PLANNING & ZONING BOARD LOCAL PLANNING AGENCY AGENDA ITEM 300 Consent Information Public Hearin Re ular x September 6. 2006 Meeting M r. / Authorization REQUEST: The Applicant requests that the Planning and Zoning BoardlLocal Planning Agency discuss the proposed Grant Application and recommend to the City Commission that Staff submit a Florida Recreation Development Assistance Program Grant for Improvements to Central Winds Park Expansion. PURPOSE: The purpose of the request is to meet the grant requirements for seven (7) points on the points based application for potential funding of $ 200,000. APPLICABLE LAW AND PUBLIC POLICY: The project was discussed at a regularly scheduled meeting of the applicant's advisory Board responsible for park, recreation and leisure service activities. Provide a copy of the minutes of the advisory board meeting(s) where this project was discussed. The board must be an appointed groups of citizens, such as a parks and recreation advisory board, who would normally review projects similar to the proposed grant application. Planning and Zoning or similar boards may be used if a parks and recreation advisory board does not exist. CITY OR COUNTY COMMISSIONS ARE NOT CONSIDERED ADVISORY BOARDS. (Please tab as exhibit "C-2") (7points). Acreage - Total 103.5 acres. 3. General Location - The site is located North State Road 434, 7/1 oth mile West of Tuskawilla Road. The property borders the North Side of the RlW of the abandoned portion of 434 and is adjacent to Central Winds Park on the East and South side. 4. Existing Land Use - Town Center District. 5. Development Trends - The applicant is planning to develop Parks and Recreation uses on site consistent with the Park Master Plan. The proposed land use is consistent with the general character of the area. (Central Winds Park Expansion). An average of 41 0 youths practice on the expansion fields daily. 6. Letters/Phone Calls in Favor or Opposition - A majority of the registered voters of the City of Winter Springs voting at the Referendum Election on September 4,2001, approved the purchase and development of this property. The project was presented to the Senior Citizen Organization on September 6, 2006 and they support the project. In addition, an advertised public meeting was held on Thursday, August 31, 2006 for public comment. E. Consistency with the Comprehensive Plan: This parcel is identified in the Comprehensive Plan Recreation and Open Space Element, October 2001 and the Capital Improvement Program (Bond Funds) and approved by the City Commission and Planning Board on 10/04/2001. Also the Capital Improvement Program approved by Planning Board on 8/1 0/04 and City Commission on September 27,2004. II. ST AFF RECOMMENDATION Staff recommends approval of the request to submit a Florida Recreation Development Assistance Program Grant for Improvements to the property. III. ATTACHMENTS A.
