FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT
(FRDAP)
STAFF REPORT
APPLICABLE LAW AND PUBLIC POLICY
The project was discussed at a regularly scheduled meeting of the applicant's
advisory board responsible for park, recreation and leisure service activities.
Provide a copy of the agenda and/or minutes of the advisory board meeting(s)
where this project was discussed. The board must be an appointed group of
citizens, such as a parks and recreation advisory board, who would normally
review projects similar to the proposed grant application. Discussion must take
place at a regularly scheduled meeting. Planning and zoning or similar boards
may be used if a parks and recreation advisory board does not exist. CITY OR
COUNTY COMMISSIONS ARE NOT CONSIDERED ADVISORY BOARDS.

B. Request:
The applicant requests that the Planning and Zoning Board discuss
the proposed grant application and recommend to the City
Commission that staff submit a Florida Recreation Development
Assistance Program Grant for Improvements of the Property.
C. Purpose:
The purpose of the request is to meet the grant requirements for 7
points on the points based application for potential funding of
$ 200,000.

2. Acreage - 68 acres.
3. General Location - The site is located North of State Road
434, 7/10th mile West of Tuskawilla Road. The property borders
the North side of Winter Springs High School.
4. Existing Land Use - Town Center District.
5. Development Trends - The applicant is planning to improve
Parks and Recreation uses on site. The proposed land use is
consistent with the general character of the area.
6. Letters/Phone Calls In Favor or Opposition - The Soccer
Groups have been requesting Soccer Lighting and Improved
roadway for over 3 years.
E. Consistency With The Comprehensive Plan:
This 68-acre parcel is identified in the Comprehensive Plan
Recreation and Open Space Element, and also the Capital
Improvement Program.
II. STAFF RECOMMENDATION
Staff recommends approval of the request to submit a Florida Recreation
Development Assistance Program Grant for Improvement of the property.
