REQUEST: Utility Department Informing the City Commission on the Potable Water
usage for 2006.
PURPOSE: The purpose of this agenda item is to inform the City Commission on the potable
water usage for 2006 compared to prior years.
CONSIDERATIONS:
Since the City Commission adopted the water restriction ordinance on February
26, 2001, the annual water usage has consistently been lower than the amounts allocated
by our Consumption Use Permit issued by the St. Johns River Water Management
District. The attached graph and table show the impact that the ordinance has had on
potable water usage. The last year that we exceeded the Consumption Use Permit was in
the year 2000 when we used III million gallons over our allocation. That year our annual
rainfall was only 41 inches.
The total rainfall in 2006 was only 49 inches and the total consumption was 336
million gallons below our annual permitted allocation for 2006. We also pumped less
water last year than we did in 2000. There has been an estimated increase in the
population of2,700 that have connected to the water system since 2000.
Staff is in the permit review process for a new SJR WMD CUP which expired in
October 2006. Recently, the SJRWMD has held rulemaking workshops indicating the
groundwater withdrawal limits for all users will be capped at the 2013 projections from
the District's 2020 Water Supply Plan. For Winter Springs, the 2013 Water Supply Plan

projection extrapolates to 5.37 million gallons per day (MGD). The 2006 average for
Winter Springs was 4.46 MGD which puts us in good shape relative to the 2013 cap. The
reclaimed water augmentation project will further reduce the potable water withdrawals.
