REQUEST: The City Manager requesting the City Commission to confirm approval of a $5,000
supplemental appropriation to fund a preliminary study of improvements to the S.R. 419 Industrial
Park.
PURPOSE: This agenda item is needed for the Commission to confirm its support of a study to explore
ways in which improvements may be made to the S.R. 419 Industrial Park to make it more compatible
with surrounding land uses, and more functional and aesthetically enhanced in the interior of the park.
CONSIDERATIONS:
At the April 9, 2007 Commission meeting the City Manager under reports initiated a discussion regarding
opportunities that may exist to improve the aesthetic value, functionality, and compatibility of the S.R.
419 Industrial Park with both its neighbors and internal users.
The City Manager requested $5,000 to perform a preliminary study that would include interaction with
park users.
The Commission reaction was favorable and the Manager advised he would formalize the proposal in a
subsequent Commission meeting.
FUNDING: A supplemental appropriation of $5,000 will be needed for the Community Development
Department line code 1510-53180-30119 in the general fund.
RECOMMENDATIONS: It is recommended that the Commission formalize approval of a $5,000
supplemental appropriation to perform a preliminary study of the S.R. 419 Industrial Park as provided
herein.

Based on our recent discussions, the growing concern of the image of the City's industrial park, and your request for improvement
ideas we offer the following proposal for professional design services for your review and approval.
I. Scope of Project
Develop ideas on improving the appearance of the City's Industrial Park located off SR 419 which address:
A. exterior improvements (aesthetic perception)
B, interior improvements (aesthetic and functional elements)
C. establishment of standards (minimum guidelines / controls for future development)
II. Scope of Basic Services
sri shall provide professional design services for this project to develop alternative design concepts with the following
tasks:
A. Pre- Design (PD)
1. Confirm clients goals and objectives
2. Obtain available site data to define limits of project
3. Hold a pre-design workshop with all design consultants and appropriate City personnel to identify all
constraints and opportunities for the project.

B. Design Concept (DC)
1 . Develop alternative design solutions for exterior / perimeter aesthetic improvements
2. Develop alternative design solutions for interior / internal aesthetic and functional improvements
3. Develop minimum design standards for control of future development
4. Hold work shop with current owners with in the Industrial Park to share ideas and identify their concerns
5. Prepare final recommendations for City approval
III. Scope of Additional Services
The following services are considered beyond the scope of basic services and can be provided by
sri upon confirmation of scope and written authorization by the owner:
A. Complete design services including construction documents
B. Models
C. Renderings
D. 3D modeling, graphics, fly arounds, videos
E. Public hearing and/or presentations
F. Expert witness / legal testimony

VI. Clarifications
A. The fees quoted herein are based on our current understanding of the scope of work and should
the scope change significantly additional compensation may be warranted.
B. Fees quoted herein are based on identification of possible design standards. Actual preparation
of design guidelines and development regulations shall be by owner.
C. Fees quote herein are based on development of design idea sketches and conceptual drawings.
Actual construction documents suitable for building the improvements shall be considered
beyond the scope of this agreement.
