REQUEST: The Police Department requests the Commission to approve the
expenditure of $72,000.00 from approved budgeted FY09 funds for the purpose of
purchasing sixteen (16) new digital portable, two (2) new mobile police radios and
associated equipment.
PURPOSE: To seek the consent of the Commission to approve the purchase of budgeted
items to assist the Police Department in continuing to provide the community with the
highest level of public safety available. Over the next four years, the Police Department
is mandated to purchase portable and mobile digita1800 MHz radios. This four year plan
will ensure that the Police Department will have adequate capability and be prepared for
the anticipated county-wide upgrade to a digital radio system by 2012. This plan is also
designed to spread the total cost of this purchase over four more years to prevent a large
one-time expenditure in 2012. This purchase will be the third year purchase of the five
year strategic plan established during the 2006-2007 budget process.
CONSIDERATIONS: In February 1996, the City of Winter Springs entered into a
Mutual Aid agreement with all Seminole County Public Safety agencies to enhance the
Communications capabilities of both fire and law enforcement personnel. This agreement
has allowed the public safety organizations of Seminole County to communicate with
each other during critical events and natural disasters.
Seminole County, as a result of new digital radio technology and FCC requirements, has
determined that all radio users within Seminole County must be prepared to switch from
analog to digital communication by 2012. In addition, the FCC has further mandated that
no manufacturer of radio equipment may ship or support analog technology after 2012.
Seminole County has set the technical specifications for the radios that will insure the
best quality communication levels public safety and other users currently experience.
These specifications require the purchase of the below listed equipment and will also
insure that the City of Winter Springs will be able to deliver the highest level of public
safety the community deserves and has grown to expect.
The equipment and associated costs follows:
• (16) XTS5000 "Astro II" portable radios @ 3,945.00 each, totaling
$63,120.00;
• (2) XTL5000 mobile radios @ $3,734.00 each, totaling $7,468.00;
• (5) Public safety microphone for XTS5000 @ $127.00 each, totaling
$635.00;
• (16) antennas for XTS5000 @ $21.00 each, totaling $336.00;
• (7) portable radio batteries @ $63.00 each, totaling $441.00.
Total: $72,000.00
FUNDING: Funding of the purchase of these radios will come from existing approved
budgeted FY09 funds.
RECOMMENDATION: Approve the expenditure of $72,000.00 from budget FY09
funds.
IMPLEMENTATION SCHEDULE: Immediately upon Commission approval.
