REQUEST: The Community Development Department - Planning Division is providing the
Planning and Zoning Board information on training opportunities as requested by the Board.
PURPOSE: The purpose is to provide the board with information on some training opportunities.
APPLICABLE LAW AND PUBLIC POLICY
Winter Sprines Section 20-57. Duties~ eeneral. The planning and zoning board shall serve as the
planning and zoning commission. It shall be the duty of the planning and zoning board to
recommend to the city commission the boundaries of the various original zoning districts and
appropriate regulations to be enforced therein and any proposed amendments thereto and shall
collect data and keep itself informed as to the best practices generally in effect in the matter of city
planning and zoning to the end that it may be qualified to act on measures affecting the present and
future movement of traffic, the segregation of residential and business districts and the convenience
and safety of persons and property in any way dependent on city planning and zoning. The board
shall recommend the boundaries of districts and appropriate regulations...
STAFF RECOMMENDATION:
Staff recommends that the Planning & Zoning Board review the attached information and the Board's
budget available for such training opportunities and direct Staff accordingly.

Target Audience:
Any elected official involved in planning decisions for the betterment of the community, region, state
and county. including: appointed or elected planning officials, commissioners, zoning board
members, board of adjustment members, and others serving on a variety of boards and
commissions involved in planning and growth management decisions.
Course Description:
A Concise History of Planning in Florida: How did the growth management system evolve? What
is the relationship between state, regional, county, and local plans and planning agencies?
Overview of Legal Framework: What is the constitutional foundation of land regulations? What are
property rights and how are they protected in Florida? How are decisions made and defended? How
do planning officials comply with law?
Focus on the Comprehensive Plan: All 67 counties and cities in Florida are required to adopted a
Comprehensive Plan. All land development must be consistent with, compatible with, further and
implement the Comprehensive Plan. What is the Comprehensive Plan? What does it contain and
your role in the comprehensive planning process.
Implementing the Comprehensive Plan: This is a primer on Land Development Regulations
(Zoning) and related planning tools such as: TDRs, Capitol Improvement Plans, Impact Fees, CRA's,
etc.
Focus on You, the Planning Official: What is the nature of your job? What planning concepts
should you be familiar with? What are your legal responsibilities? How can you be more effective in
your job?
Visioning Strategies: Every community must have a vision of it's future. Planning implements that
vision. How do you engage the public in the planning process?
Goals:
This seminar will familiarize students with the total picture: from the constitutional framework to the
local planning process. In addition to the lectures , students are encouraged to engage in an
interactive discussion of current planning issues effecting your community. Program participants will
have access to a special web site where they can post their concerns and questions prior to the
seminar.
Course History:
This fourteen hour seminar is based on the Florida Planning Officials Training Program presented at
the 2003 Annual Conference at the Florida Chapter of the American Planning Association (FAPA).

planning programs in Florida. The American Planning Association (APA) along with its professional
affiliate the American Institute of Planners (AISCP) represents over 30,000 professional and lay

Registration:
Advanced registration is required for this seminar. The registration deadline is February 13, 2004.
The fee for this special event also includes lunch on Friday, breakfast on Saturday, and

REGISTRATION: Advance registration is required for each class/seminar, and the deadline is 10 days prior to the date of
the class. The registration fee includes course materials and morning refreshments. Registrants will be responsible for
their own lunch (unless otherwise noted on course description) and parking. A check or purchase order is necessary to
guarantee registration. Due to space limitations, registration will be closed when capacity has been reached. Requests for
refunds must be submitted in writing and received no later than one week prior to the day of the class. In such cases, the
registration fee, less a $10.00 administrative charge, will be refunded. No requests for refunds will be honored after that
date. Non -attendance does not constitute a withdrawal or refund request. We reserve the right to cancel the classes;
in that case, registration fees will be refunded in full. Confirmation and driving directions will be mailed to you upon
reg istration.

How does this work?
You'll listen to a discussion and view a PowerPoint presentation.
Access is provided through a toll-free number ilnd access code
provided to you in your registration materials. Supplemental reading
materials and information are provided for registrants on the APA
website.
Individuals may listen and watch in their office. Groups may use a
digital/data projector and participate in the prcgram in a large
conference room.
You may choose to access the conference in one of two ways.
1. If you have only telephone access, use your speaker phone. To access the accompanying Power Point,
download it off the APA website.
2. If you have Internet access, you will access the audio and PowerPoint presentation through a special
website.
What technology is required?
The audio conference and webcast is delivered to you live. Depending
on your access format choice, you will need:

All conferences are held on Wednesdays at 4:00 p.m. E.T.
Each program is scripted for an audio and Power Point webcast format and engages the listener with a
lively discussion.
May I ask questions of the speakers?
Yes. Submit them bye-mail or fax ahead of tirne or during the program.
Is it possible to receive a transcript or recording of the programs?
Yes. You can purchase the CD-ROM of the prowam (see Option B on the registration form).
