REQUEST: The Public Works Department requests the City Commission validate the staff
recommendation finding the Vistawilla Office Center, Phase I, to be built in
substantial accordance with the Final Engineering plans
PURPOSE: The purpose of this Agenda Item is to request the City Commission validate the staff
recommendation finding the Vistawilla Office Center, Phase I, to be built in
substantial accordance with the Final Engineering plans per Section 9-178 in order
for Certificates of Occupancy to be issued. The site is located on the south side of
S.R. 434, east of Vista willa Drive and adjacent to the Hess Station.
APPLICABLE CODE:
Section 9-178. Required Improvements to be completed prior to building on lots;
exceptions.
(c) Where the building official has an authoritative method of assurance that the
improvements will be completed in accordance with approved plans, such as withholding
occupancy, the building official may issue building permits upon advising the developer that
all or partial occupancy will be restricted until satisfactory completion of the improvements
has be accomplished.
(d) ... Certificates of occupancy will not be issued until all improvements are accepted by
the city commission.
FINDINGS:
I) The site has been constructed in substantial accordance with the Final Engineering plans
approved by the City Commission at the January 23,2006 City Commission meeting.

2) All items on the final site punchlist, Exhibit A, must be complete and approved prior to
obtaining a Certificate of Occupancy.
3) All City agencies have found the work to be acceptable, except as noted in the site
punchlist, Exhibit A.
RECOMMENDATION:
Staff recommends that the City Commission validate the staff recommendation
finding the Vistawilla Office Center, Phase I, to be built in substantial accordance with the
Final Engineering plans, subject to the attached final site punchlist.
IMPLEMENTATION:
The Certificate of Occupancy can be issued after Commission approval and
satisfaction of the conditions of approval.

Site Punch list
Updated March 21, 2007
Construction Items to Complete:
1. Replace sod in the area around the reclaimed water meter, at the control structure, and
where the trench was dug for the reclaimed service line.
2. Complete lift station startup in the presence of the City.
3. Provide the screen on the 12" intake pipe at the small pond per the plans.
4. Complete general cleanup and restoration in and around the large pond (mow grass,
clean debris and trash, excess dirt, weeds, etc.)
5. Paint the fire line backflow preventer black per City standards.
6. Restore the area around the water meter and backflow preventers (fill, sod, etc.).
7. Complete installation of parking lot lights.
8. Obtain City of Winter Springs Fire Department clearance for the fire hydrant.
9. Complete dumpster construction (door, stucco, paint, etc.)
10. Complete screen wall along south property line, restore all disturbed areas, and do a
final cleanup.
11. Cleanup construction staging area, including the removal of all construction debris,
trash, excess dirt, etc.
12. Repair curb near stop sign at the southwest corner of the parking area.
13. Repair asphalt along the north side of the parking lot where it has been burned down too
far.
14. At the 3-inch water meter and backflow preventer assembly, replace all PVC pipe with
ductile iron. The entire assembly needs to be solidly anchored and protected.
15. The above-ground piping approach at the 3-inch water meter does not have sufficient
distance of straight pipe before the meter in order to get a proper meter reading.
16. Please contact Steve Richart at 407-327-5976 to schedule a landscape and irrigation
inspection.
Administrative Items to Complete:
1. Engineer of Record's Certification Letter to the City
2. FOOT Permit Certification
3. Complete set of record drawings accepted (digital file and hard copy signed and sealed
by the engineer of record)
4. 2-Year Warranty Bond I Letter of Credit Received (10% of the value of the improvements
to be owned and maintained by the City)
5. Approvals from all City Departments
6. Letter from Engineer to SJRWMD Certifying Improvements (SJRWMD standard
certification form)
