Authorization REQUEST: The Applicant requests that the Planning and Zoning Board/Local Planning Agency discuss the proposed Grant Application and recommend to the City Commission that Staff submit a Florida Recreation Development Assistance Program Grant for Improvements to Central Winds Park Expansion (Dog Park). PURPOSE: The purpose of the request is to meet the grant requirements for seven (7) points on the points based application for potential funding of up to $ 200,000. APPLICABLE LAW AND PUBLIC POLICY: Florida Department of Environmental Protection Florida Recreation Development Assistance Program Grant Application Packet. The project was discussed at a rel!ularlv scheduled meeting of the applicant's advisory board responsible for park, recreation and leisure service activities. Provide a copv of the minutes of the advisory board meeting(s) where this project was discussed. The Board must be an appointed groups of citizens, such as a parks and recreation advisory board, who would normally review projects similar to the proposed grant application. Planning and Zoning or similar boards may be used if a parks and recreation advisory board does not exist. CITY OR COUNTY COMMISSIONS ARE NOT CONSIDERED ADVISORY BOARDS. (Please tab as exhibit "C-2") (7points). STAFF RECOMMENDATION: Staff recommends approval of the request to submit a Florida Recreation Development Assistance Program Grant for Improvements to Central Winds Park Expansion. Request: The applicant requests that the Planning and Zoning Board discuss the proposed grant application and recommend to the City Commission that Staff submit a Florida Recreation Development Assistance Program Grant for Improvements to the Property. C. Purpose: The purpose of the request is to meet the grant requirements for 7 points on the points based application for potential funding of up to $ 200,000. D. Site Information: l. Description: The East Half (E Yz) of Lot 3, Block "c" and the East Half (E Yz) of Lot 3, Block "D" of Mitchell's Survey of Levy Grant on Lake Jessup according to Plat thereof as recorded in Plat Book 1, Page 5, of the Public Records of Seminole County, Florida. Page 2 2. Acreage - Total 8.9 acres. 3. General Location - The site is located North State Road 434, 7/l0th mile West of Tuskawilla Road. The property borders the North Side of the R1W of the abandoned portion of 434 and is adjacent to Central Winds Park on the East and South side. 4. Existing Land Use - Town Center District. 5. Development Trends - The property was purchased by the City of Winter Springs in August, 2003 for $ 900,000. It was annexed into the city limits on January, 2004. 6. Letters/Phone Calls in Favor or Opposition - In September, 2006 the City Commission began discussing the Location and Construction of a Dog Park due to the interest of several residents. In December 2003, the City Commission approved a Temporary Dog Park on Central Winds Park Expansion Property. It was officially opened to the public on April 17,2004 and was received enthusiastically. In April, 2006 the City Commission approved the planning of a Permanent Dog Park relocated on the Expansion Property close to 434. The Friends of Lease Optional Parks has raised funds for the park and are great supporters of the Dog Park. E. Consistency with the Comprehensive Plan: Objective 1.6: Private Parks and Recreation Facilities. The City shall coordinate the provision of open space by both public and private interests to achieve adopted level of service standards. Policy 1.6.3: Consistent with the Capital Improvement Program process, the City of Winter Springs shall budget for acquisition and actively negotiate to obtain property delineated on the future land use map as being reserved for public parks, or other appropriate properties that may be available for the same purpose, to ensure adequate park space in the future. ST AFF RECOMMENDATION Staff recommends approval of the request to submit a Florida Recreation Development Assistance Program Grant for Improvements to the property (Dog Park). III. ATTACHMENTS A.
