REQUEST: Fire Department Requesting Authorization to Accept a Local Foundation Grant
for $20,000 to Purchase one (1) Thermal Imaging Camera, one (1) Automatic
External Defibrillator and to Authorize a Supplemental Budget Appropriation
for Equal Amount and Subsequent Purchase through a Piggyback Bid Contract.
PURPOSE: The purpose of this Commission item is to request authorization to accept a $20,000
local foundation grant from the Joseph G. Markoly Foundation and authorization to
the Fire Department to expend the grant funds through a supplemental budget
appropriation to the Fire Department for purchase of the equipment through a
Piggyback Bid Contract not to exceed $20,000.
CONSIDERATIONS:
The Fire Department applied and received a grant from the Joseph G. Markoly
Foundation for the sole purpose to purchase one (1) Thermal Imaging Camera (TIC)
and one (1) Automatic External Defibrillator (AED). The TIC will be utilized by the
Fire Department primarily for fire, search and rescue to help find the seat of the fire
and to locate potential patient in smoke filled atmospheres. The AED will be placed at
the Winter Springs Senior Center and will be available for patients immediately whose
heart has stopped functioning properly. The addition of these types of equipment will
allow quicker intervention by Fire Department personnel and will potentially save
lives.

FUNDING:
The $20,000 grant funds will be deposited upon acceptance by the City Commission in
the General Fund and will be made available to purchase the described equipment in
the Capital Expenditures, Other Equipment Line Code in Fund 2240-64000.
Expenditure of funds will occur within 90 days.
RECOMMENDATION:
It is recommended that authorization be granted to accept the local foundation grant of
$20,000 and to approve a supplemental appropriation of equal amount to the Fire
Department, Operations Division Fund 2240 - Other Equipment Line Code 64000 for
purchase of one (l) Thermal Imaging Camera and one (1) Automatic External
Defibrillator from a Piggyback Bid Contract.
IMPLEMENTA TION SCHEDULE:
The delivery of the equipment will occur within the next 90 days.

Dear Marc;
I am pleased to inform you that the Board of Directors of the Joseph G. Markoly
Foundation has approved a grant for your organization of $20,000. A check in this
amount has been enclosed. These funds are to be applied toward the purchase of a
thermal imaging camera, which was estimated at a cost of $19,000. The additional
$1,000 is to be applied to the purchase of an AED for the Winter Springs Senior Center.
Please make note of the following conditions of this grant:
1 Grant funds and income earned thereon may be expended only for the
purposes outlined in this award letter. No substantial variance may be made
without prior written approval from the Joseph G. Markoly Foundation
2. Any grant funds or income earned which is not expended or committed as
stipulated in this letter must be returned to the Joseph G. Markoly
Foundation.
3 The Joseph G. Markoly Foundation reserves the right to request an audit of
the allocation made for each program award. The Grantee will be given
reasonable notice in writing of an audit request.
4. Endorsement of the enclosed grant check implies acceptance by the Grantee
of all aforementioned conditions
