REQUEST: The Community Development Department - Planning Division requests that the
City Commission establish a date for a joint City Commission and Local Planning Agency
Workshop. [The purpose of the Workshop is to identify possible subject matter (issues) to be
addressed in the Evaluation and Appraisal Report (EAR) and prepare a draft list that will be the basis
for discussion at a subsequent Public Workshop with the Local Planning Agency.]
PURPOSE: To comply with 163.3191(1)(c), Florida Statutes which requires the City to identify
and clarify issues that are important to the community.
BACKGROUND: The Comprehensive Plan describes the way that a community will develop
and grow, lists goals and objectives for different parts of the community, and lists the policies to
direct programs, budgets and decisions. However, over time a community changes. Some changes
are consistent with the growth anticipated and planned, but other circumstances bring changes to the
community that were not anticipated. In order for the Comprehensive Plan to be useful in guiding
future growth and development, it must be brought up to date to reflect changes and new
circumstances.
The Evaluation and Appraisal Report functions as an audit ofthe successes and shortcomings ofthe
Comprehensive Plan and provides opportunities to identify needed amendments. Florida Statute
requires local governments to adopt an EAR once every 7 years. Amendments may include changes
to update the plan to reflect changed local circumstances and changes in state law, as well as changes
in the goals of the local community.
The process of preparing the EAR provides an organized way to look at the Comprehensive Plan and
a way to determine how well the Comprehensive Plan fits the community's current and future needs
and desires.
As a result of legislation in 1998, not every portion of the Comprehensive Plan is thoroughly
evaluated in the Evaluation and Appraisal Report - only those major issues that affect the City's
ability to achieve its goals.

This workshop is the first step in deciding what subiect matters (issues) are to be included in the
EAR. A subsequent Public Workshop will further identify and clarify important issues for the
community, and will be followed by a scoping meeting of affected agencies where the agencies agree
or modify the list of issues. The local government then finalizes the list of issues to be included in
the EAR.
This list of local issues becomes the focus of the EAR. Issues must be identified clearly and
specifically, so that the resulting document is a useful tool and not just an exercise in compliance.
The list of major issues is summarized and sent to DCA with a request for a letter expressing DCA's
agreement with the topics selected to subsequently guide DCA's review of the adopted EAR for
sufficiency.

City Commission Update on Letter of Understanding (LOU)
Staff to transmit Letter of Understanding to the State DCA
Give input on date- (Wed. Feb 28 or Wed. Mar. 7 ??)

STAFF RECOMMENDATION:
The Community Development Department - Planning Division recommends that the City Commission
establish a date in late January (Monday, January 29) or early February (Monday, February 5) for a
joint City Commission and Local Planning Agency Workshop. [The purpose of the Workshop is to
identify possible subject matter (issues) to be addressed in the Evaluation and Appraisal Report
(EAR) and prepare a draft list that will be the basis for discussion at a subsequent Public Workshop
with the Local Planning Agency in February or March.)
Additionally, the Community Development Department - Planning Division requests that the City
Commission give direction on a date for the Public Workshop with the LP A, possibly Wednesday, Feb. 28 or
Wed. March 7.
