REQUEST:
The Community Development Department, Urban Beautification
Services Division, is requesting the City Commission approve Resolution
2007-10, authorizing Staff to submit grant applications for the 2007
Florida Urban and Community Forestry Grant Program.
PURPOSE:
The purpose of this item is to receive approval from the City Commission for
Resolution 2007-10, which is a requirement to be considered for grant
funding from the Florida Division of Forestry for the 2007 Urban and
Community Forestry Grant Program.
CONSIDERATIONS:
The Urban Beautification Division is responsible to establish and maintain trees located
along the City's public roadways and facilities. Staffing and equipment utilized for these
tasks is essential for the success of the City's Urban Forestry and Beautification
Programs. Staff has been working vigorously to expand the urban canopy tree program
in Winter Springs by securing grant funding from the Florida Division of Forestry, the
Florida Department of Transportation and other generous funding sources to install trees
in key locations throughout the City.

Grant funding has played a major role in providing financial resources to install and
establish over (600) canopy and understory trees adjacent to City public roadways since
hurricanes devastated the trees of Winter Springs back in 2004. Joint Participation
Grants have also enabled the City to replant trees at a much higher survival rate than in
prevIOUS years due to additional manpower and equipment afforded by the grant
programs.
The 2007 Florida Urban and Community Forestry Grant Program is another great
opportunity to fund several new grant project for Winter Springs. Funding will be
available on June 1, 2007 for each approved application and will include the following
projects types: Tree Ordinance Revisions, New Staffing, Equipment Purchases and
Educational Funding. The City's 50% grant match can be in the form of cash and in-kind
services such as: employee time, equipment costs and volunteer time. Staff anticipates
receiving at least one grant funded under this program cycle in an amount up to $25,000.
FUNDING:
Staff will be including the funding request, if grant(s) are awarded to the City, in the FY
'07/08 Preliminary Budget.
RECOMMENDATIONS:
Staff recommends the City Commission approve Resolution 2007-10.

· March 30, 2007 - Grants due to the Division of Forestry
· May 4,2007 - Notice ofIntent Award Posting
· June 1, 2007 - Grant Agreement Execution
· September 30,2008 - Grant Program End Date

A RESOLUTION BY THE CITY OF WINTER SPRINGS, FLORIDA TO ENTER
INTO AN URBAN AND COMMUNITY FORESTRY GRANT MEMORANDUM
OF AGREEMENT WITH THE STATE OF FLORIDA, DEPARTMENT OF
AGRICUL TURE AND CONSUMER SERVICES, DIVISION OF FORESTRY
WHEREAS, trees are an important part of our community; and
WHEREAS, the City of Winter Springs wants to improve its Urban Forest by adding
new staff; and
WHEREAS, the City of Winter Springs desires to apply for an Urban and Community
Forestry Grant which would provide monies in which to help fund the cost of new staffing; and
WHEREAS, the City of Winter Springs wants to install new trees in the Urban Rights-
of-Way;
WHEREAS, the City of Winter Springs desires to apply for an Urban and Community
Forest Grant which would provide monies in which to help fund the cost of purchasing and
planting trees; and
WHEREAS, the City of Winter Springs wants to purchase vehicles and equipment to aid
in the care of it's Urban Forest;
WHEREAS, the City of Winter Springs desires to apply for an Urban and Community
Forest Grant which would provide monies in which to help fund the cost of purchasing forestry
vehicles and equipment.
WHEREAS, the City of Winter Springs wishes to enter into an Urban and Community
Forestry Grant Memorandum of Agreement between the City of Winter Springs, Florida and the
Florida Department of Agriculture and Consumer Services;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of The City of
Winter Springs, Seminole County, Florida as follows:
Section 1. The City Commission supports, the improvement of its Urban Forest by
adding new staff.
Section 2. The City Commission supports, the installation of new trees in the City's
Urban Rights-of-Way.
Section 3. The City Commission supports, the purchase of forestry vehicles and
equipment.
Section 4. The City Commission hereby authorizes, the City Manager to enter into an
Urban and Community Forestry Grant Memorandum of Agreement between the City of
Winter Springs, Florida and the Florida Department of Agriculture and Consumer
Services.
Section 5. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 6. Severability. If any section, subsection, sentence, clause, phrase, word, or
portion of this resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
Section 7. Effective Date. This Resolution shall become effective immediately upon
adoption by the City Commission of the City of Winter Springs.
DONE AND ADOPTED in regular session of the City Commission of the City of
Winter Springs, Florida, this _ day of 2007.
