AGENDA Introduction of EAR Consultant Team Project Timeline and Status Report October 24, 2007 PROJECT BACKGROUND The City of Winter Springs is a growing community which prides itself on civic awareness, family-style living, abundant natural and open spaces, Class-A recreational amenities, excellent schools and is a vibrant place to work, live and play. PURPOSE OF THE EAR The purpose of the EAR is to preserve this quality of lifestyle into the future by reviewing how well past policies have achieved planning objectives and to make recommendations where gaps have been identified, to address current issues and to mirror changes in the community's vision. MAJOR ISSUES Previous public workshops, agency and scoping meetings have been conducted to define the Major Issues needed to be address by this EAR planning process. Key aspects of these Major Issues are identified below. Population/Housing Density and Greenspace . Significant growth in area/region . Spatial/annexation limitations . Census and other data used to confirm/ revise population projections, identify trends and provide a clear future snapshot . Economic trends; labor force characteristics . Jobs/housing balance review . Development density - locations for infill and higher density developments; areas of lower density development . Strategies for conservation of natural areas, wildlife and greenspace . Focus on Town Center and Greeneway Interchange Employment District (GID) . Use of what/where scenarios to determine types of development and levels of resource protection for various areas of Winter Springs Changes in land Areas and the Redevelopment of West Side . Analyze changes relative to changes anticipated in the WSCP . Existing/proposed developments . Forecasting/scenario analysis . Evaluation of infill development options . Compatibility of uses . Actions to support redevelopment on the west side of Winter Springs Vacant and Developable lands and the Greeneway Interchange Employment District . Location, size, market focus and impacts of proposed/ anticipated developments . Regional employment considerations . Expansion of tax base . Revenue generation potential . Long-term economic stability . Potential for targeted development, mixed- use opportunities, and housing options . GID development guidelines and scenarios related to residential housing . Financial feasibility, funding options THE PLANNING COMMUNITIES TEAM - THE RIGHT ApPROACH FOR WINTER SPRINGS Team Expertise Planning Communities team members have supported a number of communities in EAR and comprehensive planning processes, and have extensive experience working with Central Florida communities and in the Winter Springs region. Our team has a range of technical expertise to provide Winter Springs with complete and thorough EAR and comprehensive planning services. Our team members have proven success in providing professional planning services to communities. Our Approach The Planning Communities Team has an understanding of area and the issues and will work closely with the City to fully understand the community context and to establish goals, objectives and measures to tailor the process and maximize its success. We provide a multidisciplinary approach that integrates transportation, land use, regulatory, policy, financial feasibility, housing, public infrastructure/services, GIS, environmental and stakeholder involvement expertise and provides more complete and balanced planning solutions. Our tailored approach, process knowledge, and full range of expertise will allow our team to assist the City of Winter Springs in evaluating scenarios and planning for what the City wants to see and where they want to see it in the future, and in identifying Context Sensitive Solutions. Our team has specific experience in facilitating the development of streetscape modifications to address community context, for DOT projects and community downtown streetscapes. We keep an eye on the end results with a focus on implementation, developing plans that are supported by stakeholders, financially feasible and defined by clear action steps. Bush Mayor, City of Winter Springs City Hall, 1126 East State Road 434 Winter Springs, Florida 32708 Re: Letter of Understanding for the City of Winter Springs Evaluation and Appraisal Report Dear Mayor Bush: The Department of Community Affairs has reviewed your letter of understanding outlining the list of major issues for the preparation of the City's Evaluation and Appraisal Report (EAR). The Department agrees with the summary of the major issues listed within the contents of your letter. Today's correspondence serves as confirmation of our understanding. The City of Winter Springs must address the following in its EAR: 1) Section 163.3191(2)(f),Florida Statutes (F.S.). Provide an analysis ofrelevant changes to the state comprehensive plan, the requirements of Section 163.3 191, F .S., Rule 9J -5, Florida Administrative Code, and the East Central Florida Regional Planning Council's Strategic Regional Plarining Council since the adoption of the original plan or the most recent evaluation and appraisal report update amendments. The Department has developed tables of statutory and rule changes available for use as a template to meet this requirement under Section 163.3191, F.S. The tables present the statutory and rule changes in a format suitable for inclusion in the report. The entire tables need not be included in the report, just the portions that are relevant to your local government. The tables can be found at www.dca.state.tl.us/fdcpIDCPfEARJindex.cfm. located under Technical Assistance Issue Number 5. 2) Section 163.3191(2)(g), F.S. Provide an assessment of whether the plan objectives within each element, as they relate to major issues, have been achieved. If insufficient progress was made, the report should discuss why and assess how things could be done differently to better achieve the objectives. The report must include, as appropriate, an identification as to whether unforeseen or unanticipated changes in circumstances have resulted in problems or opportunities with respect to major issues identified in each element and the social, economic, and environmental impacts of the issue. 3) Section 163.3191(2)(i), F.S. This section requires the identification ofany actions or corrective measures. including whether plan amendments are anticipated to address the major issues identified and analyzed in the EAR. Include a summary of the public participation program and activities undertaken by the City of Winter Springs as part of the EAR. 5) Section 163.3191(2)(k). F.S. With regard to coordinating the comprehensive plan with existing public schools. your population projections should be coordinated with your efforts to adopt a Public School Facilities Element. 6) The City must identify the sections of S. 163.3191(2). F.S.. which may not apply to the City of Winter Springs. We appreciate the effort you and your staff have shown in developing the EAR scoping issues for the City of Winter Springs.
