Special Meeting at 5:13 p.m.

Mayor Bush said to the City Commission, "The only Department that the Commission is
directly responsible for is the Clerk's Office. All of the Departments are - under the City
Manager. Mayor Bush then read a statement to the City Commission.

Discussion followed on work that the Office of the City Clerk does for the Mayor and
City Commission.
Mayor Bush noted, "Press Releases - that should be handled by the City Manager's
Office. "
Deputy Mayor McGinnis mentioned, "1 would just ask Andrea (Lorenzo-Luaces, City
Clerk) that anytime there is a service or an issue or something that you believe is
superfluous, you bring that to us as a request." Deputy Mayor McGinnis said for the
Record that this be done.

Mayor Bush stated, "The first recommendation 1 said here was the copying of the
newspaper articles."

WORK IS." MR. SMITH SUGGESTED, "WE MAY WANT TO CONSIDER
DOING IT ONCE A YEAR, RATHER THAN TWICE A YEAR." MAYOR BUSH
NOTED, "YES, ABSOLUTELY." COMMISSIONER KREBS ADDED, "THE
ONCE A YEAR THING IS GREAT."

Discussion followed on Directives and a suggested form for Motions, to which Mayor
Bush stated, "If you don't Vote on it, it's not really a Directive of the Commission. The
Manager is not obligated to follow up on it and - the Clerk shouldn't be responsible
either." With further comments, Mayor Bush stated, "I will start trying to do a better job
of enforcing that Policy."
Manager McLemore explained to the Mayor and City Commission, "If you want
information - you're entitled to that information. You don't have to come to me for a
piece of information. If you have an action you want taken, that's a different matter. If
you want information, you want to call up - 'I am trying to get back to this constituent
who wants to know so and so', there is nothing wrong with you contacting the
Departments about that, or contacting me."

DIRECT THE MANAGER FOR RELATED ISSUES AND TO ADOPT THE
MAYOR'S FORM AS A HELPFUL TOOL FOR THIS COMMISSION."
MOTION BY COMMISSIONER KREBS.
MOTION DIED FOR LACK OF A SECOND.
Discussion followed on attendance at the upcoming Florida League of Cities Annual
Conference.
Manager McLemore stated, "Typically, your Agenda - goes out on Wednesdays.
Obviously the 4th [of July] is going to be on Wednesday, so it is probably Thursday
before we can get them out. It's going to be a very light Agenda. See if there is an issue
there?" Commissioner Krebs stated, "No issue with me." No objections were noted.
Mayor Bush stated for the Record that there was no one wanting to speak under "Public
Input" .
