Spoke with Matt at Cathcart Construction on 6/03/03. He will get back to me on replacement schedule. Also discussed many pine trees that are in decline on Winter Springs Blvd. Srstory: Dobson's was contacted on 4/22/03 for replacement dates. I could find no status on this in the files. Prior to my call, Matt was unaware of the dead trees. 6/2/03 Irrigation work on valves located at islands on Winter Springs Blvd in the area of Arrowhead. Debris pile near plarrter/ signage at Seneca and Winter Springs Blvd. Will have this removed by P&L Lawn Service. 6/3/03 Dead oak tree down along Winter Springs Blvd between the bridge and Chestnut Estates was removed. The tree was not recoverable. Weeds at Tuskawilla entrance fountain brick hardscape area. Will speak with P&L at meeting this week. 6/3/03 Spoke with Jeff Norris at P&L Lawn about meeting on Friday. Also discussed irrigation work on Winter Springs Blvd. He noted that the male adapters on the irrigation system mainline were cracking on a regular basis. suggested investigating the use of air pressure relief valves and/ or a pressure regulation valve at the connection point for the reclaimed water service. ARer investigating the recent breaks and the water pressure, I do not believe that the cracks are attributed to installation failure but surging and possible excess mainline pressure at varying hours of operation. 6/4/03 Several broken heads along Winter Springs Blvd. Will report to P&L Lawn on Friday. Met with Mrs. Gomez of 1015 Dyson about imgation at planter /sign feature area. Also inspected capitols at columns to be installed properly. They are currently on the ground. Requested pricing to repair. 6/5/03 Requested spraying of pests on Winter Springs Blvd medians. Caterpillars eating the oleander foliage and insects attacking ferns. Spoke with Jeff Norris about previous insecticide applications on turf areas. Asked for dead shrubbery to be removed on the Winter Springs Blvd medians and a count to be made and submitted to my attention Reported backflow device to be leaking at median near Chestnut Estates. 6/6/03 Watering to be reduced at Seneca signage areas by approximately 30%. Spoke with Jeff Noms about evaluating liriope for crown rot. Met with Lights Unlimited at Vistawilla signs to discuss billing and needed repairs. Also requested suggestions and information related to the failures due to moisture buildup in the ballasts of light fixtures. Ordered repair of light at Vistawilla sign (loose fixture) and exposed high voltage wire at Seneca sign. • • Met with Jeff Norris about a second mainline break at the Winter Springs Blvd median near Arrowhead. This is in the exact location as before. Discussed resolution to water hammer and requested installation of `air pressure relief valve' as per agricultural specifications. Found nozzle at north fountain clogged. This was cleaned by Florida Water Features within hours of my call. Met with Jeff Norris about Dyson sign irrigation at residence 1015 Dyson Road. Also discussed plant replacement quote for sign area at Shetland sign area. P&L is doing a fine job and are very responsive. 6/10/03 Lightning damage at Tuskawilla Road entrance fountains. Called Freeport Fountains and Progress Energy. Power reading at the 3 phase electrical box gave readings of 105/105/350 VAC. This is irregular signaling a transformer issue. Met with technician from Freeport. 6/11/03 Tree removal at Winter Springs Blvd island #1 and North fountain area next to Tuskawilla Road. Met with Progress Energy repairman to verify transformer outage. One pipe was broken during tree removal at North fountain next to Tuskawilla Road. Called P&L Lawn to repair. 6/16/03 Completed projects: (1) Capitols repaired at Dyson sigq (2) Irrigation repair at residence near 1015 Dyson at sign area, (3) Electrical repairs at signs Vistawilla and Seneca. Called Florida Water features for a fountain filter cleaning. They had already completed the task. Verified that the fountains were repaired and power restored properly. 6/17/03 Update on irrigation upgrades from P&L Lawn: Islands 1-11, entrance at Tuskawilla Road and Winter Springs Blvd., Seneca Islands (2), Shetland, and Tuscora. Tmtwood has a pressure problem on 1 zone. I am getting involved on this area to determine if this can be easily corrected. Found lightning damage at Shetland /Citrus sign area at breaker box. Called electrician to replace photo sensor and surge suppressor. 6/18/03 There is a large pine tree directly behind the south Tuskawilla Road entrance fountain that is dead and will need to be removed. 6/19/03 Work has begun at the Shetland J Citrus sign to repair the damage due to the auto accident 6/20/03 Car accident due to rain on Winter Springs Blvd. (island) near Country Club Village. One tree was destroyed and several bushes damaged at the bull nose area of the island. A police report was not found on this accident. Order to proceed was sent to Del-Air, Inc. on the relocation of the residential waterline around TLBD sign at 1157 Howell Creek. 6/23/03 Called NW Sign Lndustries (formerly Meurett Sign Company) to get an update as to when the signage at the minor entrances would be installed. John stated that the artist has been on vacation and he estimated they would be installed in about (1) month. Check watering times on irrigation at the south fountain area -entrance at Tuskawilla Road. Please also provide a current summer irrigation run schedule for the complete project 2. Shetland and Citrus sign area. Please mow /maintain about 30' more from the stop sign toward Citrus. 3. Please spray or hand pull crack and bed weeds at all sign areas in Tuscawilla. The bricks in street areas and inside beds (induding unfinished raised beds) need to be weeded. The Dyson sign beds were bad earlier this week 4. I checked the irrigation repair at Dyson yard (Mrs. Gomez). Looks good. 5. If you have any items for the TLBD meeting, please get them to me by Tuesday 24th before 3:OOpm. You are welcome to come visit one of the meetings should you have something to say. Let me know a month in advance if you ever wish to attend. 6. Please re-examine the condition of all ferns and coontie on Winter Springs Blvd. They may need additional applications of pestidde, espedally the ferns. Also, can we look at a fungidde for the affected liriope evergreen giant at Seneca signs? Maybe a test area. 7. Starmer, and the general contractor representative; Matt were advised that our water supply pipe from the meter of Seminole Utilities to our home was located directly beneath the location of the beautification entranceway wall. The service pipe was located at the time of excavation and was at a depth and position that placed it directly through the center of the concrete footing to be poured. At that time, I was assured by the contractor the pipe would be relocated before the concrete was installed. The construction site was approved by the city inspector without the pipe relocation and the concrete was installed, enclosing the pipe. The +contractor again agreed to reroute the pipe around the base of the entranceway wall, but that has never occurred. The City of Winter Springs and The TLBD are frilly responsible for any breaks, leaks or interruptions in our water supply. We have had numerous telephone conversations with George Edwards, William Starmer and recently with Alan Hill about our concern, but no visible action has occurred. We feel that the responsible person(s) are aware of the problem and have had ample time to address it without our continuous prompting. It now has been several months since all work has stopped at this site and we have never been advised of a completion date for the relocation of our water pipe we are requesting -your assistance in correcting this dilemma before airy problem occurs with our water supply and we incur a major expense.
