REQUEST:
The Community Development Department- Planning Division requests the City Commission hold
a Public Hearing to consider revisions to the Aesthetic Review of Building #4 in the Winter
Springs Town Center located along the west side of Tuskawilla Road midway between Tree
Swallow Drive and Blumberg Blvd.
PURPOSE:
The purpose of this Agenda Item is for the Commission to consider, provide comment on, and
approve, approve with conditions and/or modifications, or disapprove the proposed modifications to
the Aesthetic Review for the roof access additions to Building #4 of the Winter Springs Town
Center. The revisions to the aesthetic review are to accommodate roof-top access as required by
Section 1009.12 of the 2004 Florida Building Code.
The purpose of the Aesthetic Review approval process is to encourage creative, effective, and
flexible architectural standards and cohesive community development consistent with the intent and
purpose of Article XI - Minimum Community Appearance and Aesthetic Review Standards.

January 24, 2005 - City Commission approved final engineering plans.
March 15, 2005 - Pre-construction meeting held for the 2 acre portion of the existing 14+ acre

September 11, 2006 - Commission discussed and approved modifications to the area between
buildings 3 and 4 and the colonnade width on the building 4 fayade.
CONSIDERATIONS:
The aesthetic review for Building 4 was approved with a flat roof above the 4th floor penthouse
unit. While there was a roof hatch access to the roof, the detailed review of the building permit
plans indicated that a full height stairway access to the roof was required to address life safety
issues. In addition, the stairway located on the south fayade of the building had to be extended in
order to provide full height stairway clearance to the third floor interior areas. Section 1009.12
of the 2004 Building Code reads as follows:
Access to roof. Buildings four stories or more in height, except those with a roof slope
greater than 4: 12, shall be provided with a stairway to the roof Such stairway shall be marked
at street and floor levels with a sign indicating that it continues to the roof
The first four (4) pages of the attached aesthetic review package provide views of the four
building facades. The upper rendering shows the fayade as approved in the original aesthetic
review. The lower rendering shows the addition of the stairway access penthouse on the fourth
floor roof and the extended stairway enclosure along the building's south fayade. All other
aspects of the building's facades remain the same as they were approved in the original aesthetic
reVIew.
Also included as part of the aesthetic review package are "line of sight" drawings that indicate
what views will be of the added stairway access penthouse from the surrounding properties and
buildings. The fourth floor stairway access penthouse was located toward the western side of the
building to minimize its visibility from Tuskawilla Road.
The submittal requirements for aesthetic review are set forth in Section 9-605 and include the
following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or
spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of
height and their associated materials; (d) elevation of proposed exterior permanent signs or other
constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and
colors to be used on all buildings, accessory structures, exterior signs; and (t) other architectural
and engineering data as may be required. The procedures for review and approval are set forth
in Section 9-603.
Section 20-321 (b) provides for review of the aesthetic submittals by the Development Review
Committee (DRC) which, for the Town Center is the City Commission.
The City Commission may approve, approve with conditions, or disapprove the application only
after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity

are coordinated in a harmonious manner relevant to the particular proposal, surrounding
area and cultural character of the community.
The proposed changes are in response to life-safety requirements of the Florida Building Code.
The added stairway access components utilize the same colors, textures, and finish materials as
the rest ofthe building. No changes to the colors, materials, and textures of the building are
proposed as part of the requested modification.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.
The proposed building modifications are in keeping with the approved architectural facades of
Building 4 and with the existing buildings in Phase I of the Town Center.
(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully
constructed, or included on the same permit application, and facing upon the same or
intersecting street within five hundred (500) feet of the proposed site, with respect to one or
more of the following features of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roof line,
hardscape improvements, and height or design elements.
The proposed modification meets the above referenced requirements for not being excessively
similar or dissimilar to other buildings, structures, or signage in the immediate area.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with
respect to architectural specifications and design features deemed significant based upon
commonly accepted architectural principles of the local community.
The proposed modifications to the Building 4 facades are in harmony with and are integrated into
the architecture of Building 4 to the greatest extent practical given the locational requirements of
the stairway access modifications. Staff has requested that the roof cornice along the edge of the
sloped roof on the south fayade be extended to run around the outside of the fayade projection
that encloses the stair. The vertical bank of windows on the south side of this stairway enclosure
would be modified to accommodate this cornice band.
(5) The proposed project is consistent and compatible with the intent and purpose of this
Article, the Comprehensive Plan (specifically Objective 5.2) for Winter Springs, design criteria
adopted by the city (e.g. Town Center guidelines, SR 434 design specifications) and other
applicable federal state or local laws.
While the proposed modifications represent a change from the previously approved aesthetic

review for Building 4, these modifications are in response to specific building code life safety
requirements and are in keeping with the requirements of the Town Center Code as well as the
Comprehensive Plan.
(6) The proposed project has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick,
columns and piers, porches, arches, fountains, planting areas, display windows, and other
distinctive design detailing and promoting the character of the community.
The proposed modifications to the Building 4 architecture continue to meet the requirements for
architectural enhancements as originally approved for this building.
FINDINGS:
· The proposed project is consistent and compatible with the Town Center design specifications.
· The proposed modifications to add the required stairway access to the third and fourth floors will
utilize colors, materials, and architectural detailing that complements the adjacent Town Center
development, both existing and proposed as well as the previously approved architectural
elements of Building 4.
· The modified third floor access on the south facade utilizes an extension of the previously
approved architectural elements. Staff is requesting that the roof cornice be extended around this
extended stairway enclosure to further integrate the access into the architecture of the south
facade.
· The fourth floor stairway access has been moved as far as possible to the west (rear) of the
building to minimize views of this access from the Tuskawilla Road (Main Street) side of the
building.
STAFF RECOMMENDATION:
Staff review found the applicant's request for modification of the Aesthetic Review for Building 4 in
the Winter Springs Town Center in compliance and recommends approval of said modifications,
conditioned upon the addition of the roof cornice around the extended stairway access on the south
side of the building.
