Regular Meeting Authorization
REQUEST: The City Manager requesting the Commission to Authorize Funding for
Preparation for Possible Funding for City Projects Through the Upcoming Federal
Stimulus Package.
PURPOSE: This agenda item is needed for the Commission to authorize staff to prepare
applications for upcoming Federal Stimulus funding.
CONSIDERATION: As anticipated, we have received indication from the Congress of
their intent to have at minimum, a $500 billion Federal Stimulus Package for President
Obama's signature no later than January 20, 2009.
As in the past, with this type Federal Funding, projects which are ready to go will receive
priority funding.
No details have been issued as yet other than the indication that projects that will be
considered must be ready to go to bid no later than April 1, 2009. Projects that will be
ready to go to bid prior to April 1, 2009 will probably get priority funding.
To prepare us for potential funding we need to do the following:
1. Forward a list of all projects than can go to bid no later than April 1, 2009 to the
Florida League of Cities.
2. Finish design of projects that can be ready for bidding by April 1, 2009.

FUNDING: As shown above the Commission would need to authorize $55,000 from the
1999 Bond Fund, line code 305-65000-70008 and $80,000 from the General Fund
Reserves to complete the design work for Magnolia Park and Central Winds Park.
RECOMMENDATION:
1. That the Commission approves the list contained herein for submission for
possible Federal Stimulus funding.
2. That the Commission approves $55,000 from the 1999 Bond Fund to complete
design work for Magnolia Park.
3. That the Commission approve $80,000 from the General Fund Reserves to
complete the design of the Central Winds Park Improvements.

Congress has announced that they will return on January 6, 2009, to consider a $500 billion
stimulus plan for infrastructure; however, it is not yet known what the details of this plan will
include. Congress is hoping to have legislation ready for President-Elect Obama's signature
when he takes office January 20.
The Florida League of Cities is working with NLC in compiling data on local infrastructure
projects in Florida that are "ready to go" and could help stimulate the economy by creating jobs.
We are asking Florida's municipalities to provide information to the Florida League on
any infrastructure projects they have that could be ready to go to bid within 120 days. If
your city has projects that meet these criteria, please provide us with a brief description which
includes the cost of the project and an estimate on the number of jobs the project would create.
