Authorization REQUEST: The Community Development Department requests the Planning & Zoning Board/Local Planning Agency to recommend to the City Commission adoption of the updated official future land use map (FLUM) and official zoning map. PURPOSE: The purpose of this request is to present the updated FLUM and official zoning map for consideration and adoption by the City Commission, as required annually by Section 20-102 of the Code of Ordinances. APPLICABLE LAW AND PUBLIC POLICY: Section 20-102 Official Zoning Map Update, of the Code of Ordinances states, "The official zoning map shall be updated in a permanent fashion each year by changing the color of the rezoned areas and by placing thereon an identification number, and an identical number placed on a sheet of paper to be permanently affixed in the lower right-hand comer ofthe official zoning map. Beside the identifying number shall be placed the ordinance number reslllting in the rezoning, and the date of adoption. The updated zoning map shall be approved by the Planning and Zoning Board by May 31 of each year and shall be presented to the City Commission for their approval at the first regularly scheduled meeting thereafter." CONSIDERATIONS: 1. The City Code requires the aJlliual update of the official zoning map in a permanent fashion. 2. The City Code requires the updated zoning map to be presented to the Planning and Planning & Zoning Board! Local Planning Agency Agenda Item A December 7,2004 Zoning Board for consideration and recommendation by May 31 of each year, prior to approval by the City Commission at the first regularly scheduled meeting thereafter. 3. While not required by Code, the approval of a concurrent FLUM update would provide consistency between the future land use and zoning maps by ensuring that map amendments affecting both future land use and zoning designations are properly documented. 4. At its February 6, 2002 regular meeting, the Planning and Zoning Board directed staff to prepare an updated zoning map for its consideration and recommendation, prior to May 31, 2002. FINDINGS: Staff has completed its review and update of the FLUM and official zoning map by incorporating all map amendments approved by the City Commission from November 2003 through December 2004, as shown below and graphically depicted in Attachment C: CITY BOUNDARY CHANGES: · Ordinance 2003-42; Wincey 8.9 acres at 900 East SR 434 (ad) to Central Winds Park); Annexed January 12, 2004. · Ordinance 2004-09; Esteves 3.3 acres at 1112 Orange Av.; Annexed February 9, 2004. · Ordinance 2004-15; Ferlita/Corkery 8.56 acres at 1181 Orange Av.; Annexed May 24,- 2004. · Ordinance 2004-18; M'eier 1.7 acres at 1184 Orange Av.; Annexed May 24,2004. · Ordinance 2004-21; Kazma 4.8 acres at 1268 Orange Av,' Annexed May 24, 2004. · Ordinance 2004-39; Annexation Study Area (Ondick/Highlander Investment) 21.670 acres at Tuskawilla and SR 434,' Annexed October 25, 2004. · Ordinance 2004-48; Rook 4.32 acres at 1740 Deleon; Annexed October 25, 2004. · Adjustment of Boundary along 17-92: Map has been corrected to identify the City boundary along US 17-92.
