HomeMy WebLinkAbout2007 02 26 Consent 404 Official Zoning Map Adoption CITY COMMISSION ITEM 404 Consent February 26, 2007 Meeting REQUEST: The Community Development Department requests the City Commission consider and adopt the official zoning map. PURPOSE: The purpose of this request is to present the updated FLUM and official zoning map for consideration and adoption by the City Commission. The changes are highlighted below. APPLICABLE LAW AND PUBLIC POLICY: Section 20-1 02( c). Official zoning map update and annual approval. The Community Development Department- Planning Division shall oversee the maintenance of the official zoning map. It shall be the division's duty and responsibility to keep the zoning map up to date. Maps shall be updated within ten (10) days following the adoption by the city commission of an ordinance rezoning real property. In addition, the update shall include adding to the map's database, a reference to the ordinance adopting the rezoning. A copy ofthe official zoning map shall be presented annually to the Planning and Zoning Board for review. During the review, the Board shall review the map for accuracy and situations where an administrative rezoning may be appropriate. Upon completion of the review, the Planning and Zoning Board shall issue a report to the City Commission pointing out any inaccuracies on the map and any properties which may be considered for an administrative rezoning. The City Commission shall review the Planning and Zoning Board's report and make such decisions that are necessary to update the City's official zoning map. CONSIDERATIONS: The City Code requires the annual update of the official zoning map in a permanent Fashion and requires the updated zoning map to be presented to the Planning and Zoning Board for consideration and recommendation each year, prior to approval by the City Commission. - 1 - 022607 City Commission Consent Agenda Item 404 FINDINGS: The updated zoning map incorporates all map amendments approved by the City Commission from November 2005 through January 2007, as shown below and graphically depicted in Attachment B: CITY BOUNDARY CHANGES: . IMPLEMENTATION: Following the adoption ofthe Official Zoning Map by the City Commission, Staff will post the updated map on the City's internet site. "I MAKE A MOTION THA T THE PLANNING AND ZONING BOARD RECOMMEND APPROVAL FOR THE FINAL ENGINEERING SITE PLAN FOR PHASE I FOR THE WINTER SPRINGS SENIOR CENTER. PHASE II, WHICH INCLUDES LANDSCAPING, SIDEWALKS, AND OTHER SITE ISSUES WILL BE ADDRESSED AT A LATER DATE." MOTION BY ADVISORY BOARD MEMBER BROWN. SECONDED BY ADVISORY BOARD MEMBER RYSER. DISCUSSION. Community Development Department Requests The Planning And Zoning Board/Local Planning Agency To Recommend To The City Commission Adoption Of The Updated Official Future Land Use Map (FLUM) And Official Zoning Map. Ms, Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development Department presented this Agenda Item and stated, "We do not have the updated Future Land Use Map (FLUM) for you to Approve tonight." Chairman Poe asked, "If in fact we were to make a Motion this evening, it would only deal with the Zoning Map and not with the FLUM (Future Land Use Map)?" Ms. Sahlstrom said, "That is correct. It will then go to the [City] Commission for their approval." Discussion. Community Development Department Requests The Planning And Zoning Board/Local Planning Agency Hold A Follow- Up Discussion Based On The Joint Workshop With The City Commission That Was Held On February 5, 2007. Regarding the handout of the Memorandum dated February 7, 2007, Chairman Poe asked, "Is it necessary to maintain the twenty-five percent (25%) housing components to support office park?" Mr. Stevenson reiterated, "Is it necessary to maintain the twenty five percent (25%) cap or is it necessary to maintain the twenty five percent (25%) minimum? We are going to clarify that." Chainnan Poe said, "Okay." Ms. Sahlstrom stated, "There are two (2) things. There is the data that we have and I think that it is important for the public to have an opportunity to see the data that has been collected and to ask questions about it." The Advisory Board Members discussed various ways of notifying the residents of the upcoming Public Workshop on February 281,\ 2007.
