• • Tuscawilla Lighting and Beautification District City of Winter Springs Steven T. Richart, Urban Beautification Coordinator Monthly Report: November 2003 Direct: 407-327-5976 Fax:407-327-6695 E-mail: srichart@winterspringsfl.org November `03 • The bridges on Northern Way are in process of being cleaned this month. • Dead pine trees (5) removed on Winter Springs Blvd medians. • Landscape replacement at entrances completed (Tuskawilla Road, Shetland, Trotwood, and Seneca). • Tuscawilla Homeowners installed holiday poinsettias at the entrances this month. • The backup sump pump system has been ordered from Freeport Fountains. Funds will come from the RM -ponds line code. • Irrigation mainline break at island #20 on 11/19/03. The air relief valve will be installed by P&L maintenance in this area to help evacuate air hammer on the mainline. • The globe lighting study project is in progress. Maps have been made and Progress Energy has been contacted for an initial meeting with Linda Tillis and Steven }tichart. • P&L Maintenance has treated weeds in the turf with a selective herbicide. • The contractor installing the electrical service for the minor entrances and Seneca has failed inspection due to labeling and improper conduit. The effort should be completed this week. Power should be on by the week of 11/25/03. Hopefully. • The new low voltage lighting at Vistawilla has been vandalized and repair has been ordered. One light was destroyed. • Bidding for the next phase of landscape replacements on Winter Springs Blvd. medians is in progress. This will address dead and dying plant materials as well as bare areas that had plant material in the past that was never replaced. • Landscape plant replacement at small entrances is in progress pursuant to the discussion at last month's meeting. It will require proper timing due to the possibility of a freeze which will cause this project to take several months. The African iris at Trotwood entrance were trimmed in the interim. There seem to be no visible issues with installing shallow test wells in the ROW along Winter Springs Blvd. across the street from Colt Drive. I also think it would be reasonable if the test wells were installed in the island directly across from Tuscany's which is adjacent to Colt Drive. Please let me know where you would prefer locating these wells. If you decide to go in the island - I will mark suggested locations with survey markers at a 60' spacing. At our October 28th meeting, Chairman Don Gilmore brought up the subject of landscaping at the Trotwood entrance. He indicated that the landscaping looked like overgrown weeds (I am paraphrasing). He compared it with the cleaner look across the street at the Oak Forrest entrance. He requested all TLBD members to go and take a look personally. I did. I also took the attached photos. I concur with Don. I have always felt, and stated at various meetings, that the choice and look of landscape material at the various entrances leaves much to be desired. I have shared previous photos at our meetings. Trootwood is a good example of a mismatch. Either the plants are too tall or the wall is too short. I believe it's both. 2. I am sending the photos I took of the Oak Forest entrance by separate email so as to not make this one too long for downloading. The Oak Forest entrance shows an example of height control of the plant material as well as the benefit of the having a higher wall background. This is something that we need to think about. I only hope that Oak Forest takes a hint from Tuscawilla on our new lighting design. Had I stayed there longer and taken the photos, the light would have been too bright and overwhelming. 3.
