REQUEST: The Community Development Department/Public Works Department requests the Planning and Zoning (P&Z) Boazd consider and approve the proposed final engineering plans for the City's Utility/Public Works Compound. PURPOSE: The purpose of this agenda item is to review and consider recommending approval for the proposed final engineering plans for the City's new Utility/Public Works Compound and associated infrastructure on 13.17 acres on the north side of Old Sanford Oviedo Road. APPLICABLE CITY CODES Section 9-71. When fmal development plan is to be filed; extension. Section 9-72. Processing of fmal plans. Section 9-73. Form and contents of fmal development plans. Section 9-74. Action on fmal development plan; expiration of approval. Section 20-317. Application for construction. PROJECT SUMMARY: The project consists of the construction of a 6,800 squaze feet (sf) Utility/Public Works Administration Building, a 7,400 sf Garage Building, a 7,330 sf Yazd Building, and two storage structures on an unimproved 13.17 acre site. Additional storage buildings are planed for and shown but will be constructed in the future as funds become available. Planning and Zoning Board September 7, 2005 Item 500 Page 2 CHRONOLOGY: - January 12, 2004 -The City Commission authorized the architecturaUdesign services for the proposed facilities. - January 10, 2005 -The concept plan for the site was approved by the City Commission. CONSIDERATIONS: - The site is located on ten (10) City-owned parcels having a combined land area of 13.17 acres. Staff is in the process of finalizing the unity of title for the 10 parcels. - The site is zoned I-1 -Light Industrial District. The proposed land use is "public and governmental services" and is a permitted land use in accordance with Section 20-259 (any permitted use listed in Section 20-345.1 of the Commerce Center District) of the City Code. - Access to and from the development is provided at two driveways off Old Sanford/Oviedo Road. Old Sanford/Oviedo road connects with Wade Street to the east, which connects to S.R. 419 west of S.R. 434. - A traffic study has been prepared for the site. The project is estimated to generate a daily traffic volume of 395 vehicles, with 31 AM peak hour trips and 40 PM peak hour trips. The traffic study indicates that no additional off-site traffic improvements are necessary to maintain the existing levels of service at the affected intersections. - The site provides 126 surface parking spaces, which is sufficient for the approximately 50 employees who will work onsite, visitor parking, and excess parking for City vehicles. - The onsite stormwater management system routes surface runoff to two (2) onsite wet detention ponds. Both ponds have outfalls to the onsite wetlands. - Wetlands mitigation is required for this site. At the May 23, 2005 City Commission meeting, the Commission authorized the purchase of an eight-acre conservation easement at a cost of $69,000.00 for the purpose of mitigation the wetlands that will be impacted as part of the construction. This purchase was necessary to offset the 0.81 acres of existing wetlands to be filled and the other 0.02 acres of wetlands that will be impacted during construction. The onsite wetlands to be mitigated are isolated pockets with low value. - The Utility/Public Works Compound will connect to City potable water and sanitary sewer. The City has adequate capacity for both. - A landscape plan is being prepared by Staff and is not included in the final engineering plans. The site landscaping will emphasize native plant species and will minimize the irrigation demand.
