REQUEST: Utility/Public Works Department Requesting Authorization to expand the area on
Tuskawilla Road that the City provides reclaimed water to Seminole County
PURPOSE: The purpose of this Board item is to request authorization to expand the length of the
Tuskawilla Road medians that the City provides free reclaimed water to Seminole County
per the landscaping interlocal that expires in 2017.
CONSIDERATIONS:
This agenda item is needed for Seminole County to enhance the medians on Tuskawilla
Road at the Dyson Drive entrance to Tuskawilla. The City entered into an interlocal agreement
with Seminole County in 1997 that provided for the installation of landscaping in the Tuskawilla
Road medians. The southern limits of the City's maintenance responsibility is at the south end of
Oak Forest. The medians south of that point are maintained by the County and the agreement
stipulates the City is to provide free reclaimed water for a 20 year period.
The Tuskawilla Road median between Lake Drive and Dyson Drive was not part of the
project and did not receive irrigation. Since then, numerous trees and plantings have been installed
at this median that have all failed. In April, the County improved this median with landscaping and
irrigation. After discussions with staff, they subsequently submitted the attached letter requesting
this median be added to the original area. The annual cost is estimated at $100. Staff believes the
benefit derived by the Tuscawilla residents who use this entrance are far greater than that and
support the request.

FUNDING:
The annual cost of providing the additional reclaimed water is estimated at $100. The area
will be metered and billed commencing in 2017.
RECOMMENDATION:
It is recommended that approval be given to provide free reclaimed water to the Tuskawilla
Road median between Lake Drive and Dyson Drive for the 10 years remaining on the 1997
Interlocal Agreement with Seminole County.
IMPLEMENTATION SCHEDULE:
The project has been completed by Seminole County.

Mr. Richart.
The County hereby requests to increase the usage of City of Winter Springs irrigation
water by one (1) 8,000 SF roadway median with two (2) irrigation zones between East
Lake Drive and Dyson Drive on Tuskawilla Road.
This request would append the existing interlocal agreement between the City and
County, whereas the City supplies irrigation water to the County from TuskawiHa Trail
south to Dyson Drive.
The additional water usage for two additional zones of irrigation would be approximately
181,000 gallons per year.
