MINUTES
WINTER SPRINGS PA W PARK CITIZEN
ADVISORY COMMITTEE
MEETING
JUNE 20, 2002
I. CALL TO ORDER
Mr. Chuck Pula, Parks and Recreation Department Director call cd the Meeting to order at
7:01 p.m., Thursday, June 20, 2002 in the East Training Room of the Municipal Building
(City Hall, 1126 East State Road 434, Wintcr Springs, Florida 32708).

Committee Member Diane Ferraro, present
Committee Member Gene Lein, prescnt
Committee Member Richard Parsons, present
Committee Member Ann Pennington, present
Committee Member Bob Rucci, present
Committee Member Paul Williams, present
The Committee agreed to move Regular Agenda Item "c" before Regular Agenda Item
"B" and that Agenda Item "0" would not be discussed due to Mr. Starmer's absence.

REGULAR
A. Orientation/Swearing In Of New Committee Members.
Note: Due fO technical difficulties, Tape I was stopped and Tape 2/ Side A was inserted.
Deputy City Clerk, Ms. Debbie Gillespie reviewed the documents provided to the
Committee Members by the Office of the City Clerk. Ms. Gillespie then performed the
"Swearing in" of the Committee Members, and then discussion commenced with Mr.
Chuck Pula, Parks and Recreation Department Director, regarding the "Charge" of the
Committee as set forth in Resolution 2002-16.

Ms. Suzy Goldman, Director, Seminole County Library and Leisure Services Department,

for the development of the land; the demand for soccer fields being a priority; past
partnerships; and the next step being the developmcnt of a "Bubble Plan".
Discussion ensued regarding selling a portion of the land for commercial use; wetlands;
present structures being used in the future; recreational facilities; parking availability; and
the Members of the Committee touring the land individually.
Ms. Leah Wiseman, II3 Brookshire Court. Winter Springs, Florida: asked when the
County will hold a Meeting in regards to this Paw Park.
Further discussion
Committee Member Bob Rucci explained how to obtain an aerial map of the property and
inquired as to whether Mr. Pula has a copy of the "Wetland drawing" that Seminole
County displayed. Mr. Pula responded, "No - but I'll get it."

B. Opening Remarks - City Manager Ronald W. McLemore.

City Manager Ronald W. McLemore reviewed the "Charge" by the City Commission and
suggested a timeframe for preparing a plan. Lengthy discussion commenced between the
Committee and Manager McLemore regarding acreage needs for various purposes;
buffering; the layout of the land; soccer fields; lighting; and meeting again next week.

E. Schedule Of Work Plan.
Committee Member Rucci recommended "That we meet again next week, and that
everybody take a trip out there, who hasn't been out there yet, and take a look around and
we take a look at Bill's [Starmer, President, Starmer Ranaldi Planning and Architecture
(sri)] drawing next week and see if we can critique it into what they designated a Bubble
Plan so that we can get ahead of the curve on it." The Committee agreed.
