REQUEST: The City Manager and the Community Development Department requests the
Commission consider a cost sharing proposal for the construction of Doran Drive from the intersection
of Blumberg Boulevard northward to the north terminus of Doran Drive.
PURPOSE: The purpose of this Agenda Item is for the Commission to consider, provide comment on,
and approve, approve with conditions and/or modifications, or disapprove a proposed cost sharing plan
for the construction of all right-of-way improvements for Doran Drive north of Blumberg Boulevard.
CONSIDERATIONS:
The original Development Agreement for Villa Grande (dated August 14, 2006) contemplated the use of
the City's stormwater pond located just north of City Hall for all stormwater runoff storage and
treatment. In consideration of said use, the developer was to construct all right-of-way improvements for
Doran Drive north of Blumberg Boulevard. In light of subsequent market forces and increasing
construction costs, the developer has requested cost sharing of the roadway improvements with the City.
Staff has reviewed this request and has determined that a $200,000 reimbursement for this roadway cost
is reasonable and appropriate and should represent approximately 50% of the total cost of the
aforementioned Doran Drive construction.
FINDINGS:
1. The proposed development is a desired element of the Town Center
2. The Developer has realized a benefit by using the City's stormwater pond.
3. The City has gained an increased tax benefit by a consolidation of the stormwater facilities by
increasing the developable areas of the subject parcel.
4. There is a benefit to the developer constructing the improvements concurrently with the other
off-site improvements associated with the development.
5. All improvements in the right-of-way will be dedicated to the City for ownership and
maintenance after acceptance by the City Commission.

FUNDING: Sufficient funds are available in the Road Improvement Fund (one-cent sales tax) for this
cost-sharing proposal.
RECOMMENDATION:
Staff recommends the City Commission approve the cost-sharing proposal and the incorporation of the
enabling language into the modified development agreement.
