P & L landscaping is performing to standard. 2. Lightscapes has made repairs to the low voltage lighting at Vistawilla, Shetland, Tuskawilla Road, and Tuscora over the past 30 days. 3. The entrance signs at Vistawilla have be re-mounted by Sign King. The signs had previously come loose from the original mounting due to a poor design. 4. The lights at the south fountain (waterfall area at Tuskawilla Road entrance) are currently being repaired due to a short. C. Phase 2 Project 1. Results of the straw ballot votes were 1054 approving and 618 rejecting with 31 incomplete votes. 2. Regular Item 501 went to the City Commission on October 10, 2005, for approval. The maximum assessment cap was set at $65.00 for the project. (Copy Available) 3. Notice of Hearing will run (1x) in the Orlando Sentinel on October 20, 2005. Notice of Intent will run (4x) in the Orlando Sentinel on October 21, 28, & November 4, 11, 2005. D. Other Projects 1. Installation of (2) Sylvester Palm trees at the Main Entrance, behind the waterfall areas, this week at a cost of $7,000.00. 2. The poinsettias have been ordered for the TLBD entrance beds at (2150 units) $5,697.50 plus $300.00 (soil). 3. Lightscapes is scheduled to install garland and bows at the entrances as done last year. They will also be providing a quote for upgrading the holiday decoration program. Richart, I am writing to you concerning the wooden and concrete fence along Tuskawilla Road near the intersection of Tuskawilla Road and Trotwood Boulevard. We moved to Tuscawilla in May 2000. We have been pleased with the many renovations so far! Hurricane Charley last August finally demolished the wooden part of the fence along Tuskawilla Road. It looks bad. I realize not everything can be fixed at once but I certainly hope this eye sore will not be ignored for long. I realize that the residents in my part of Tuscawilla are not a private homeowners association and we are not heard from often but my husband and I have been voluntary members of the THOA. Well, I just received a letter that said there was a projected estimate of EIGHT YEARS to get this eyesore fixed! It is a blight on our community. Oakforest, right across the street, has a beautiful wall, making ours stand out more in its state of deterioration! Clearly, we want the respect our community deserves. I am not against the lighting project, I just think its like wearing a beautiful dress under an ugly wore dirty coat! Please help me understand why the wall would be outside the scope of the TLBD assessment district. The purpose of the wall is to make the area along Tuskawilla Road approaching the Trotwood Blvd. entrance to Tuscawilla more beautiful, upscale, and at least as attractive as the opposite side of the road and the entrance to Oak Forest. The Oak Forest wall and landscaping make it look like the more upscale community than Tuscawilla. It seems to me that this is EXACTLY the purpose of the TLBD. In fact, when we presented this proposal to the TLBD just prior to construction of Phase 1, we were told it would have been done in the first phase if the lawsuit had not eaten up the reserve money built into that project. I don't really care that much about whether the wall is done through the TLBD or the City itself--I just want to see it done. It just seems to me, as I have stated, that the TLBD is an appropriate entity. Now, if the second phase is totally funded and the projects there do not leave room for it at this time, then certainly I want to see the City consider it so that the project is accomplished as quickly as possible, preferably within the next 6 months. It seems that we were completely forgotten when this brick wall was being erected. I was delighted as I watched long stretches of the new wall being erected along Tuscawilla, and could never have imagined that the short stretch of wall at our entrance wouldn't be part of this project. I recall finally seeing a load of bricks and supplies at the entranceway and was certain that this meant it would finally look great like all of the rest of this area. Instead, it was meant only for the immediate entrance and not the extension of the wall. What a disappointment! This certainly detracts from the overall impression of our beautiful area and now that the old fence is literally falling apart it looks like a poor and depressed area. To say that we are in the middle of a beautification project is quite laughable especially to those of us who live in the immediate area behind this wall and to those many families who take advantage of our park and those who go to the parking lot at the park to await their children after school. Many people use this entrance as I am sure you know. I implore you to give this situation serious positive consideration as it is such an eyesore, ablack-eye for our community, and also constitutes a security danger especially for those residents whose homes back up to Tuscawilla. Surely, this could be accomplished in a relatively short time period without an inordinate time period going by while it is being studied, anticipated, voted on, objected to, rehashed, etc. It is such an obvious need and should no longer be overlooked. Several years ago when I was chairman of the TLBD someone came before us and asked about whether the TLBD could replace the wall and as I remember it, we told them that the TLBD could really do anything within Tuscawilla that the residents wanted and were willing to pay for, but that it would take a vote of the people and the agreement from the city commission. We said appropriate charging would need to be set up etc. This has been done in the case of the Oak Forest wall. The difficult problem here, as with the Oak Forrest wall is that it is on private property and trying to get the residents within the PUD to buy into replacing a wall on private property may be a challenge. For a little feed back as to why we replaced the wall on the south east corner, as I remember it, we wanted to put the entry feature there, and needed and easement from the property owners and wanted the wall to blend in with the entry feature, so made the agreement to do the wall on that property for the easement. Tuscawilla Pioneer Garden Club introduced this wonderful community tradition to Tuscawilla on Christmas Eve of 1976. As time went by, the Garden Club assisted other communities in establishing their own tradition. Many of these communities, such as Heathrow, choose to light their Luminaria prior to Christmas Eve. They established the Sunday evening the week before Christmas as their community's night to display. These communities turned the selected evening into a Neighborhood Appreciation Night beginning at dusk. They set up fire pits in driveways with chairs about, serve cider, coffee, or hot chocolate, and other specialties. One resident will make funnel cakes, another serves popcorn, etc. As years have gone by, this has grown to where tables line the neighborhood's driveways. These Appreciation Nights celebrations then became known in other of the area's communities. Several areas within Tuscawilla already display Luminaria, as a neighborhood, prior to Christmas Eve. Some unite to light up their neighborhood with Luminaria, then band together in a neighborhood holiday party another area sings carols house-to-house with their neighbors ending with a cookies and hot chocolate get-together. Last year, the Garden Club was approached by a community near Tuscawilla. They had suffered considerable storm damage which had necessitated added assessments to their homeowner fees. Stress had set in, tempers had flared and individual's feelings had been hurt. The resident that contacted us had witnessed the display of Luminaria while visiting a friend in Heathrow. She thought that Luminaria could be something that could bring her neighborhood together for the holidays. One of our members set out to help her succeed. Come the Sunday before Christmas last year, at dusk it was a sight to be seen. The majority of their 200+ residents had participated. Friendliness was abounding! People were about, walking their dogs, strolling their children, warming by the fire pits and getting reacquainted with their neighbors. One neighbor even invited her church choir group to tour their neighborhood singing carols. For years, residents have voiced request that we in Tuscawilla display Luminaria on a night other than Christmas Eve. They had found it difficult to participate in Christmas Eve Luminaria for various reasons. Their reasons varied from: "I have 26 people come every Christmas Eve for dinner", to "we go out of town", to "we have church and I am in bell choir", "my grandchildren across town are in a program", etc, etc. Each year, the Garden Club donates and our Club members and their spouses devote several hours of their Christmas Eve setting up the Tuscawilla Main Entry Fountains with 500 Luminaria displayed for our entire community's enjoyment. After considerable consideration of all the factors involved, Tuscawilla Pioneer Garden Club has made the decision to change the date of displaying Luminaria from Christmas Eve to the Sunday before Christmas. As a result of this decision, this year's Luminaria display date will be December 18tH. We ask your consideration in also changing the date that you display Luminaria and to encourage the homeowners of your area to participate in this wonderful "Path of Friendship" on Sunday, December 18th We will also need your HELP in getting the word out to all of Tuscawilla on the change in the display date. The hearing will be conducted by the City Commission at 6:30 P.M., or as soon thereafter as the matter can be heard, on November 14, 2005, in the City Commission Chambers of City Hall located at 1126 East State Road 434, Winter Springs, Florida. The project to remove existing street signage and streetlights and install new decorative street lampposts and signage is referred to as the Tuscawilla (Phase II) Improvement Project. The assessment for each parcel of property within the Tuscawilla (Phase II) Assessment Area will be based upon the number of residential dwelling units per parcel of property measured in Equivalent Residential Units "ERUs." The assignment of ERU's is based on the level of benefit each lot receives from aesthetic beauty and enhanced safety as a result of the Tuscawilla (Phase II) Improvement Project. Amore specific description is set forth in the Initial Assessment Resolution Number 2005-40 adopted by the City Commission on October 10, 2005.
