REQUEST: The Community Development Department requests that the Commission hold a
Public Hearing for the Aesthetic Review of the BeefO'Brady's signage proposed for the
Tuskawilla Road side and Tree Swallow Drive side of the first floor of JDC Town Center
Building 3.
PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive
community development consistent with the intent and purpose of Article XI - Minimum
Community Appearance and Aesthetic Review Standards and aesthetic appropriateness set forth
in Subsection 20-321 (b) (1) of the Town Center Code. Section 20-327 (f) (1) states that "All
signs shall be subject to the Discretionary Aesthetic Review by the DRC in order that signs
are consistent and in harmony with the Winter Springs Town Center." The hanging sign
was not included in the aesthetic review and needs Commission approval. Staff and the applicant
are working out the window signage details, which will be addressed separately, at a later date.
The building-mounted identification sign is located in one of the approved locations and
occupies less area than the sign area depicted on the Building 3 aesthetic review. Staff finds this
sign acceptable and believes the proposed building-mounted sign does not require further
approval.

CONSIDERATIONS: The submittal requirements for aesthetic review are set forth in
Section 9-605 and include: (c) illustrations of all walls, fences, and other accessory structures and
the indication of height and their associated materials; (d) elevation of proposed exterior
permanent signs or other constructed elements other than habitable space, if any; ( e)
illustrations of materials, texture, and colors to be used on all buildings, accessory structures,
exterior signs; and (f) other architectural and engineering data as may be required. The

procedures for review and approval are set forth in Section 9-603. Subsection 20-321 (b) (1) of
the [Town Center] Code states that the City Commission (in its capacity as the development
review committee for developments with in the Town Center) "shall have authority within reason
for approving all aspects of site planning and exterior architecture, including aesthetic
appropriateness.. . and other site specific matters not delineated herein." Section 20-327 (f) (1)
states that "All signs shall be subject to the Discretionary Aesthetic Review by the DRC in
order that signs are consistent and in harmony with the Winter Springs Town Center."
Subsection 20-327 (f) (3) states that a maximum sign area on a given fayade shall not exceed 10
percent ofthe applicant's fayade area. The BeefO'Brady's portion of the Tree Swallow fayade
(average of 13.5' tall x 66' wide) is approximately 891 SF. The building-mounted tenant sign is
approximately (1' 8.75" x 5' 7.75") 9.7 SF. The applicant's portion of the Tuskawilla frontage is
(13.5' tall x 40' wide) is approximately 540 SF. The proposed hanging sign is 5.83 SF.
Subsection 20-327 (f) (3) states that "the maximum area of any single sign mounted
perpendicular to a given fa~ade shall not exceed 10 square feet, except FIN signs." It further
requires "a minimum clear height above the sidewalk of eight (8) feet." The proposed
hanging sign would be 58.3 percent of the maximum area allowed and 12 feet above the
sidewalk.
The applicant proposes to substitute a sandblasted and painted high density urethane (HDU) in
lieu of the approved finish materials listed in Subsection 20-327 (f) (2), which includes wood:
painted or natural; metal: copper, brass, galvanized steel, aluminum; painted canvas;
neon; and paint/engraved directly on the fa~ade surface. Staff asked Dover Kohl about the
substitution and was told (02/26/07) that HDU is a good substitute for wood, that it holds paint
well, is being used successfully in other TND projects, and should be acceptable for our Town
Center use. Staff recommends that this substitution be added to the list of items to be included in
the development agreement for Doran Phase I and that HDU be considered for inclusion as an
approved finish material for signs in a future Code amendment.
Pursuant to Section 9-603 of the City Code, the City Commission may approve, approve with
conditions, or disapprove the application only after consideration of whether the following
criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.
The proposed sign age appears to adequately address this criteria and fit appropriately
with the building, sign age, and other features.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.

The proposed sign age appears in harmony with existing and future development in the
area.
(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully constructed,
or included on the same permit application, and facing upon the same or intersecting street within
five hundred (500) feet of the proposed site, with respect to one or more of the following features
of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roof line,
hardscape improvements, and height or design elements.
The sign age is not excessively similar or dissimilar to other buildings on the Doran site.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect
to architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community.
This requirement appears to have been met.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne
Center guidelines, SR 434 design specifications) and other applicable federal state or local laws.
This requirement appears to have been met.
(6) The proposed project has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns
and piers, porches, arches, fountains, planting areas, display windows, and other distinctive
design detailing and promoting the character of the community.
This sign age appears to be on par with other sign age within the Doran development.
STAFF RECOMMENDATION: Staff found the Applicant's request for Aesthetic Review in
compliance and recommends approval, subject to including the high density urethane as an
acceptable finish material for signs in the Doran phase I development agreement.

MYTHS ABOUT HIGH DENSITY URETHANE:
Sometimes, the more you learn the more you realize how little you knew. The most prolific, wide-
spread misconception in the sign industry today is that all High Density Urethanes are made the same
way. Nothing could be further from the truth. The next few pages will separate fact from fiction
regarding the production of SIGN-FoAM3". You will see why SIGN-FoAM}' is the only truly reliable
choice in the HDU market today.
SIGN-FOAM3'" is manufactured in one of the first and most scientifically advanced HDU manufacturing
facilities in the world today. The production OfSIGN-FoAM3. is the result of over 65 years of dedica-
tion and hard work. Although many of the processes involved in the production of SIGN-FoAM3'> are
proprietary in nature, you will be given an overview of the process in order to better understand the
technology involved.
The cornerstone of creating quality HDU is chemistry. Chemistry is the primary method of controlling
the physical properties of SIGN-FoAM]". Our chemical engineers take great care in overseeing every
aspect of production, in order to ensure that the quality of SIGN-FoAMY is consistent every time you
buy it. It begins by purchasing the finest chemical ingredients available. Purchasing these chemicals
in their raw form provides the greatest degree of control over every aspect of the formulation of
SIGN-FoAM3'. Most HOU's available to the sign indu'itry are produced using pre-mixed formulation
purchased from a chemical wholesaler. Although this may result in some cost-savings, it puts quality
control measures in the hands of the chemical wholesaler. Your signs and the reputation of your sign
company are far too important to put that much trust in the hands of a third party.
Once the chemicals are properly mixed, they are poured into large molds. These molds yield very
large blocks of HDU called "buns". SIGN- FOAM}' is mixed and poured employing proprietary methods
that ensure that your SIGN-FoAM]" is as free as possible of voids and pinholes, which require time to
patch later. In the mold, a chemical reaction occurs causing the roam to rise and to turn from a liquid
to a solid. As the material continues to expand, it pushes outward until it reaches the watls of the
mold and forms a very hard skin of densified material around the entire outside of the bun.
After the chemical reaction is complete, these "buns" of SK;N.Fo/\M3 ilre put through a proprietary
curing process, ensuring thermal stability throughout the entire block. Again, this process is unique to
SIGN-FoAM3' and must be performed in order to ensure your signs do not warp or bow once they are
installed. Should you purchase a HDU from another manufacturer, you may be advised to take special
precautions during the painting process in order to prevent your sign from warping or bowing. This is
a futile attempt to blame your craftsmanship for their inability to provide you with a stable material.
The fact of the matter is that if your HDU is not cured properly, there f5 nothing you can do that will
prevent your sign from warping.
Once the bun is cured and is removed from the mold, the densified skin must b(-, rpmoved in order to
ensure consistency throughout the sheet. Those manufacturers that pour one sheet at a time sand this
densified outer edge to a "smooth" surface, implying quality. However, there is no practical way to
control the thickness or density of this skin, so they are left with a very unpredictable sheet of foam
that becomes much more fragile as you carve, blast or route past the densified skin.
