Bush at 5:00 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). ROLL CALL: Mayor Jolm F. Bush, present Deputy Mayor Robert S. Miller, present Commissioner Michael S. Blake, arrived at 5:20 p.m. Commissioner Edward Martinez, Jr., present Commissioner Sally McGinnis, present Commissioner David W. McLeod, arrived at 5:44 p.m. City Manager Ronald W. McLemore, arrived at 5:04 p.m. City Attorney Anthony A. Garganese, arrived at 5:09 p.m. A Moment of Silence was followed by the Pledge of Allegiance. AGENDA 1. A. Parks And Recreation Department Report And Recommendations Of The City Of Winter Springs Paw Park Citizens Advisory Committee. Mr. Chuck Pula, Parks and Recreation Department Director introduced this Agenda Item and presented a brief overview of the results from the Winter Springs Paw Park Citizens Advisory Committee. Mr. Pula noted that on "Page 2, they also - expressed assumption of 'Liability and Indemnification' by users - they felt like this was very important and the City Attorney currently has the intention to draft a City Ordinance when appropriate, which basically will hold harmless the City regarding any dog bites that might occur at the Paw Park." Ci~y Manager Ronald W. McLemore arrived at 5:04 p.m. Mr. Bill Starmer, President, Starmer Ranaldi Planning and Architecture, Inc. (sri), 890 Northern Way, Winter Springs, Florida: reviewed the proposed plans and suggested ideas related to a Paw Park. Garganese arrived at 5:09 p.m. Mr. Pula then introduced the Members of the Winter Springs Citizen Paw Park Advisory Committee that were in attendance at this Workshop: Mr. Bob Rucci, Mr. Gene Lein, Ms. Diane Ferraro, Ms. Ann Pennington, and Mr. Richard Parsons. Mr. Bob Rucci, 973 Turkey Hollow Circle, Winter Springs, Florida: addressed those in attendance on the proposed Paw Park. Discussion ensued on how Paw Parks got started around the country and if there was more information on this issue. Deputy Mayor Robert S. Miller stated, "I think if it is acceptable to charge admission, and if that would alleviate some of the up-front costs, I think it is a lot more doable sooner than later." Further, Deputy Mayor Miller stated, "I would be curious to see some of that as we go along, what others are doing, and how they are charging for this." Commissioner Michael S. Blake arrived at 5:20 p.m. Mr. Gene Lein, 1173 East Winged Foot Circle, Winter Springs, Florida: provided a doc.ument to the City Commission and proposed an option which proposed that a portion of Trotwood Park could be used for a "modified" version ofthe City's planned Paw Park. Ms. J. Suzy Goldman, Director, Seminole County, Library and Leisure Services Department, 1101 East First Street, Winter Springs, Florida: addressed the City Commission briefly on what has been planned for the Jetta Point property, and stated, 'There is currently no budget - no dollars set aside to do any development at all at Jetta Point." Commissioner Sally McGinnis complimented the Committee for their efforts and added, "Wonderful job on putting these reports together." Commissioner Edward Martinez, Jr. inquired, "What is the time lapse between - Phase I, Phase II, and Phase ill?" Mr. Pula answered, "That has not been established. All we have done is a Concept Plan and a Budget." With discussion, Deputy Mayor Miller suggested that "I think what we up here need in order to go the next couple of steps is some information on how others have done this before us - if there has been 600 or 700 of these set up in the United States so far and several of them here in Florida, to me it appears that those Parks that were set up on a revenue basis, we need to get some information on how that works." CITY OF WINTER SPRINGS MINUTES CITY COMMISSION WORKSHOP - JANUARY 27, 2003 PAGE30F4 Deputy Mayor Miller further stated, "I think if il has worked for other cities, we need the infOlmation on how it worked and how this helped [mancially because as I said, if the numbers of visits are that high - it does not seem that it would bother me to put down five dollars ($5.00) to get a two (2) year pass to get into this place." Commissioner David W McLeod arrived at 5:44 p.m. Mayor Bush spoke of the City's standards for Parks and suggested, "I think it [Paw Park] should be on the same level as our other City Parks. 1 would like to see us continue to hav,: it be a quality place." Tape ll/Side B Commissioner McGinnis asked, "Has the Committee discussed a two-tier user fee for County residents or City residents? Committee Member Rucci stated, "The Paw Park Committee here - no we have not." Dis<:ussion. Commissioner Blake informed the Committee, "I appreciate all of the hard work; I appreciate your commitment and dedication to try and get something done." Commissioner Blake then stated that in regards to funding, "The idea of an annual pass or two (2) year pass - that is a pretty good idea - I like that." Commissioner McLeod said, "Why can't we do something back to the basics in order to get it off the ground. Central Winds Park, the lower portion of that Park, down in the northwest comer, I know it has been mentioned before and I know it gets a little wet down there and I know there are pavilions down there, but on the far end where during - the Highland Games where they had their dogs down there running sheep - but what is the big objection to that lower portion ofthat Park being used. That would be the easiest place to fence off - it could be immediately used at a very reasonable cost." Mayor Bush stat,~d, "I think that would be one (1) of the things that the Manager would investigate under alternatives." Commissioner McLeod asked Manager McLemore in regards to the discussed site at Central Winds Park, "What is the present usage of that portion of the Park and why can that not be used?" Manager McLemore responded, "It is there for large events and competitive sports." Commissioner McLeod stated, "I am talking about the far corner of the Park. I do not know of many great events that are held down there; from the building, west." Manager McLemore then informed the Commission, "I believe if the County would work with us, we could develop a temporary site at Jetta Point very quickly." Commissioner McLeod added, "I do not have a problem if we can do it quickly at Jetta Point with very little cost." .. . CITY OF WINTER SPRINGS MINUTES CITY COMMISSION WORKSHOP - JANUARY 27, 2003 PAGE40F4 Mayor Bush summarized, "My sense is that the Commission would like the Manager to pursue this, to look for alternatives, as well as come back with some costs, and for the Committee to continue their work and work with Staff to assist them with it as much as possible. Continue working with the County to try to get them to share some of the costs of the development of Jetta Point; and it would not hurt the citizens to lobby your County Commissioner a little bit either."
