REQUEST: The Community Development Department requests that the Commission hold a
Public Hearing for the Aesthetic Review of the proposed 57 square foot (10' 4" wide x 5' 6.25"
high) non-illuminated building mounted single tenant sign on one side (the east side; the side
facing Tuskawilla Road) of the building at 1401 Town Plaza Court (Lot 1 of Tuskawilla Office
Park).
PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive
community development consistent with the intent and purpose of Article XII - Minimum
Community Appearance and Aesthetic Review Standards, Section 9-601 of the City Code
requires proposed permanent signs to be approved by the City Commission.
Within the Town Center, the City Commission is the Development Review Committee and has
authority for all aspects of exterior architecture, including aesthetic appropriateness (Subsection
20-321 (b) (1)).

CONSIDERATIONS: The submittal requirements for aesthetic review are set forth in
Section 9-605 and include the spaces; ( c) illustrations of all walls, fences, and other accessory
structures and the indication of height and their associated materials; (d) elevation of proposed
exterior permanent signs or other constructed elements other than habitable space, if any; (e)
illustrations of materials, texture, and colors to be used on all buildings, accessory structures,
exterior signs; and (f) other architectural and engineering data as may be required. The
procedures for review and approval are set forth in Section 9-603.

The proposed 57 square foot non-illuminated sign is proposed to mounted and painted on a 1"
thick sheet of extira which would be attached to the existing 2-story office building with 3/8
inch-thick thru bolts. The "EXIT" letters will be individually painted onto the extira; the logo of
a house or houses will be 1/4 inch-thick aluminum; and the 7.25" x 10' 4" "EXIT Real Estate
Results" sign will be located on what appears to be a monolithic block. All of the good examples
of Town Center signage depicted in the Code, as well as the visual guidelines adopted in 2003,
depict separate individual letters and logo.
Subsection 20-327 (t) (3) of the Code states that "The maximum e:ross area of sims on a
e:iven facade shall not exceed ten (10) percent of the applicant's facade area". It further
states that "All sie:ns shall be desie:ned to be compatible with the respective storefront and
subiect buildine: in scale. proportion. and color and should be visuallv interestine: and
comnatible in the context of the town center e:uidelines." Staff notes that no other Town
Center business has come even close to this maximum (the typical building mounted single
tenant sign in the Town Center is approximately 2' x 10' or 20 square feet. Staff believes the
proposal is too large for and out of proportion with the building fayade as well as not being
comprised of separate letters and symbols.
Staff has attempted to work with the applicant to modify the sign to comply with the code
requirements. The applicant has requested to move forward with the original design.
The Town Center Code has contained aesthetic review language since 2000, but the City-wide
aesthetic review, with specific criteria, was promulgated in 2004 (Ordinance No. 2003-43,
01/26/04). Pursuant to Section 9-603 of the City Code, the City Commission may approve,
approve with conditions, or disapprove the application only after consideration of whether the
following criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.
The proposed sign appears totally out of proportion to the building fa~ade. It is nearly 3
times as large as most building mounted single tenant signs in the Town Center and
incorporates large block copy areas of logo and wording (the houses and the words "Exit
Real Estate Results"). Further, it covers or would require the medallion on the face of the
building to be moved.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.
The proposed signage does not appear in harmony with existing and future development in
the area, because, it is large, to the point of being out of proportion with the building
fa~ade and also substitutes a large block area for individual symbols and letters.

(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully constructed,
or included on the same permit application, and facing upon the same or intersecting street within
five hundred (500) feet of the proposed site, with respect to one or more of the following features
of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roofline,
hardscape improvements, and height or design elements.
The signage is dissimilar to the other signs in the Town Center in terms of size,
proportion, and the use of what appears to be a monolithic block of copy. Staff
believes it is out of character with other Town Center signage.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect
to architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community.
Staff believes adding this sign would not be in harmony with or enhance the
established character of the Tuskawilla Office Park or the rest of the Town
Center.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne
Center guidelines, SR 434 design specifications) and other applicable federal state or local laws.
Staff believes adding this sign would be inconsistent and incompatible with the intent and
purpose of this Article and the Town Center guidelines.
(6) The proposed project has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns
and piers, porches, arches, fountains, planting areas, display windows, and other distinctive
design detailing and promoting the character of the community.
The sign appears to incorporate a monolithic copy block that staff believes is distinctively
out of character with the Tuskawilla Office Park and the rest of the Town Center.
STAFF RECOMMENDATION: Staff recommends the request for aesthetic review be
denied.

tionary aesthetic appropriateness re-
view by the DRC in order that signs
are consistent and in harmony with
the Winter Springs 'lbwn Center. The

shall make a determination of appro-
priateness on a case by case basis.

or mounted above the top of the
facade. Free standing monument
signs are permitted by special excep-
tion along State Road 434 frontage.
Temporary menu board signs are
permitted subject to the restrictions
and uniform design standards set
forth in this 'lbwn Center Code.
Wayfinding signage is encouraged,
but must maintain the uniform de-
sign standards adopted by the DRC
for the 'lbwn Center.

reduction in the minimum clearance

regular business hours and shall be
removed during non-business hours
and during serious incidents of in-
clement weather that may destabi-
lize the menu board. Menu boards
may be placed on private property or
within the public right-of-way, pro-
vided they do not interfere with ve-
hicle access, pedestrian movement,
or wheel chair access to, through,
and around the site. At least six (6)
feet of clear sidewalk width must
