PARKS AND RECREATION DEPARTMENT ITEM 600 August 12, 2009 Meeting Consent Informational Public Hearing Re ular X REQUEST: The Applicant requests that the Planning and Zoning Boazd/Local Planning Agency discuss the proposed Grant Application and recommend to the City Commission that staff submit a Florida Recreation Development Assistance Program Grant for improvements to the Magnolia Park Property. PURPOSE: The purpose of the request is to meet the grant requirements for seven (7) points on the points based application for potential funding of $200,000. APPLICABLE LAW AND PUBLIC POLICY: The project was discussed at a regularly scheduled meeting of the applicant's advisory board responsible for park, recreation and leisure service activities. Provide a copy of the minutes of the advisory board meeting(s) where this project was discussed. The board must be an appointed group of citizens, such as a parks and recreation advisory board, who would normally review projects similar to the proposed grant application. Planning and Zoning or similaz boards may be used if a parks and recreation advisory board does not exist. CITY OR COUNTY COMMISSIONS ARE NOT CONSIDERED ADVISORY BOARDS. (Please tab as Exhibit "C-2") (7 points). STAFF RECOMMENDATION: Staff recommends approval of the request to submit a Florida Recreation Development Assistance Program Grant for improvements to the Magnolia Park Property. Request: City of Winter Springs 1126 E. State Road 434 Winter Springs, FL 32708 The applicant requests that the Planning and Zoning Board discuss the proposed grant application and recommend to the City Commission that staff submit a Florida Recreation Development Assistance Program Grant for improvements to the property. C. Purpose: The purpose of the request is to meet the grant requirements for 7 points on the points based application for potential funding of $200,000. D. Site Information 1. Parcel Number 26-20-30-SAR-OA00-0050 2. Acreage - 0.64 acres 3. General Location -The site is located East of Tuskawilla Road and West of the Cross Seminole Trail adjacent to the intersection of Blumberg Boulevard and Tuskawilla Road. 4. Existing Land Use -Town Center District. 5. Development Trends -The applicant is planning to develop Parks and Recreation uses on site. The proposed land use is consistent with the general character of the area. 6. Letters/Phone Calls in Favor or Opposition -the Park is part of the Town Center Park Plan that was reviewed and approved by citizens in 1999. E. Consistency with the Comprehensive Plan: This .064 acre parcel is identified in the Comprehensive Plan Recreation and Open Space Element, October 2001. Also, the Capital Improvement Program was recommended for approval by the Planning Board on 08/04/00 and 07/29/09. The City Commission approved moving forward with the design of Magnolia Park on 02/23/09. The design was reviewed by the City Commission and comments incorporated into the plan. II. STAFF RECOMMENDATION Staff recommends approval of the request to submit a Florida Recreation Development Assistance Program Grant for improvements to the property. III. ATTACHMENTS A.
