Public comment on Winter Springs Plan amendment hearing
on the Blackstone subdivision application.
Winter Springs LP A members,
This hearing is the first real opportunity to work together with your city as partners and neighbors in building
both of our future. Unlike the past when Winter Springs was perceived as an uncaring threat to our way oflife,
you have since shown us that you can and will consider our needs, so we optimistically look forward to this pro-
ceeding. The location of this parcel would lend itself to providing a functional transition into the Seminole County
East Rural Area.
The Black Hammock Association can support this development proposal if the following recommendations are
incorporated into the final development design.
1. Require that all non-conforming structures and activity be removedfrom the site and a thorough evaluation
of environmental contamination should be made before final approval is granted.
2. Do not allow utility capacity to exceed what is needed for this project only, thereby discouraging further
extension into the Rural Area.
3. Cluster development on site to provide more open space. Require the highest intensity development abut the
adjacent urban land-use to the west, while locating the lowest intensity uses nearer the eastern edge along
Deleon Street. Provide substantial and effective visual buffering along Deleon Street to completely obscure
the development from the roadway with this open space. \
4. All ingress and egress should be limited to SR434 to the south so as to not impact the currently experienced
traffic pattern on Deleon Street. Access has already been planned through the Barrington entrance on SR434.
Gated emergency access only should be located onto Deleon Street, and then only if an adequate bridge were
constructed. No heavy construction traffic can be allowed onto Deleon Street as the roadway is substandard
and already exhibits failure from its current traffic load.
5. All storm-water discharges from the project should be retained onsite or directed westward, so as to not
increase the existing serious storm-water deficiency identified by Seminole County at this location on the So-
lary ditch. These parcels drained westward until recent site modifications were completed.
These recommendations create a more fitting and functional plan for this property at the eastern border of
your city's urban area, while still exponentially increasing the applicants' development rights associated with this
land. Please accept our heartfelt thanks for allowing us to comment on your proceedings today.
