CALL TO ORDER The Planning And Zoning BoardlLPA Regular Meeting was called to order Wednesday, March 1, 2000, at 7:00 p.m. by Chairman Carl Stephens, Jr., in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The Pledge of Allegiance followed. Roll Call Chairman Carl Stephens, Jr., present Vice Chairman Marc Clinch, present Board Member Tom Brown, present Board Member Bill Fernandez, present Board Member Rosanne Karr, present Also Present Mr. Thomas Grimms, AICP, Comprehensive Planning/Zoning Coordinator Mr. Terry Zaudtke, Consultant Approval Of The February 2, Planning And Zoning BoardlLocal Planning Agency Meeting Minutes Board Member Bill Fernandez stated "Mr. Chair, in a more serious nature, as to the minutes of February the 2nd, I have had a chance to review those as circulated by mail. I would comment - on page 5 of 7, of February 2nd minutes in the formal motion that I made reference the obtaining of a legal opinion, on the third line down, "creates" is spelled wrong, but I believe also even though the Motion may be accurate and factual as to the language contained in it, except for the misspell. I do believe under discussion after that I did expound and make it very clear on the record that I was hoping that the City Attorney could also check into State laws and whether or not there were any other requirements other than our City Ordinances and I have received a copy of your letter and I do believe it does reflect that we are looking for the City Attorney to also check not only our City Ordinances but also the State laws that are applicable." Approval Of the February 16, Planning And Zoning Board/Local Planning Agency Special Meeting Minutes MOTION BY BOARD MEMBER FERNANDEZ. "I MOVE THE MINUTES OF FEBRUARY 16, 2000 BE ADOPTED AS CIRCULATED. VICE CHAIRMAN CLINCH SECONDED. DISCUSSION. VOTE: BOARD MEMBER FERNANDEZ: AYE BOARD MEMBER KARR: AYE CHAIRMAN STEPHENS, JR.: AYE BOARDMEMBERBROWN: AYE VICE CHAIRMAN CLINCH: AYE MOTION CARRIED. Mr. Thomas Grimms, AICP, Comprehensive Planning/Zoning Coordinator stated "The Staff are quite mindful of your observations or comments on the minutes. I would like to make an observation myself As probably, as some as you know, there is quite a new Staff at the City Clerk's Office, and I have been here about five years and I've seen the evolution of the minutes and they are very, very good these days compared to times past, as some pf you Board Members been here for awhile, on board know. I congratulate our Staff I think they do a real good job, look at the layout, look at the summarization's; this is great compared to time before." II. REGULAR AGENDA A. Further Revisions to the Updated Transportation Element (Vol. 1 of 1 and 2 of 2) Comprehensive Plan Amendment Mr. Grimms spoke to the Board regarding the need for the City to update the Comprehensive Plan Traffic Circulation Element Data, Inventory & Analysis section and Goals, Objectives and Policies section; the timeline and process the City is taking with the Transportation Element; the request to the Board; the purpose to replace completely the current text and maps in the Traffic Circulation Element Volume 1 of 2 and Volume 2 of2; and the Staff recommendations. CITY OF WINTER SPRINGS MINUTES PLANNING AND Z.ONING BOARD/LPA REGULAR MEETING - MARCH 1.2000 PAGE 3 OF 6 The Board discussed typographical errors; and if the City IS responsible for traffic planning in unincorporated areas; Mr. Grimms introduced Mr. Terry Zaudtke of Conklin, Porter & Holmes, who is the City's Engineer Consultant who did the study and is present to answer any questions from the Board. Mr. Grimms departed at 7: 15 p.m. Board Member Tom Brown stated "1 have a concern of the area with the construction that is going on Tuskawilla Road a lot of traffic has been moved off onto the Shetland area, Northern Way, and they go Shetland and across Citrus and 1 have become observant of that area. Citrus in the original design, Citrus took a ninety (90) degree turn, right at Shetland and you went all the way over to Tuskawilla in preplanning maps in the county awhile back. My assumption would be, 1 guess, if I was involved in it that some day that road would have been paved and went all the way through, which would have alleviated some traffic off of Tuskawilla Road and took it over to Shetland. What's happened in there is they have put in another development, which is not in the City of Winter Springs but it is included in this map area. Quite a few homes are going in and the traffic is coming out onto Citrus, which has been paved, from Shetland down to the entrance of this community, which is county. A cul-de-sac has been placed at the end of Morgan and I would assume, I didn't have a look at any detailed maps, I assume that Citrus at Morgan, the center of Citrus would have been the entry line between Winter Springs and Seminole County. Anyway, a cul-de-sac has been put in the end of Morgan and it is blocked off now, so ,anyway you've got a development of I don't know, of how many homes are in that development because it's not in the City of Winter Springs, they, so not - come in front of this Board, but the traffic is coming out of that development onto Citrus which is a two lane and little entrance type road now which will never go through to Tuskawilla which is - one of my big hang ups in Florida is that so many roads don't go anywhere unless your on 17-92,436, Colonial - you know you have only so many roads and all this constant bickering and arguing about transportation and light rails, and getting here and getting there - you just can't get anywhere in Florida anymore, and if you do have a road you run into a lake. But anyway, get back to what 1 was saying - the thing that is really bothering me about that situation is they created, it's the County, that's done it. They have created a situation where this, I'm sure there is going to be at least a hundred to hundred fifty or more homes in that area, all of that traffic is gong to come out onto Citrus which is not Citrus anymore it is more of an entrance, onto Shetland, its going to turn right to go to Red Bug and you've got an elementary school there so they are feeding two hundred homes and 1 don't know how much traffic but it is on the border line of Winter Springs, because the CITY OF WIN'Il]{ SPRINGS MINlJ'lTS PLANNING AND ZONING BOARD/LPA REGULAR MEETING - MARCH J, 2000 PAGE 4 OF6 boundary line is there - so Winter Springs had to be involved in this somehow and 1 was just curious that if anybody has really taken a look at that because that is going to create a massive, twice a day, transportation problem in front of that school because you still got the Shetland people that are coming through and I can tell you now the number of people I've talked to that live in the Tuskawilla area they have no intentions of going back to Tuskawilla Road now that they all seem to be getting use to going through Citrus for almost two years now since, even when the other section got torn up from Red Bug down to Aloma. So, I sort of want that on the record because I don't know how that developed, I'm sure the County had something to do with it, there's a trail going in there and I don't know where that trail is hooking into - they paved a piece of nothing, it looks like me a typical, political maneuver, really, basically it's what it looks like, it looks like nobody has any consideration to the real development of a real traffic problem and I think that is what they have created because that school is going to just have a massive people in the morning and that is when children come and leave school too are the peak hours." Mr. Grimms returned at 7:20 p.m. The Board discussed that "The County does have a concurrency plan in place and are supposed to do traffic study on all developments"; the traffic on Citrus Road; the extensions of Panama Road, Winding Hollow Boulevard, and Shore Road being eliminated; the removal of Objective H, (page 3-6) dealing with the existing rights-of- ways which should be preserved through enforcement of setback provisions which prevented encroachment onto the right-of-way; the addition of two Collectors on Figure Eight (8) of the supplement; that the section connecting Hayes Road and Panama Road will not receive paving or drainage; and the maps that are being updated to reflect projects that the City and the Department of Transportation (DOT) have already completed. - Discussion continued regarding being up to Phase Three except for the paving and drainage on Fisher Road; the lettering on Level of Service, "A" being the best and "F" being unsatisfactory; there being any time schedule for traffic signals; DOT policy on putting in traffic signals; and turning lanes on State Road on 434 at Vistawilla and Tuscora Roads. Board Member Brown then stated "One other thing that I really have problems with that the Board considers transportation is the two Trail crossings that we have, one on Vistawilla and one on Tuscora. The children and adults that use these Trails, it is just natural instinct that if I'm on roller skates or bicycle, I'm going to be frightened of an automobile, even though the automobiles have stop signs and the automobiles do stop and what happens is they are becoming four-way stops. The people are stopping, the cars are stopping because there is a stop sign and we are creating a massive consideration of who's going to go, and I have a consideration about that and I think with all the money we are spending on the Parks and all the other things that we are spending, the consideration should be doing something - either an overpass for the Trails or something CITY OF WINTER SPRINGS MINU'n~S PLANNING AND ZONING DOARDILPA REGULAR MEE'l1NG - MARCH I. 2000 PAGE50F6 or maybe even a light there, a caution light for the automobiles or something or I don't know. I don't know what the answer is going to be, but I know the other night it was the car in front of me, the people were just confused they didn't know whether to drive and the children were letting them go, which is a courtesy. A child is going to stop their bicycle they are going to be frightened to ride right across the street, so again that's for the record, for what is worth, but that has become a very nervous situation in there with that Trail going right across the street. I hate to see someone get hurt and then we do something. " Discussion ensued regarding the timeline of the phases for road and drainage improvements; Board Member Marc Clinch requested a copy of the City's Ten Year Plan of various projects; having public meeting to keep the public informed of the projects; what the screened line was on Figure Five (5); and pages being out of sequence. Mr. Grimms stated "I have a suggestion Board Members, a Special Meeting on the 22nd of March because the Winter Spring Executive Park needs to be brought before you, so don't do anything tonight, and just revisit this on the 22nd." He explained "That the supplement was prepared after the ORC Report was done" and "that the Department of Community Affairs (DCA) does not require any succeeding changes to be brought before a Local Planning Agency" but "He felt the Board should be aware of these additions, suggested changes and make comment on it." The Board continued discussing that a recommendation would be needed to go before the City Commission; traffic studies of State Road 434 in the City and neighboring cities; and the December 1999 revised functional classification, Winter Springs Transportation Study being part of Supplement One (1).
