Issues
1. Ifthis involves a new subdivision and both properties are residential PUDs (e.g.
Dittmer and Wildwood and/or Highlands), should this apply?
2. Should it apply to new lots created through the final subdivision process? It seems the
need arises when someone wants to divide an existing lot or parcel in what may be an
existing subdivision, without benefit of the formal engineered subdivision process.
Hopefully, the compatibility issue has been addressed through the subdivision process.
3. In calculating the average, do we calculate the average of all lots, parcels, and tracts
(see definition of lot, tract, or parcel on page 561 of the Code (Sec. 9-1. Definitions)?
Need to be specific regarding what we require and do not require to be averaged.
4. By "average" we mean "arithmetic mean" (the value derived by dividing the sum of
the terms by the number of terms), not the median or the mode - other terms that could
be argued as the "average."
(median is vertical line dividing a histogram ofthe distribution of a frequency
distribution into 2 equal areas; mode is the most frequently occurring value in a set of
data)
5. Should this exempt the Town Center?
6. Do we wish to address adjacent lots or nearby lots in another jurisdiction?
