Authorization
REQUEST: Public Works Department is requesting authorization to enter into a contract
with Exeter Architectural Products for the installation of Hurricane Storm
Shield Window Barriers in the amount of $78,993 and to increase the City's
funding share from $17,909 to $25,265 due to cost increase that have occurred
since the preliminary estimates were made in 2004.
PURPOSE: This is needed to gain Commission authorization to enter into a contract with Exeter
Architectural Products for the installation of Hurricane Storm Shield Window
Barriers on Fire Stations 24 and 26 and the Winter Springs Senior Center and Civic
Center for an amount of $78,993.00 and to increase the City's funding share from
$17,909 to $25,265.
CONSIDERATIONS:
The City Commission previously approved entering into an agreement with the
Florida Department of Community Affairs to participate in the Hazard Mitigation Grant
Program for the storm proofing of City facilities. This program is a 75% with 25% matching
funds program funded through the Florida Department of Community Affairs by the Federal
Emergency Management Agency.
To date the installation of new hurricane doors have been installed on Fire Stations
24,26 and 28. The installation of the window coverings will complete the City's
commitment to cover all openings to prevent or minimize damage to these structures during
a storm event.
Exeter Architectural Products is one of several manufacturers of a window and door
protection system which meets Miami-Dade Building Code that is made from a perforated
stainless steel or galvanneated steel secured to an aluminum frame. The frame is powder
coated to match the existing window frame of the building to provide the appearance from
outside of a darkly tinted window. From the inside, building occupants can easily see out

through the perforated steel. These window coverings offer 24/7 protection from not only
hurricanes but any severe weather such as tornados that can strike without warning.
In addition to storm protection, the window protection is also a protection against
forced entry and broken glass. The window barriers have also shown to have a shading
coefficient (reduction ofUV rays) of .51 with the ability to reduce solar heat gain by an
estimated 50%. This system reduces the need for storage of hurricane panels and fasteners,
maintenance of roll down shutters and preparation time by City staff prior to a storm event.
Exeter Architectural Products is an approved federal GSA contractor (Contract #GS-
07F-0224L) who has installed this product for many State of Florida agencies, county and
municipal government buildings and schools throughout Florida including the Florida
Department of Community Affairs building in Tallahassee.
Based on the quote for the installation of the window coverings, the Florida
Department of Community Affairs would reimburse the City for 75% of the project cost, not
to exceed the amount previously approved.

FUNDING:
Funding for the Hazard Mitigation Grant Program was budgeted in the current
budget under the Hazard Mitigation Grant Program Projects Fund 314. Current funding will
be increased in the amount of$7,356 from $17,909 to $25,265 for the City's share.
RECOMMENDATION:
It is recommended that authorization be granted to enter into a contract with Exeter
Architectural Products piggybacking off of GSA Contract #GS-07F-0224L for the
installation of window and door coverings for Fire Stations 24 and 26, the Senior Center and
the Civic Center in the amount of $78,993.00 and increase the City's funding share from
$17,909 to $25,265.
