REQUEST: The Community Development Department- Planning Division requests that
the Commission hold a Public Hearing for the Aesthetic Review of the Saratoga
Condominium site, which includes a 6,000 SF commercial component.
PURPOSE: To encourage creative, effective, and flexible architectural standards and
cohesive community development consistent with the intent and purpose of Article XI -
Minimum Community Appearance and Aesthetic Review Standards, sections 9-600
through 9-606 of the City Code.

Chapter 9, Article XII, Minimum Community Appearance and Aesthetic Review
Standards.
Chapter 20, Division 3. General Design Standards for Redevelopment Area.

CONSIDERATIONS:
The 84 unit Saratoga Condominium site is located on the north side of SR 434 (adjacent
to Venetian Village, Victorio's Pizza, Bank of America, and Moss Road) in the SR 434
Redevelopment Overlay Zoning District. The vehicular entrance to the site will be from
Moss Road, with emergency access through the Bank of America site and pedestrian
access through the commercial portion of the site. On October 10, 2005, the Commission
granted a waiver of the 2 car garage requirement set forth in Subsection 20-234 (5),
allowing instead, one covered carport space (without sides) and one open parking lot
space per unit. Four (4) additional open spaces (88 open parking), providing a total of
172 residential parking spaces. The 6,000 SF commercial component fronts onto SR 434
and does not have vehicular access to the condominium site (pedestrian access provided).
The site is buffered from the north by the portion of the existing wetland that is being
saved. A permanently wet storm-water pond with a fountain is being excavated between
the units and the existing shopping center to the east (Venetian Square) and Victorio's
Pizza. A 6 foot tall masonry buffer wall is to be provided between the units and Moss
Road, the Bank of America, and the future commercial site, as depicted on the approved
site plan.
The submittal requirements for aesthetic review are set forth in Section 9-605: (a) a site
plan in accordance with other provisions of the City Code; (b) elevations illustrating all
sides of structures facing public streets or spaces; (c) illustrations of all walls, fences,
and other accessory structures and the indication of height and their associated materials;
(d) elevation of proposed exterior permanent signs or other constructed elements other
than habitable space, if any; (e) illustrations of materials, texture, and colors to be used
on all buildings, accessory structures, exterior signs; and (f) other architectural and
engineering data as may be required. The procedures for review and approval are set
forth in Section 9-603, listed 1 through 6, below.
The City Commission may approve, approve with conditions, or disapprove the
application only after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting,
landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm,
contrast, and simplicity are coordinated in a harmonious manner relevant to the particular
proposal, surrounding area and cultural character of the community.
Staff believes that the proposed should incorporate a different texture or material (e.g.
split face block, brick, stone) or darker color for the first floor beneath the expression
line. The expression line needs to extend around the fa~ade projections on the ends of
the buildings. Otherwise the building and signage appear to meet these criteria.
(2) The plans for the proposed project are in harmony with any future development
which has been formally approved by the City within the surrounding area.
No future development has been approved in the immediate area, except, the

possibility that Venetian Village, to the east, may re-submit a 27,000 SF building
addition.
(3) The plans for the proposed project are not excessively similar or dissimilar to any
other building, structure or sign which is either fully constructed, permitted but not fully
constructed, or included on the same permit application, and facing upon the same or
intersecting street within five hundred (500) feet of the proposed site, with respect to one
or more of the following features of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roofline,
hardscape improvements, and height or design elements.
The 4 residential buildings are very similar, but are not excessively similar or
dissimilar with existing structures in the area. The commercial buildings and
clubhouse are effectively coordinated with the residential structures, but do not give
the appearance of being excessively similar. The same color is used on the
commercial buildings as on the residential structures and a similar fac;ade treatment
ties the two building types together.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with
respect to architectural specifications and design features deemed significant based
upon commonly accepted architectural principles of the local community.
The plans appear in harmony with and should greatly enhance the established
character of this area of SR 434.
(5) The proposed project is consistent and compatible with the intent and purpose of
this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by
the city (e.g. SR 434 design specifications) and other applicable federal state or local
laws.
The project appears consistent and compatible with the intent and purpose of this
Article, the Comprehensive Plan, and SR 434 Redevelopment Overlay Zoning
District.
(6) The proposed project has incorporated significant architectural
enhancements such as concrete masonry units with stucco, marble, termite-
resistant wood, wrought iron, brick, columns and piers, porches, arches,
fountains, planting areas, display windows, and other distinctive design
detailing and promoting the character of the community.

STAFF RECOMMENDATION: Staff recommends approval of the Saratoga aesthetic
review, subject to incorporating a different texture or material (e.g. split face block, brick,
stone) or darker color for the first floor, below the expression line.

DURATION OF APPROVAL: Approvals for Aesthetic Review shall expire eighteen (18) months from
the date the City Commission renders its approval at a public meeting if the Applicant fails to obtain a
building permit during that time. Reasonable extensions may be granted by the Commission upon good
cause by the Applicant, provided substantial changes have not occured in the surrounding area that would
make the prior approval inconsistent with the criteria set forth in Section 9-603.
INFORMATION FOR THE APPLICANT:
CONDUCT OF THE PUBLIC HEARING (CODE OF ORDINANCES, SECTION 9-603. (e)):
During the Public Hearing, the APPLICANT may be present in person or by counsel, and the
APPLICANT has the right to present evidence in support of the application and cross- examine adverse
witnesses whose testimony is offered at the hearing.
The following CRITERIA will be considered by the City Commission:
