COMMISSION AGENDA
ITEM 404
CONSENT
January 8, 2007
Meeting
REQUEST: The Community Development Department, Urban Beautification Services
Division, is requesting authorization to adjust the City baseline monthly
streetlight rate to $13.13 as per the revised rate schedule provided by Progress
Energy which became effective January 1,2007.
PURPOSE: This agenda item is needed for the City Commission to approve a revision of the
baseline streetlight rate for City standard concrete streetlight poles and standard lOOw
cobra light fixtures.
CONSIDERATIONS:
On April 13, 1998, the City Commission adopted the City standard streetlight
consisting of (1) one non-decorative concrete pole attached to (1) one basic lOOw cobra
fixture. This streetlight configuration is provided as a minimum lighting configuration by the
City along public roadways throughout Winter Springs.
Around November of each year, Progress Energy makes available to the City of
Winter Springs a revised rate schedule for streetlighting that becomes effective January 1 st of
the upcoming year. The revised rates are based upon cost adjustments that have received
approval from the Florida Public Service Commission (FPSC).
Based upon Progress Energy rates approved by the FPSC and published in the rate
schedule effective January 1, 2007, the City standard base streetlight cost should be adjusted
from $13.29 per month to $13.13 per month.

FUNDING:
Funding for the City standard streetlighting will continue to come from the Urban
Beautification, Utility Services - Streetlighting Line Code (1525-54312).
RECOMMENDATION:
Staff recommends the City Commission approve the revised monthly standard street-
light rate of $13 .13 per unit; a reduction of $.16 per unit as compared to the cost in 2006.
IMPLEMENTATION SCHEDULE:
The Progress Energy streetlight price revision became effective on January 1, 2007;
therefore, the new cost would be retro-active to the effective date upon Commission approval.
