Joe Bogdahn, CIMA -Firm Principal The People Joseph Bogdahn, Principal of The Bogdahn Group, received his BBA in Business/Economics from the University of Mississippi, where he served as President of the Student Body. Mr. Bogdahn also received his Certified Investment Management Analyst designation from the IMCA program at the Wharton School of Business. An early advocate for transparency in the consulting field, Mr. Bogdahn issued a white paper outlining the problems pervasive in today's investment consulting industry prior to the SEC investigations, which garnered national attention, and was quoted in the New York Times, Miami Herald, Fund Fire Magazine and Forbes. Joe lives in Winter Haven, Florida with his wife Heather, daughter Isabella, and sons Garrison and Miles. Mr. Bogdahn is very active in the local community and has served as an Elder of First Presbyterian Church, is a past president and current member of Rotary, and has served on the Board of the Boys & Girls Club for fifteen years, including an extended term as Board President. He also is the Vice President and Partner of the 6/10 Corporation, a real estate development partnership. Mr. Bogdahn accepted the 2005 Industry Award for The Bogdahn Group from the Winter Haven Area Chamber of Commerce. Mike Welker, CFA -President 1 Managing Partner Mike Welker, Managing Partner and Senior Consultant of The Bogdahn Group, received his B.A. in Economics from Rollins College, where he also played basketball for four years. Upon graduation Mr. Welker attended the Crummer Graduate School of Business where he received his MBA in Finance and Management. Mr. Welker also earned the Chartered Financial Analyst designation in 2004. Over the past 12 years Mr. Welker has worked on both the investment management side of the business as well as the consulting side of the investment business. Prior to joining The Bogdahn Group, Mr. Welker worked for a leading institutional money management firm where he was responsible for asset allocation decisions and client servicing for institutional accounts. Mr. Welker also gained Wall Street experience working for a trading firm on the floor of the New York Stock Exchange. Mike currently lives in Orlando, Florida with wife, Kristen and his daughter Kindell and son Benton. He is active in the community and serves on the board of directors for the downtown Orlando YMCA and the Rollins College Alumni Athletic Board. Mr. Welker is also a member of the CFA Institute of Orlando. Dave West, CFA - Senior Consultant Public Pension Clients 1 Chief Investment Officer /Partner Dave is the firm's chief investment officer and partner in the firm. His responsibilities include developing optimal investment portfolios, preparing investment manager due diligence reviews, selecting investment managers, reviewing and developing investment policy guidelines, and preparing performance- monitoring reports. Prior to joining the firm, Mr. West was a senior consultant for a regional investment consulting firm where he was responsible for conducting asset allocation studies, strategic market recommendations and rebalancing strategies, custom benchmark development, program compliance, progress analysis and reporting. Prior to his consulting career Mr. West worked for a leading institutional money management firm as senior portfolio manager and co-chairman of the asset allocation committee. Along with fixed income responsibilities Mr. West was also the co-manager of the firm's lifestyle mutual funds which posted top quintile performance, substantial growth and fund offering expansion. Dave has a Bachelors of Business Administration from Stetson University. He is also a Chartered Financial Analyst and Member of the Orlando Financial Analysts Society. Rob Little, CFA, CPA - Director of Research 1 Partner The People Rob is the firm's director of research and partner in the firm. His responsibilities include developing optimal investment portfolios, preparing investment manager due diligence reviews, selecting investment managers, reviewing and developing investment policy guidelines, and preparing performance- monitoring reports. Prior to joining the firm, Mr. Little was a consultant with a regional investment consulting firm where he was responsible for conducting asset allocation studies, investment manager searches, developing investment manager performance reports, and client servicing. Previously, he worked for Deloitte & Touche, LLP as a systems consultant and the North Carolina Banking Commission as a bank examiner. Rob has a Bachelor of Arts degree in economics from the University of North Carolina at Chapel Hill and Masters of Accounting degree from the University of Florida. He is a licensed Certified Public Accountant (CPA) in the State of Florida and is a member of the CFA Institute and the CFA Society of Orlando. Rob lives in Winter Park, Florida with his wife Polly and daughters Katherine & Laura. Mike Bostler -Midwest Region President 1 Senior Consultant Mike Bostler is the Midwest Region President and Sr. Consultant. His responsibilities include servicing and developing consulting opportunities in the Midwest. Mike is also a member of the firm's Investment Committee and Management Committee. He works closely with the firm's other consultants in the development of comprehensive investment consulting services and fiduciary due-diligence. Mike began his career in the investment consulting industry as an intern at Merrill Lynch in 1984. His primary responsibility was to manage the development of one of the first investment manager databases that identified managers according to style. In 1985, Mike accepted afull-time position to manage the database and the support staff. Mike was instrumental in developing the asset allocation and manager selection process for one of the first three state sponsored college tuition programs, the State of Alabama Prepaid College Tuition Fund. Mike has a Bachelors of Science Degree from Elmhurst College. He has spoken at many conferences and been widely quoted in national publications like Forbes, Fortune, and the Milwaukee Journal/Sentinel, the St. Paul Pioneer Press, and many trade publications. Dick Boggs, Senior Consultant Taft Hartley Relationships Dick Boggs, Senior Consultant at The Bogdahn Group, received his BS in Chemical Engineering (Tau Beta Pi) and MS from Purdue University. Mr. Boggs also completed his MBA from the University of Chicago with a concentration in Finance, and has completed coursework and exams for his PhD from the University of Chicago in Finance. After serving as an Officer in the U.S. Army Chemical Corps, he was a Finance Professor at DePaul University. He began his investment consulting career in 1976, with positions ranging from Senior Consultant to Chief Compliance Officer. Mr. Boggs was Director of Manager Searches for SEI Corporation before he founded his own investment consulting firm in 1992. Mr. Boggs merged his firm into The Bogdahn Group in 2006, where he now serves as Senior Consultant and the Director of Taft Hartley relationships. Dick works out of the firm's Midwest office, where he lives with his wife, Jane. Troy Brown, CFA, Senior Consultant The People Troy Brown brings 17 years of institutional investment experience to The Bogdahn Group. As a Sr. Consultant with the firm he will be responsible for developing optimal investment portfolios, preparing investment manager due diligence reviews, selecting investment managers, reviewing and developing investment policy guidelines, and preparing performance-monitoring reports. As a member of the Research and Investment Committees, Troy will contribute to the operation and development of the firm's investment strategies, performance measurement systems and research efforts. Prior to joining the Bogdahn Group, Troy worked with Merrill Lynch Consulting Services where he was the primary consultant for various institutional clients. Troy's responsibilities included all aspects of the consulting services process from operations to client service with a focus on healthcare and endowment/foundation clients. Troy is a CFA charterholder and a graduate of the University of Wisconsin-Milwaukee. Troy, has a wife Chris and two children, Quinn and Madison. Darlene Malaney -Senior Consultant Darlene Malaney brings a varied background to her role with The Bogdahn Group, having served as a Legislative Aide with Holland and Knight before joining the Florida League of Cities and Marriott as a financial analyst. She also served as the Associate Director of Financial Services for the League of Cities for several years before joining the newly formed Citizens Property Insurance Corporation as Director of Finance and Investments, where she was responsible for the oversight of their $6 billion investment fund. Darlene's past experience makes her well suited to represent our clients and work with municipal Finance Directors, assisting them with the investment management oversight of their operating reserves portfolios. She also oversees the firrn's Asset Allocation Compliance process. Darlene has her degree in Finance from Florida State University, and is enrolled in the CFA program, and a member of the CFA Institute. She is active with the Florida Governmental Finance Officers Association and is a member of the Economic Club of Florida. John Mellinger -Senior Consultant John Mellinger is a native of Milwaukee, Wisconsin and a 20 year veteran of the investment industry. John has worked for the last 8 years as a Senior Consultant at Alpha Investment Consulting Group, LLC. At Alpha, John specialized in helping the firm identify areas where clients could more efficiently use their investment dollars. He demonstrated particular expertise in working with the company's 401(k), Foundation and Taft-Hartley clients. For the 401(k) plans, John helped clients select investment options and prepared "mixes" of those options that showed plan participants how to allocate among those funds in the most efficient method for different levels of risk. Prior to Alpha, John spent 10 years at Firstar Bank in Milwaukee where he served the banks largest clients as a Senior Trust Officer. Lisa Spanraft, CFA -Senior Consultant The People Lisa Spanraft has over ten years of investment analysis experience. She has worked with firms such as STOCKVAL, Chicago Investment Analytics, and Provident Investment Advisors, where she served as Director of Equity Research. During her tenure with Provident, she developed and implemented an investment process for the firm's equity mutual funds that significantly increased performance. In addition to her role as Senior Consultant at The Bogdahn Group, she represents both Defined Benefit and Defined Contribution clients. She also serves as a member of the Investment Committee and oversees the firm's Investment Policy Compliance process.. A long-time resident of Chicago, she is now based in the firm's Winter Haven Office. Lisa graduated Cum Laude with a Bachelor of Science from Bob Jones University, and received her MBA, Finance from DePaul University. She is a member of the CFA Institute. Herb Whitehouse, JD -Compliance Officer 1 Chief Fiduciary Officer 1 Firm Partner Herb Whitehouse has worked at Prudential, A.F.S.C.M.E., Johnson & Johnson, and Chase Manhattan Bank. As manager of executive compensation at J&J, Herb led the team that helped turn a section of the I.R.C. - §401 (k) -into the ubiquitous reality that it is today. At Chase, he served as Secretary of its Board of Directors' Employee Benefits Review Committee and as Secretary to the Chase Named Fiduciaries. Herb is a Master Pension FiduciaryT~~°; a trained mediator; and an arbitrator at the New Jersey State Board of Mediation. He serves as a Commissioner on the New Jersey State Employment and Training Commission, and as a Director of Great Eastern Bank in New York. Mr. Whitehouse attended Drew University where he earned both a Bachelor and Master of Arts degrees in Political Science. Following his undergraduate studies Mr. Whitehouse attended Rutgers University Law School, Newark, N.J. where he received his Juris Doctor degree. Peter Brown -Senior Consultant Public Pension Clients Peter Brown a Senior Consultant of The Bogdahn Group, has over 15 years experience as an Advisor, Asset Manager and Acquisitions Officer. As a Principal of one of the largest real estate consulting companies in the United States, he was responsible for strategic planning, investment selection, performance analytics and public relations for Public and Taft-Hartley pension fund clients who in total have more than $10 billion currently invested in private equity real estate. In addition, as a fiduciary he has underwritten and evaluated more than $5 billion of national and international real estate equity investment offerings. As an Asset Manager for Developers Diversified Realty, he was responsible for the oversight and operations of more than 110 shopping centers located throughout the southern and western regions of the country. He as was an Acquisitions Officer for a publicly traded REIT involved in the acquisition of a privately owned parking company and the subsequent acquisition of over $100 million of parking related properties. Mr. Brown began his real estate career as a Consultant with The Townsend Group, an institutional real estate consultant where he oversaw client pension fund portfolios in excess of $2.5 billion. He began his career as a securities analyst with the Federal Reserve Bank of Chicago and has a BA from The University of Michigan and an MBA from The University of Chicago. Bryan Bakardjiev, CFA -Chief Operating Officer and Consultant The People Bryan Bakardjiev has an extensive background in finance operations, having spent many years with Trusco Capital Management in Orlando and Atlanta before entering the consulting industry. At The Bogdahn Group, Bryan bridges the operational and consulting roles, making sure our reporting and technology functions are best suited to the 'on the ground' needs of our clients. He also reviews and oversees implementation and training of the various analytic tools used by our firm. Bryan is also currently enrolled in the PMBA program at the University of Central Florida. Daniel Johnson, Consultant Daniel Johnson is a Consultant with the firm and will be responsible as the primary team member for providing all aspects of consulting services to various types of institutional clients. Additionally, Daniel will assist with the firm's research and due diligence reviews of asset managers. Daniel earned a Bachelor of Science in Business Marketing from the University of Florida and obtained his Master's of Business Administration from the University of North Florida. Previously to joining the Bogdahn Group, Daniel worked for Merrill Lynch Consulting Services where his responsibilities included preparing asset allocation models, producing manager searches, providing performance reports, and assisting in the development of investment policies for their institutional client base. While at Merrill Lynch Daniel worked as the lead consultant for institutional clients including foundations, endowments, as well as municipal and Taft-Hartley retirement plans. Tim Nash, Consultant Timothy Nash is a Senior Consultant with The Bogdahn Group. Mr. Nash brings 15 years of institutional investment management and financial industry experience to the firm. His responsibilities include developing optimal investment portfolio, preparing investment manager due diligence reviews, selecting investment managers, reviewing and developing investment policy guidelines, and preparing performance-monitoring reports. Mr. Nash is a member of the Firm's Investment Committee and contributes to the asset manager research and due diligence review process. Prior to joining The Bogdahn Group, Mr. Nash worked for a national money management firm where he was responsible for consultant relations and served as Director of the Public Fund Client Service Team. Investment Value Added Evolutionary Investment Manager Screening Process Stability of the Organization: The portfolio manager or management team needs to have been intact for a minimum of five years. Consistent Style: Consistent allocation to appropriate index based on return-based style analysis (asset loading to representative index should be at least 50%). Deference to historical holdings-based style analysis or actual portfolio holdings if available. Return Consistency: We do not want to see large fluctuations in performance year-over-year Expense Ratio: The expense ratio should be below the median for the respective peer group net of any revenue recaptured to the client (e.g. 12b-1 rebates). *pertains to mutual fund investments Turnover Ratio: As calculated by Morningstar, the fund's turnover ratio should not rank in the bottom 25th percentile within the respective peer group. *pertains to mutual fund investments Sortino ratio: Annualized return minus risk-free rate divided by the standard deviation of negative returns). This ratio should consistently rank better than the median within the peer group and the representative index over rolling three and five-year periods. Alpha: This ratio provides a measure of manager "value-added" relative to a benchmark. It should be positive and consistently rank better than the median within the peer group over rolling three and five-year periods. Information ratio: This ratio provides a measure of 'manager skill' and we would like for the ratio to be positive (preferably above 0.50) and consistently better than the median within the peer group over rolling three and five-year periods. Up and Down Market Capture Ratios: These measures provide a tool for analyzing managers under different return environments. We prefer managers that have an up-market capture ratio greater than 100 and adown-market capture ratio below 100 over rolling three and five- yearperiods. Portfolio concentration: While extremely broad portfolios can lead to "index-like" results, typically, we prefer for portfolios to have at least 30 holdings. Investment Value Added Structured Investment Manager Review Process In our Investment policy statements we outline the criteria for investment manager expectations and review. Four (4) consecutive quarters of relative under-performance versus benchmark index. ~: Three (3) and five (5) year trailing returns below the 40th percentile and underperforming the index. ~` Downside volatility greater than index, measured by up/down market capture ratio. ~: Style consistency or purity drift from the mandate. ~~- Management turnover in portfolio team or senior management. ~`~ Investment process change, including varying the index or benchmark. ~~- Failure to adhere to the IPS or other compliance issues. ~:~ Investigation of the firm by the Securities and Exchange Commission (SEC) ~~- Significant asset flows into or out of the company. ~~~ Merger or sale of firm. ~:- Fee increases outside of the competitive range. ~~~ Servicing issues -key personal stop servicing the account without proper notification. If the manager violates any three of these guidelines we will recommend that the manager be placed on "watch", resulting in increased scrutiny and review. Once a manager is on "watch", we will conduct monthly holdings based attribution reviews until issues are resolved or manager is terminated. In addition to ongoing evaluation, we will introduce potential replacement managers to show comparative risk/return profiles relative to the current manager. This structured review process has enabled our firm to retain managers whose strategy may be out of favor instead of terminating them for purely performance-based reasons. The proactive nature of this "watch" system also provides a framework for prudently terminating managers with eroding fundamentals.
