REQUEST:
The Parks and Recreation Department wishes to inform the City
Commission about the Lightning Alert Equipment that Seminole County
uses at their Sports Complexes.
PURPOSE:
The purpose is this item is to inform the City Commission regarding the
lightning Alert Equipment that Seminole County uses at their Sports
Complexes.
CONSIDERA TIONS:
. At the March 12,2007, City Commission Meeting Commissioner McGinnis requested
information about the County Lightning Alert Equipment.
. Parks and Recreation staff has observed these units and also discussed the pros & cons
with County Staff.
. The Thor Guard complete systems cost about $ 7,000 each.
. The Parks and Recreation stat1' have operated under a lightning procedure (attachment #2)
. Staff also monitors the internet and weather channel, daily/hourly and also uses a portable
Thunder Bolt Warning System that is very sensitive and scans for lightning strikes up to
40 miles. We have done this for the last five (5) years.
. In order to provide additional updated safeguards to Central Winds Park, and Splash Pad
and Special Events the Parks and Recreation Department has purchased a Sky Scan
Lightning Detector, A John Deere Public Alert Weather Station and pager size Strike
Alert Devices (attachment #3).
. Parks and Recreation believes that this equipment and the lightning procedures do a good
job protecting those who use the city parks facilities.
FUNDING:
Parks and Recreation purchased additional updated lightning detection devices at a total cost of
$ 824.70 from budgeted funds.

The THOR GUARD Lightning Prediction System has been manufactured in South

THOR GUARD uses a highly sophisticated sensor and computer to measure and
analyze the electrostatic field in the atmosphere. Lightning originates within this field,
thus allowing THOR GUARD to make calculations predicting its occurrence, even
though there may be no visible evidence of lightning. Lightning "detection" systems
require the occurrence of an actual lightning strike before a warning is given. Many
times this is just too late. Many airlines, explosive companies, government agencies,
and other industrial users are utilizing THOR GUARD for this very reason.
THOR GUARD is the only stand alone lightning warning device used by most
sections of the United States Golf Association, LPGA and many local sections of the
PGA of America. We are the choice of Marriott Golf, The PGA Tournament Players
Clubs, ABC Television Sports, and the Atlanta Summer Olympics. The flexibility of
our system not only accommodates private golf facilities needing plenty of advance
warning (20 or more minutes), but also public facilities looking at only 8 to 18
minutes of warning to insure revenue flow.
THOR GUARD is also highly regarded and utilized by many non-golf industries as
well. Some of out significant customers include American Airlines, Delta Airlines, Air
Canada, United, Fed Ex, Phelps-Dodge Mining, Motorola, AT&T, and over 700
universities, schools and municipalities. From airports and ski areas to the NFL and
zoos, THOR GUARD can be found providing on-site, real-time lightning prediction
and warning to perfection!
THOR GUARD's PREDICTION capability also minimizes false alarms, a significant
departure from detection systems that are prone to unnecessary and costly
shutdowns! Municipalities have also recognized the need for our early warning
prediction system. Parks, pools, playgrounds, schools, and other public facilities are
now relying on our system.
THOR GUARD predicts the probability of a lightning hazard in an area up to 25
square miles. More importantly, it also provides a specific reading of the risk in your
immediate area. Couple the PREDICTION capability of a THOR GUARD with the
Voice of THOR, our interactive horn warning system, and you have a true automatic
advance warning package second to none!
Product Development History
THOR GUARD stands alone in the market as the most effective predictor of
lightning within a defined area of risk. This is the result of the founders' decision, in
the late 1960's, to focus research efforts on the study of the electrostatic field (the
energy field of which thunderstorms are composed). The more conventional study of

the electromagnetic field (the field that is affected as a result of a lightning
discharge), has continued to be the focus of lightning detection systems.
THOR GUARD effectively reads the activity within the electrostatic field through a
proprietary program developed after hundreds of hours of thunderstorm monitoring,
and will predict the probability of a lightning strike within a predetermined area of
concern. This program can also project the potential for deadly "bolts out of the
blue," which are strikes that seem to come from nowhere and cause a high
percentage of lightning fatalities. These are the significant technical advantages that
have allowed THOR GUARD to become the most accurate and meaningful advance
warning system of lightning potential.
Patents on the basic technology employed in the system are based on
developments produced originally from 1968 to 1985 by Electrofields, Inc., the
forerunner in the field of lightning prediction. Electrosensors, Inc. (now THOR
GUARD, Inc.) purchased all trademarks and patents and an aggressive program of
research and development was initiated. During the ensuing years THOR GUARD,

Lightning "detection" systems detect the electromagnetic signatures that are
the by-product of actual lightning strikes. Lightning "prediction" senses and
evaluates the shifts and changes in the electrostatic field that precede the
occurrence of an actual lightning strike. This is the reason why our unique
lightning prediction technology has always been able to provide warning
before the first strike. According to a leading lightning detection manufacture's
specification sheet, they need three strikes within 10 miles before they achieve
peak operation. What if the first strike is right on top of you?
o How much advance warning can I expect from a THOR GUARD lightning
prediction system to find appropriate shelter?
The THOR GUARD system has been designed to offer various sensitivity
levels in order to satisfy a diverse range of client needs and geophysical
locations. In a typical user-selected range (12 mile/2 miles) the system would
provide 8 to 20 minutes advance warning. It is important to note that lightning
does not need to be visible before a warning is given. Our unique "Field

Collapse Counter" is the most accurate lightning detection method in existence
today and will respond to subtle migrations of potentially dangerous energy.
o Is there a minimum acceptable range for how close a lightning strike has
occurred before shutting down operations?
This is not an issue when using a THOR GUARD system because we are
predicting strike probabilities for your immediate area of concern and updating
the data 50 times a second.
For lightning detection systems, however, the choice of the correct range is
critical. The most recent data from a 1998 study by Messrs. Holle & Lopez
(Severe Storm Center) would indicate that the minimum acceptable range from
the last strike should be no less than 6-8 miles. This obviously would indicate
that waiting for lightning to reach the previous standard of a 0-5 mile range, is
dangerous. The new data also challenges the popular "Flash to Bang" theory
because lightning can rarely be seen and/or thunder heard, as far away as 6-8
miles
o Internet searches have revealed a few organizations that give the
appearance of being the authorities on lightning. Why do these
organizations promote only lightning detection and not lightning
prediction systems?
While appearing to be independent and objective, many of these associations
have in fact been created to further the best interests of one company. If you
look closely at the makeup of these groups, you will notice many of the same
names listed as Board Members, employees and advisors. Further scrutiny will
reveal an association with a dominant lightning detection manufacturer. While
offering some pertinent advice on lightning, most of these organizations are
critical of our products because it is in their financial best interest to do so.
€J Exactly what is THOR GUARD's role with professional golf and the 1996
Atlanta Olympics?
THOR GUARD is the only stand-alone lightning warning system used by the
PGA Tour (see "Customer Responses"), the LPGA Tour, the PGA Senior
Tour, Buy.com Tour, Golden Bear Tour, Lone Star Tour, and all PGA major
championships. THOR GUARD can be found at 75 USGA sections, 9 PGA
sections, the PGA of America, at all USGA championships (lightning detection
equipment occasionally used at USGA events), and was at every Atlanta
Olympic venue except Sailing. Our system has been "tournament tested"
through thousand's of hours of operation - NO False alerts - NO late notices.

No it is not true! Actually there are several patents on the system dating back

to the 1970's proving its unique abilities and adherence to a strict database
system. The, further enhancement of this science is proprietary and therefore
not available for publication.
o How do your warranties and representations compare to other's?
We provide a four-year warranty on any prediction system that we
manufacture and Voice of THOR warning systems for two years. While some
detection manufacturers may also offer a two-year warranty, the horn warning
systems sold with them do not! Our company also offers an extended warranty
on all THOR GUARD lightning prediction models, as well as free software
upgrades for ten years.
o What is the difference between lightning "protection" and lightning
"warning" devices?
If you should hear that the THOR GUARD product is not a "protection" device
or system, that would be correct. We offer lightning "warning" systems, not
"protection" systems. According to the "Lightning Protection Institute" a
lightning "protection" device provides actual protection against a strike. In this
category are surge suppressors, lightning rods, grounding systems, large
buildings, etc. THOR GUARD WARNS PEOPLE, BEFORE A STRIKE WILL
HIT, TO GO AND SEEK "PROTECTION"! Any company that represents that a
lightning detector or horn warning system is lightning "protection" does not
understand the facts.
o What is the audibility range of one Voice of THOR horn warning remote
and is this system capable of operating solely on solar power (no wires)?
The normal range of one "horn cluster" (six, air-horns) is 700-800 yards, in a
3600 pattern. Typography, tree density, air moisture content and ambient noise
are all factors that will affect performance, (Example: A normal 18-hole golf
layout will need (1) Base Transmitter/Horn Cluster and (2) Remote
Receiver/Horn Cluster locations.
More than 95% of all new installations now utilize solar power as the primary
power source (not just as a backup like competitive systems). We actually
prefer the solar option because access to external power is expensive and
unreliable. We have also discovered that battery life (12 volt) may also be
extended.
~ Does your system shut down due to cloud to cloud discharges like

No, our system does not shut down due to cloud to cloud discharges. Because
we monitor the electrostatic atmosphere and compare all readings to a finite
database, we seldom issue false warnings that result in out horns being

would continue to utilize our products after-years of experience if we gave

Contents
James Madison University has recently installed a new early warning alert system
throughout campus to notify the JMU community of immediate impending threats due to
severe weather or other emergency situations.

on campus that are connected to air horns and strobe lights strategically placed throughout
campus that can be used to alert the JMU community when atmospheric weather conditions
are imminently likely to produce dangerous lightning strikes on or around the JMU campus.

When activated, warning devices currently located on top of Urec, Godwin Hall, at the
Reservoir Street soccer fields and at the Public Safety building on South Main Street across
from the Quad will sound a single fifteen second audible signal from their air horns and
their strobe lights will begin to flash. Students, faculty, staff or visitors to the University
who are outside should seek shelter immediately or follow any specific instructions given by
on-site university officials at athletic or other special events and await the all clear signal.

When the danger has passed the system will automatically sound three short consecutive
five second audible signals indicating the all clear! The system may be used to alert
campus of other non-weather related threats. Any tests of the system will always begin and
end with an all clear signal! If further information regarding the danger or other special

Polarity - THOR GUARD distinguishes between positive and negative polarity because
during most storm conditions a negative electrostatic field of the same intensity as a
positive field poses a much higher lightning hazard level. The intensity and shifts in polarity
may be observed on the "Energy Level" LED bar. Negative polarity is displayed in red (3V),
and Positive polarity is displayed in yellow (3V).

Range - There are four (4) internal "Range" settings (Low, Medium, Medium High, High).
The "Range" dictates the sensitivity of the system. A "Low" setting will make the system
50% less sensitive than a "High" setting. The prime consideration for selecting one setting
or another is the amount of time required to move people to an area of safety following a
"Red Alert" condition. Changing the "Range" setting will significantly change the operation
of the THOR GUARD system and should only be done after consultation with a factory
representative.

occurring within the defined area or Range (up to 15 miles) being monitored by the facility.
The LHL will be the first and last indication that energy is present in the total area
monitored.

DI (Dynamic Index) - The measurement of the electrical activity in the immediate area
and the probability, from 0-90%, that if lightning strikes, it will strike nearby (2.5 mile
radius). The Dr determines the warning level based on energy migration in your immediate
area. A Dr of "3" (30% probability) will trigger a "Red Alert" condition which should provide
a warning margin of eight (8) to twenty (20) minutes before the arrival of local lightning
activity. If it does not then the "Range" may need adjustment.

BOB (Bolt out of the Blue) - The condition in which very powerful lightning discharges
may occur even with no clouds at all in the immediate area. A BOB may emanate from a
weather front 10-20 miles away. When the system senses the conditions for this hazard the
"Status" window will display a "BOB" message. This potential hazard should be treated as a
"Red Alert" condition.

AD (Activity Detector) - The "Activity Detector" is an estimate of how much time before
normal activities may resume. This number will be reset every time a major excursion of
energy (i.e., Lightning strike) is recorded. The Activity Detector running time is a maximum
of 10 minutes (unless reset) after which the system will return to the "All Clear" status.
FCC (Field Collapse Count) - The FCC represents a sudden excursion of energy in the
total area being monitored. Should a conductor be available, then visible lightning will be
seen. On many occasions high amounts of energy may be exchanged without any visible
indications of the exchange. The frequency of FCC's during a storm is indicative of the
intensity of the storm.
BUFFER - A record of storm activity may be saved to replay at a later date. The customer
may choose the quantity of data to be saved to disk in the "Setup Menu." By selecting the
"Replay" button you may replay any file containing past storm data.
AP (Alarm Preset) - There are two (2) audible "Alarm Preset" levels that may be
activated in the "Setup Menu." The "MUTE" button may be used to silence the alarm.
"Energy Level": Red = The intensity of Negative (-) energy (Polarity) in the total area
being monitored. Yellow = The Positive (+) energy (Polarity) in the same area.
"All Clear": The Status Display window will normally show a green "All Clear" message
when the system is sensing no local storm activity.
"Caution": When the system first recognizes the presence of electrostatic energy within
the total area being monitored, the white Caution message will be displayed. Although the
primary purpose of this warning is to alert you of a change in surrounding conditions, fast
moving storms can and will make this level of warning important to monitor.
"Warning": The yellow "Warning" message indicates that electrical storm energy is
migrating and shifting in your surrounding area. In some situations this represents enough
of an increased safety threat to also activate the external alarms, if you have any.
"Red Alert": In addition to indicating a potentially dangerous lightning condition, the Red
Alert switch may be depressed to activate any external alarms or switches. It is definitely
advisable to now curtail any outside activity!

The THOR GUARD System
The THOR GUARD lightning warning system is comprised of two essential
elements. The first, the "Hyperstatic Sensor" assembly, constantly monitors the
electrostatic field from its typical location on the top of a structure. The primary
coverage area for this system is calculated using a radius of2.5 miles (5 miles in
diameter). The total area being monitored, however, is a range that is adjustable
to a maximum of approximately IS-miles in radius.
The sensor communicates the data over special cable to the second element, the
THOR GUARD computer console (model's LSO, LIOO & THORGUARDIAN).
The computer evaluates the information fifty times every second within its
integrated circuitry and produces two important potential lightning threat levels.
The first is called the Lightning Hazard Level, or "LHL." The "LHL" represents
the threat of lightning potential in the total area being monitored (Note: All
THOR GUARD systems are accurate to Imv at IS-miles). For certain THOR
GUARD models (LIOO & MAC) this is represented numerically, on a scale of
one (1) to nine (9).
The second important lightning threat level is called the Dynamic Index, or "01."
The "DI" represents the lightning threat in the immediate area being monitored.
This value is ascertained by relating the overall "LHL" level to local shifts in
positive and negative energy. As above, the "DI" threat level is represented
numerically, on a scale of one to nine. Other data processed within each system
is lightning strike information (Field Collapse Count, or FCC), bolt out of the
blue alerts, a 24 hour self-testing program, and an automatic reset timer
measuring significant energy level exchanges during storms.
All THOR GUARD console models evaluate basic storm data, developed by the
sensor, in the same way. The major difference between selected models is in
how the information is either interpreted, or displayed. Please refer to the
individual product specification sheets.

The THOR GUARD Model L50 Lightning Prediction System utilizes the same
electrostatic analysis as our full display system, the THOR GUARD Model
L I 00. For more than 20 years, our exclusive, prediction technology has proven
that it can consistently and unfailingly predict the probability of a lightning

strike for the first time....every time.
THOR GUARD L50 receives and evaluates the storm data from the Hyperstatic
Sensor and then displays the potential threat of lightning by means of the four
lights on the front panel (All Clear, Caution, Warning, Red Alert). The system
has the flexibility to then activate a variety of different functions such as an
external alarm system, or a sensitive equipment disconnection switching device.
Almost as important as providing advance warning of a lightning hazard, the
THOR GUARD L50 will also determine when safer conditions exist, indicating
that a resumption of outside activity is advisable.

Using state of the art technology, the THOR GUARD LIOO provides easy to
understand information on its display screen, both graphically and
numerically, on the probability of a lightning strike specific to your location
(not based upon the frequency and intensity of lightning strikes occurring
miles away!). This can permit uninterrupted site operation or play even when
lightning appears in the distance but your area of concern is safe.
THOR GUARD not only anticipates the build up of a lightning potential in
your geographic area of concern, but the systems notifies you of the potential
for the very first strike or "Bolt out of the Blue".
THOR GUARD LIOO receives and evaluates the storm data from the
Hyperstatic Sensor and then displays the potential threat of lightning and a
full color video display with on-screen self-help menu.

THORGUARDIAN
The THORGUARDIAN is the first, totally integrated advance warning system
for lightning. THOR GUARD has combined its state of the art lightning
prediction technology with automatically activated air-horns and strobe lights,
for single location applications. The entire system may be easily installed
outdoors as a single unit. The sensor monitors energy as far away as 15 miles
and evaluates the potential for lightning within an area of approximately two
miles in radius. When the THORGUARDIAN senses a hazardous condition, the
system automatically provides both audible and visual alerts. Under normal
conditions the air-horns have a range of approximately 700 yards, in a 360'
pattern.

THOR GUARD L251
The THOR GUARD Model L251 Lightning Prediction System receives and
evaluates energy data from the Hyperstatic Sensor and displays the hazard level
in the "Status" window. When the probability of a lightning discharge exceeds a
pre-selected level the L251 will automatically impulse an irrigation or equipment
disconnection switch.
Although small in size, the Model L251 has the same lightning prediction
capabilities as all THOR GUARD products. It was designed to offer a low cost
alternative to isolate lightning sensitive equipment from AC power prior to a
lightning discharge. At a "Red Alert" level the L251 will energize an internal
relay (Type C) through the "OUTPUT" port. When the threat of lightning has
passed and the L251 has returned to an "All Clear" condition, the internal relay
will automatically be de-energized.
LED "STATUS" will display a "0" during "AIIClear" conditions.
Three distinct warning levels of potential, electrical storm activity (Caution,
Warning, Red Alert).
Low, Medium & High levels of warning sensitivity range settings.
Automatically self-tests itself every 24 hours (may also be manually tested).
DB9 "Output" port to automatically switch irrigation equipment (cable supplied).
Automatically monitors the potential risk for a dangerous "Bolt out of the Blue."

DTN Offers Thor Guard Lightning Prediction System
Did you know that a storm ten miles away can produce a lightning strike on your
property? With access to lightning prediction information, possible harm to
children, employees, guests, etc., can be avoided. Data Transmission Network
(DTN) joined forces with Thor Guard, the only lightning prediction system that
warns before lightning strikes, not after. This unprecedented lightning prediction
information is offered as an additional service on DTN Weather Center services.
It is available to schools, parks, construction areas, golf courses and other
outdoor facilities in the United States and Canada.
Thor Guard equipment continually monitors and scientifically evaluates
electrostatic values in the atmosphere in a 0-15 mile radius where lightning is a
threat. When a lightning hazard is determined, DTN Weather Center customers
subscribing to this additional service are notified visually with a color-coded
danger screen. The screen categories range from "All Clear" to "Red Alert".
Thor Guard also notes the number of lightning strikes up to a 15 mile radius and
relays the information to the Weather Center screen.
"Organizations and events such as the 1996 Olympics in Atlanta and
all major PGA Tours and Championships rely on Thor Guard for
accurate and timely lightning prediction analysis," said Jay
Ferguson, Director of Sales, DTN Turf Industry.
Delivered via satellite, DTN Weather Center provides access to timely and
accurate regional and national weather information for the turf, aviation, marine,
forestry, construction and other weather-related industries and is priced between
$72.00 and $150.00 per month. The Thor Guard lightning prediction service is
an additional $600.00 per year plus a one-time shipping and handling fee of
$119.00.

TO: All Staff, Youth Groups, Partnerships, Rental Groups, Umpires & Referees
1. Why to suspend a game when lightening threatens:
No aspect of recreational sports is more deadly or unpredictable than electrical storms. As the
administering officials, YOU are legally liable for the safety and well-being of all participants in
your game.
2. When to suspend a game because of the threat of lightning:
Weather is monitored by City staff through the internet and weather channel daily/hourly.
If any of the two (2) City Lightning detectors go off follow the procedure below will be
administered by Parks & Recreation Supervisor or Staff.
Instruct the teams and their spectators to leave the field, vacate the dugouts,
move to their cars or to find a place of safety asap.
Lightning can be dangerous BEFORE it is in the immediate vicinity.
The game situation, the point in the game, or the midst of the inning should
NEVER be part of your decision.
The score, the team personalities, or player complaints should NEVER influence
your decision.
3. Who can suspend a game when lightening threatens:
Any City of Winter Springs staff person, league administrator, tournament director, umpire or
referee on the field ofplay.
4. How to suspend a game:
A. In a dead-ball situation, call Time- suspend play until NO threat of lightning. Use national
standards of minimum time off the field of 30 minutes.
B. Instruct the teams and their spectators to leave the field, vacate the dugouts,
move to their cars, instruct to find a place of safety asap.
C. Playability will be determined by appropriate official.
D. Disconnect the scoreboard and turn the field lights off as soon as possible.
E. Once the fields are determined to be unplayable, the entire evening's schedule is canceled.
Notify the people waiting. Close the facility.
F. If there are questions about rescheduling, tell them:
1. A partially completed game will begin at the point it was suspended.
2. They can call the Parks and Recreation for the date of the reschedule.

This lightning detector is the newest high technology weather monitoring product
available anywhere in the world. It is a hand-held instrument with an electronic
system to detect the presence of lightning / thunderstorm activity occurring within
40 miles of your location. It uses patented technology (Full digital microprocessor
insuring accuracy and reliability) to determine the distance to the detected stroke.
The distances are indicated in four ranges: 0-3 miles (0-5 km), 3-8 miles (5-13
km), 8-20 miles (13-32 km) and 20-40 miles (32-64 km).
The instrument detects electromagnetic emissions from individual lightning
strokes, and can be detected at long range by use of ad hoc sensors. You are at
Immediate risk any time there is detected lightning activity within 9 miles of your
location.
Since the lightning detector allows you to know the level of activity of the storm, it
determines if it is moving towards, away or parallel to your position. Each time it

been turned on by the user) and lights the Range Indicator column. The full
column stays lit for approximately 3 seconds. This feature allows you to see the
distance to the last, closest, detected stroke without waiting for the instrument to
detect a new stroke.
The AccuMall also carries several optional accessories for the lightning detector _
an AC adapter, a DC adapter (for plug-in into your vehicle's cigarette lighter), a
convenient carrying case, and a mounting bracket for convenient wall mounting.
