REQUEST:
The Parks and Recreation Department requests that the City Commission
reviews the bid document information (plans), staff comments, and
schedule for construction of the Senior Center addition and Therapy Pool.
PURPOSE:
To purpose of this item is to inform the City Commission about the Senior
Center Addition and Therapy Pool.
CONSIDERATIONS:
. On October 27,2006, the City Commission approved the first amendment to Seminole
County/City of Winter Springs HUD/CDBG Sub-recipient Agreement which provides a
total of $ 855,000 of CDBG funds from Seminole County and an extension until
December 31, 2007 to complete the project.
. The bid document information is out to bid; City Staff has reviewed and commented on
the project. Staff is working through the comments.
. Site PlanlFinal Engineering will go through the Planning and Zoning Board, and City
Commission along with Aesthetic Review.
. The project has a very tight schedule.
. In order to meet HUD regulations for the timelines of CDBG expenditures it is important
that most of the CDBG funds be expended by June 2007.

1. Final engineering site plan to incorporate all of the requirements of sections 9-46 and
9-73. Some of the basic site plan components were not incorporated into this submittal.
These include, but are not limited to the following: location map, legal description,
zoning of the site and adjacent properties, 100 year floodplain information, existing site
features (e.g. vehicle accommodation areas, sidewalks, dumpster enclosure, signage,
lighting, fences, walls), additional sidewalks, lighting plan (location, height, type of poles
and fixtures, photometric plan - demonstrating no off-site spillage greater than 0.5 foot-
candles, poles and fixtures consistent throughout entire the site), as well as landscaping &
irrigation plans.
2. Typically when a facility (public or private) is substantially altered, the entire site is
brought into compliance with current specifications to the extent reasonable. The
following need to be considered for inclusion into this site plan:
a) connecting the facility to the existing sidewalk along N. Edgemon with a HC
accessible sidewalk;
b) ensuring all HC parking and access meet current HC specifications (e.g. at least 1
accessible route complying w. Code shall connect accessible buildings, accessible
facilities, accessible elements, and accessible spaces on the same site; minimum
wheelchair passage width, turning spaces, etc.; proper clearances for public telephones;
curb ramps; HC parking spaces to be located on the shortest safely accessible route of
travel from adjacent parking to an accessible entrance - in buildings w. multiple
accessible entrances with adjacent parking, accessible spaces to be dispersed and located
closest to the accessible entrances; and proper slopes for spaces, access aisles, sidewalks,
ramps, etc. - any slope greater than 1 :20 is considered a ramp and must comply with
ramp specs; and
c) ensuring or bringing site signage into compliance with Ordinance No. 2006-18.
3. Comprehensive Plan, FLU Element policies 1.5.1, 1.5.2, 1.5.3, 1.5.4, 1.5.5, 1.5.6,
requires provision for multi-modal (bike, pedestrian, and transit) alternatives at new and
altered sites. This seems an especially pertinent site for such consideration and provision.
4. Comprehensive Plan, Recreation Element Policy 1.5.2 requires any park undergoing
renovation to incorporate wheelchair and bicycle access. This may not technically be a
park, but, in conjunction with the above cited policies, it appears very pertinent.
5. Comprehensive Plan, Infrastructure Element Policy IV-B-4.7 requires 50% of the
required landscaping area to be xeriscaping and native plant materials.
6. Sec. 9-278 (3) requires all parking lots be effectively screened on each side which
adjoins or fronts on any residential or multi-family district by a wall, fence, or densely
planted compact hedge. See this section for further specs.
7. Address the need for loading space (9-278 (8)).
8. Site plan and survey do not identify any existing dumpster enclosures. Dumpster
enclosure(s) to be provided consistent with section 9-280 & 9-281. Dumpster enclosures
receive separate building permits and are part of the aesthetic review.
9. Site plan should depict location or locations for construction office and other tool
and/or material supply or storage trailers. This will expedite permitting these at time of
construction.
10. Of special interest to the public safety is the plan to safely separate demo &
construction activities and traffic from the normal operations of the existing facilities.
Buffering the construction from the adjacent residents is another very important factor to
address. Hours of operation, including staging truck deliveries, can playa major role in
this.

1. The Aesthetic Review requires a separate application and fee for processing. Please
submit this with your revisions. The Application is attached.
2. The elevations are mislabeled:
. The north elevation should be identified as the "east" elevation, or "existing front
entrance";
. The east elevation should be identified as the "north" elevation;
. The south elevation should be identified as the "west" or "rear" elevation; and
. The west elevation should be identified as the "south" elevation or "parking lot
elevation".
3. The parking lot elevation is by far the least aesthetically pleasing, yet will serve as the
main entrance to the therapy pool; however, this entrance is not distinguishable to people
looking for the entrance. It is hidden from view and if seen, appears as a private service
entrance.
. The architecture needs to highlight this entrance with a change in the roofline
and entry doors that are visible from the parking lot.
. The entryway should include a porte cochere that extends over the driveway as a
protected drop-off area. This feature is important to the architecture of the
building but is even more valuable in providing protected and easy access to
those with limited mobility.
. The entryway needs a foyer area on the interior that is not confining to allow
people to congregate, similar to the area at the main entrance (see Attachment).
. Additional windows are needed to break up the factade, but more importantly to
make the parking lot safer. The current plans do not show enough connection
between the new building and the new parking lot. This could be easily
accomplished by moving the interior utility uses along the "south" side of the
building (parking lot side) to the north side and having the "north" windows placed
on the "south" fal/ade.
. Add foundation planting areas with a minimum depth of 10 feet (in key locations)
to soften the building and provide needed shade. These areas should be large
enough to accommodate shade trees and flowering shrubs.
4. The aesthetic review requires that a proposed building blend or replicate existing
facilities. In this case, the existing facilities are steel buildings and the applicant is
proposing to use the same materials and colors as the existing building. The addition of
a porte cochere will help the building look more inviting and less like a utility shed. It will
also tie the new building in with the existing one, while disguising its utilitarian function.
5. Neighborhood buffering.
. Existing trees between the proposed parking lot and existing residential
properties need to be saved. Tree protection barriers are required prior to any
site work. A tree protection detail with notes needs to be included on the
demolition plans (see Attachment).
. Section 9-278 (3) Screening and landscaping, requires all parking lots to be
effectively screened from residential properties by a wall, fence or densely
planted, compact hedge of not less than three (3) feet nor more than four (4) feet
in height and shall be maintained in good condition.
6. Landscaping.
. Landscape plans have not been included. The applicant is responsible for
coordinating all elements of the application, so that the application is complete
and can be taken forward, regardless of who is preparing the plans.
. Landscape islands are not required. However, trees should be included at
strategic locations to shade the parking lot and the building.
. Add foundation plantings. These areas should be large enough to accommodate
shade trees and flowering shrubs.
. Landscape plans are required to include 50% native plant material.
7. Lighting. If parking lot lighting is proposed, it must not have any off-site spillage of the
light.
8. Locate meter boxes and backflow preventers so that they are not visible from the parking
lot entrance and so that they are adequately screened.
9. Dumpster. Is there a dumpster currently on site? If so, it needs to be brought into
compliance with the dumpster screening requirements found in section 9-281. It needs to
be included in the Aesthetic Review submittal and should be detailed to match the
building and requires an opaque gate.

DIAMETER TO BE CUT. THE CUT MUST BE A CLEAN CUT WITH AN APPROVED ROOT
SAW AND NOT A TRENCHING MACHINE. COAT CUT FACES OF ROOTS WITH AN
EMULSIFIED ASPHALT OR OTHER ACCEPTABLE COATING, FORMULATED FOR USE ON
DAMAGED PLANT TISSUE. EXPOSED ROOTS ARE TO BE TEMPORARILY COVERED WITH
WET BURLAP TO PREVENT DRYING AND THEN COVERED WITH EARTH AS SOON AS
POSSIBLE.
10. INTERFERING BRANCHES MAY BE REMOVED AT THE DISCRETION OF THE OWNER OR
HIS DESIGNATED REPRESENTATIVE BY A CERTIFEID ARBORIST, LICENSED FOR WORK
IN THE CITY.
11. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROVIDING WATER TO TREES AS
REQUIRED TO MAINTAIN THEIR HEALTH DURING THE CONSTRUCTION PERIOD.
12. IF TREES ARE HARMED THROUGH THE LACK OF PROTECTION OR THROUGH
NEGLIGENCE ON THE PART OF THE CONTRACTOR, THE CONTRACTOR SHALL BEAR
THE BURDEN OF THE COST OF FINES. REPAIR OR REPLACEMENT.
13. THE CONTRACTOR SHALL BE RESPONSIBLE FOR REPAIRING OR REPLACING TREES
WHICH ARE DAMAGED IN THE CONSTRUCTION OPERATIONS, IN A MANNER
ACCEPTABLE TO THE CITY, SUCH AS:
a. THE CONTRACTOR SHALL EMPLOY A QUALIFIED TREE SURGEON TO REPAIR
MAJOR DAMAGES TO TREES AND SHRUBS, PROMPTLY, TO PREVENT
PROGRESSIVE DETERIORATION CAUSED BY THE DAMAGE; OR
b. THE CONTRACTOR SHALL REPLACE TREES DAMAGED BEYOND REPAIR, WITH
FOUR (4) TREES OF SIMILAR QUALITY AND SPECIES. SIZED TO MATCH THE
LARGEST TREES OF THAT SPECIES, BEING PLANTED AS PER THE LANDSCAPE

DURATION OF APPROVAL: Approvals for Aesthetic Review shall expire eighteen (18) months from
the date the City Commission renders its approval at a public meeting if the Applicant fails to obtain a
building permit during that time. Reasonable extensions may be granted by the Commission upon good
cause by the Applicant, provided substantial changes have not occured in the surrounding area that would
make the prior approval inconsistent with the criteria set forth in Section 9-603.
INFORMATION FOR THE APPLICANT:

During the Public Hearing, the APPLICANT may be present in person or by counsel, and the
APPLICANT has the right to present evidence in support of the application and cross- examine adverse
witnesses whose testimony is offered at the hearing.

The following CRITERIA will be considered by the City Commission:
(1) The PLANS AND SPECIFICATIONS of the proposed project indicate that the setting,
landscaping, proportions, materials, colors, texture, scale, unity, balance, rhythm, contrast, and simplicity
are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural
character of the community.
(2) The PLANS for the proposed project are in harmony with any future development which has been
formally approved by the City within the surrounding area.
(3) The PLANS for the proposed project are not excessively similar or dissimilar to any other building,
structure or sign which is either fully constructed, permitted but not fully constructed, or included on the
same permit application, and facing upon the same or intersecting street within five hundred (500) feet of
the proposed site, with respect to one or more of the following features of exterior design and appearance:
a. Front or side elevations;
b. Size and arrangement of elevation facing the street, including reverse arrangement; or
c. Other significant features of design such as, but not limited to: materials, roof line, hardscape
improvements, and height or design elements.
(4) The PLANS for the proposed project are in harmony with, or significantly enhance, the established
character of other buildings, structures or signs in the surrounding area with respect to architectural
specifications and design features deemed significant based upon commonly accepted architectural
principles of the local community.
(5) The PROPOSED PROJECT is consistent and compatible with the intent and purpose of this
article, the Comprehensive Plan for Winter Springs, design criteria adopted by the City (e.g. Town Center
guidelines, SR 434 design specifications) and other applicable federal, state or local laws.
(6) The PROPOSED PROJECT has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers,
porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and
promoting the character of the community.
By submitting this application you hereby grant temporary right of entry for city officials to enter upon the subject
property for purposes of evaluating this application.

1. Locate hose bib in pool area to wash down the deck.
2. Locate storm drains on pool deck.
3. Locate 110 outlets on wall therapy pool deck, west and north walls.
4. Do we have higher lighting levels in all areas?
5. Locate underwater lights in the pool?
6. All restrooms are to have big thick light switches.
7. How is the pool heated?
8. Contrast the color (tips) of the pool steps.
9. Use large print signage on all signs in the Senior Center.
10. Use only low VOC Paints on all interior walls.
11. Should all bathroom sinks have battery powered sensors for on and off?
12. Put in according to divider wall in multi-purpose room or build to
accommodate future movable divider wall.
