REQUEST: Public Works Department and Community Development/ Urban Beautification
are requesting Authorization to purchase decorative street signs and poles under GSA
Contract (GS-25F-0007N) and for their installation under the Seminole County 2007 Public
Works Construction Contract (CC 1075 061) for Tuscawilla Lighting and Beautification
District (TLBD) Phase II and Glen Eagle HOA.
PURPOSE: The purpose of this Board item is to request authorization to purchase decorative
street signs and poles to be installed in the Tuscawilla subdivision as part of the
TLBD Phase II and the Glen Eagle HOA Neighborhood 5'treet Sign and Light
Improvement Agreements.
CONSIDERA TIONS:
On February 14, 2005, the Commission approved purchase of 168 street signs and
their installation as part of the TLBD PH II Beautification Project. On January 23, 2006, the
Commission approved purchase of 81 street signs and their installation within the Glen Eagle
Subdivision; both under the Neighborhood Street Sign and Light Improvement Agreement.
Staff has received and evaluated quotes from three vendors. The first vendor
(Creative Signs) has been the supplier of the current decorative signs installed within the
TLBD on Winter Springs Boulevard, the second vendor (Eagle Signs) is the company who
had previously provided a quotation to Glen Eagle HOA, the third is the vendor (Brandon
Industries) who is the supplier under GSA Contracts (GS-25F-0007N) approved vendor.
The cost of signs from each vendor has been evaluated along with product quality, availability
and ease of installation. As the Urban Beautification Division of Community Development

will coordinate with the Public Works Department for the maintenance of the signs after
installation, parts availability was also a primary consideration of the evaluation process due
to the public safety issues involved.
After careful consideration, Brandon Industries, Inc product has been chosen for
recommendation as the preferred vendor to supply signs through GSA Contract (GS-25F-
0007N). The unit cost for signs from Brandon Industries is the lowest of the three vendors
reviewed and their product is the only one having a two part base which allows for the base
to be replaced in the event of damage without having to remove the entire street sign.
The Urban Beautification Division of the Community Development Department
desires to make Brandon Industries the preferred supplier for decorative street signs
throughout Winter Springs to standardize the program and to reduce the number of sign parts
needed for repair. Brandon Industries sign products would be used for installation in
Tuscawilla, Glen Eagle and other future neighborhoods that desire to upgrade their street
signage to the decorative program.
Contractors under the Seminole County 2007 Public Works Construction Contract
(CC 1075 061) have been queried for consideration to provide installation services for signs
supplied by the City. All have stated they would consider submitting quotes for the
installation of the signs. After selecting a contractor, installation of the signs purchased by
the City would begin with the Glen Eagle Subdivision and then the TLBD PH2, Sec. 1
(Northern Way).
FUNDING:
Funding for the purchase and installation of signs would be from 112-65000-40001
(HOA Projects Fund - Street Lights and ..\'ignage) and 313-65000-30105 (TLBD PH2
Improvements Fund).

RECOMMENDA TION:
It is recommended that authorization be given for the Public Works Department to
purchase decorative street signs under GSA Contract (GS-25F-0007N) to be installed under
Seminole County 2007 Public Works Construction Contract (CC 1075 061), by an approved
vendor, for the TLBD (Phase II) and Glen Eagle HOA subdivisions.
