IDEPT Authorization REQUEST: The Community Development Department requests that the Commission hold a Public Hearing for the Aesthetic Review of the proposed non-illuminated building mounted single tenant signage totaling approximately 37 square feet on each side for both front and rear of the building at 1401 Town Plaza Court (Lot 1 of Tuskawilla Office Park). PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive community development consistent with the intent and purpose of Article XII - Minimum Community Appearance and Aesthetic Review Standards, Section 9-601 of the City Code requires proposed permanent signs to be approved by the City Commission. Within the Town Center, the City Commission is the Development Review Committee and has authority for all aspects of exterior architecture, including aesthetic appropriateness (Subsection 20-321 (b) (1)). APPLICABLE LAW AND PUBLIC POLICY: Section 9-601. Approval prerequisite for permits. Section 9-603. Procedure. Section 9-605. Submittal requirements. Section 20-321. Administration. Section 20-327. Architectural guidelines. CONSIDERATIONS: The submittal requirements for aesthetic review are set forth in Section 9-605 and include the spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. The applicant proposes 3 sign areas (12' 4" x 10.75" = 11.05 SF; 11' 9" x 9" = 8.8 SF; 12' %" x 10.75" = 10.81 SF) totaling approximately 37 SF on both the front and rear of the existing office May 14, 2007 Public Hearing Agenda Item 500 Page 2 of3 building at 1401 Town Plaza Court. The signage is comprised of individual black letters cut from I/t" thick aluminum plate and installed on the stucco fayade with metal studs and silicone adhesive. Subsection 20-327 (1) (3) of the Code states that "The maximum 2:ross area of si2:ns on a 2:iven facade shall not exceed ten (10) percent of the applicant's facade area". It further states that "All si2:ns shall be desi2:ned to be compatible with the respective storefront and subject buildin2: in scale. proportion. and color and should be visually interestin2: and compatible in the context of the town center 2:uidelines. The maximum signage that could be allowed on either the front or rear of the building is approximately (19' 4" H x 58' W = 1,121; 1,121/10 = 112.1) 112.1 SF. Therefore the proposed signage contains about 1/3 the maximum allowable copy area for each of the proposed sides (37 / 112.1 = 0.33006). The Town Center Code has contained aesthetic review language since 2000, but the City-wide aesthetic review, with specific criteria, was promulgated in 2004 (Ordinance No. 2003-43, 01/26/04). Pursuant to Section 9-603 of the City Code, the City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The proposed sign appears tasteful and proportional to the building fa~ade. It is about 1/3 as large as the maximum allowable. It is proportional to most building mounted single tenant signs in the Town Center. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. The proposed signage appears in harmony with existing and future development in the area and with the building. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: (A) Front or side elevations, (B) Size and arrangement of elevation facing the street, including reverse arrangement, (C) Other significant features of design such as, but not limited to: materials, roofline, hardscape improvements, and height or design elements. 2 May 14, 2007 Public Hearing Agenda Item 500 Page 3 of3 The sign age is similar to the other signs in the Town Center in terms of size, proportion. Staff believes it is in character with other Town Center sign age. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. Staff believes this sign would be in harmony with the established character of the Tuskawilla Office Park and the rest of the Town Center. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne Center guidelines, SR 434 design specifications) and other applicable federal state or local laws. Staff believes adding this sign would be consistent and compatible with the intent and purpose of this Article and the Town Center guidelines. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The proposed sign age incorporates individual black painted metal letters similar to that used in parts of the rest of the Town Center. STAFF RECOMMENDATION: Staff recommends the request for aesthetic review be approved for both the front and rear of the building, as proposed (not just the parking lot side).
