REQUEST: Public Works Department is requesting approval to enter into a contract with
Southland Construction for the Construction of the Dyson Drive Sidewalks
Piggybacking off of Seminole County's 2007 Public Works Construction
Contract CC-I075-061
PURPOSE: The purpose of this Board item is to request approval to enter into a contract with
Southland Construction in the amount of $506,743.30 to construct the sidewalks on
Dyson Drive piggybacking off of Seminole County's 2007 Public Works
Construction Contract CC-1075-06l
CONSIDERATIONS:
· This project was previously approved by the Commission on April 1 0, 2006, under
Regular Agenda Item 300. The Commission approved the Interlocal Agreement with
Seminole County that provides funding up to $1,000,000 for sidewalks and traffic calming
on July 24,2006 under Consent Agenda Item 403.
· At the November 27,2006 City Commission meeting, the Commission approved a
construction contract with Sunshine Building and Development Corp. in the amount of
$585,439.00 for construction of the Dyson Drive sidewalks. Upon submission to
Seminole County for approval (as required by the Interlocal Agreement), the County
requested that the City reevaluate the contract price using the new 2007 Seminole County
Public Works Construction Contract CC-1075-061. Southland's price under the new
contract of$506,743.30 is $78,695.70 lower than Sunshine's previous price and is
therefore recommended for approval. Although the Commission previously authorized
entering into an agreement with Sunshine, no agreement was executed and there are no
penalties for going to the lower bidder (Southland) under the new County contract.

. This contract will be for the construction of the sidewalks only with no traffic calming
medians or mini-traffic circles. The limits of construction are from the Howell Creek
Bridge to Shetland Avenue.
FUNDING:
Funding is being provided by Seminole County through the Interlocal Agreement
after their approval of the cost of the contract. Per the Interlocal Agreement, Seminole
County will make funds available up front after approval with no cost to the City.
RECOMMENDATION:
Staff recommends approval of the contract with Southland Construction, authorizing
staff to submit the proposal to Seminole County for approval in the amount of $506,743.30
plus a 10% contingency amount of $50,674.
IMPLEMENTATION SCHEDULE:
The Notice of Award will be presented to Southland Construction within ten days of
approval by Seminole County with the Notice to Proceed issued after the Preconstruction
meeting.
