HomeMy WebLinkAbout2005 10 19 Consent 200 Requesting Approval of TLBD Regular Meeting Minutes August 17, 2005 CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING SEPTEMBER 21, 2005 CALL TO ORDER Chairman Gary Hillery called the Regular Meeting of the Tuscawilla Lighting and Beautification District Advisory Committee to order at 7:00 p.m., Wednesday, September 21, 2005 in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Gary Hillery, present Vice Chairman Rande Thompson, present Committee Member Moti Khemlani, arrived at 7:11 pm Committee Member Helen Baker, present Committee Member Brantley Tillis, present Chairman Hillery led the Pledge of Allegiance. AGENDA NOTE: THE FOLLOWING CONSENT AGENDA ITEM WAS DISCUSSED IN THE ORDER AS DOCUMENTED, FOLLOWED BY THE REST OF THE AGENDA CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The August 17, 2005 Regular Meeting Minutes. “I MOVE TO APPROVE THE MINUTES AS WRITTEN.” MOTION BY VICE CHAIRMAN THOMPSON. SECONDED BY COMMITTEE MEMBER TILLIS. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. CITY OF WINTERSPRINGS,FLORIDA MINUTES TUSCAWILLA LIGHTING ANDBEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING – SEPTEMBER 21, 2005 PAGE 2 OF 5 PUBLIC INPUT Ms. Patty Condon, 709 Sybilwood Circle, Winter Springs, Florida: expressed her concern at the appearance of the Trotwood entrance to Tuscawilla. She stated that she is specifically referring to the southeastern portion, where there is a concrete and wooden fence that was originally erected by the developer of Tuscawilla. Ms. Condon also spoke about a portion of the fence which has been torn down and replaced with what is now the entrance to Tuskawilla Road at the Trotwood Boulevard intersection. Discussion. Committee Member Moti Khemlani arrived at 7:11 pm. Discussion. Ms. Laura Leigh Wood, 713 Sybilwood Circle, Winter Springs, Florida: spoke about the condition of the entrance to Tuscawilla at Trotwood Boulevard, and stated that she feels that this is an eyesore. Discussion. Ms. Constance Winning, 743 Sybilwood Circle, Winter Springs, Florida: commented about doing an upgrade to the fence on Tuskawilla Road as it adjoins Trotwood Boulevard. Discusssion. Mr. Richart said, “If this Board wanted to go forward with the ‘Wall Extension’, it would have to go the City Commission. We would have to work up a Plan and then go before the Commission. It would take a while.” Discussion. Mr. Richart further stated, “Government Services Group basically administers certain parts of our Taxing District. They handle our collections and the legal methodology of how this District operates.” Mr. Richart added, “And with this project, we have these boundaries in this Tuscawilla District that we have to adhere to. They would have to come in and do a study to see if this is an equal benefit to everybody.” CITY OF WINTERSPRINGS,FLORIDA MINUTES TUSCAWILLA LIGHTING ANDBEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING – SEPTEMBER 21, 2005 PAGE 3 OF 5 Chairman Hillery asked, “Are you recommending that we take this to the City Manager and discuss it with him to give us some guidance?” Mr. Richart said, “I think that would be a fine thing to do – sit down with Mr. McLemore [Ronald W.] and see what direction we should take with this.” Discussion. “I MOVE THAT WE TAKE THE MATTER OF THE EXTENSION OF THE WALL ON TUSKAWILLA ROAD SOUTH OF TROTWOOD [BOULEVARD] TO THE CITY MANAGER AND HAVE HIM ADVISE US, NOT IF, BUT WHEN WE CAN MOVE FORWARD WITH THIS PROJECT.” MOTION BY COMMITTEE MEMBER KHEMLANI. SECONDED BY VICE CHAIRMAN THOMPSON. DISCUSSION. MR. RICHART SAID, “I WOULD LIKE TO HAVE A REPRESENTATIVE TO CONTACT, AND MAYBE THAT IS YOU [MS. PATTY CONDON], AND TELL YOU HOW WE ARE PROGRESSING.I WILL GO RIGHT AWAY TO THE MANAGER. I HAVE YOUR NUMBER, SO I WILL GIVE YOU A CALL TO LET YOU KNOW.” VOTE: COMMITTEE MEMBER TILLIS: AYE CHAIRMAN HILLERY: AYE VICE CHAIRMAN THOMPSON: AYE COMMITTEE MEMBER KHEMLANI: AYE COMMITTEE MEMBER BAKER: AYE MOTION CARRIED. Ms. Marjorie Williams, 1039 Elk Court North, Winter Springs, Florida: spoke regarding not having street lights in the Unit 2 area of Tuscawilla, on the corner of the streets. Mr.Bob Williams, 1039 Elk Court North, Winter Springs, Florida: noted that the street lights are not located on the corner of the streets in the Unit 2 area of Tuscawilla. Discussion. Community Development Department – Urban Beautification Division Budget. Mr. Richart presented this Agenda Item. Discussion. Mr. Richart spoke for the Record about the funds for the extension of the wall on Tuskawilla Road South of Trotwood Boulevard. Discussion. REGULAR 501. Community Development Department – Urban Beautification Division Maintenance Items And Progress Report. Mr. Richart discussed this Agenda Item. Discussion. Mr. Richart stated, “We were talking about those palm trees. I came up with a better design that is going to look excellent and it is going to cost us less money. We talked about four (4) of the Sylvester Palms, I found a way to do it with two (2) and have the same affect.” Mr. Richart further added, “Have a single palm on each side of the waterfall and it will cost half as much and it will give us the same effect.” Mr. Richart noted that these Palms cost more than three thousand dollars ($3,000.00) each. Discussion. REGULAR 502. Community Development Department – Urban Beautification Division Update On Street Lighting And Decorative Sign Project. Mr. Richart spoke on this Agenda Item and stated, “The Straw Ballots are due back to City Hall by September 23, [2005].” Tape 2/Side A CITY OF WINTERSPRINGS,FLORIDA MINUTES TUSCAWILLA LIGHTING ANDBEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING – SEPTEMBER 21, 2005 PAGE 5 OF 5 Discussion. In other City business, Mr. Richart presented information regarding repair to “Entrance Signs” and stated, “Months ago I talked to you about the Entrance Signs. Some of them need repair and they are starting to come off the signs.” Mr. Richart further stated, “I called Sign King and I said ‘How can we fix this’ – the man at Sign King said that he would look at it. I said ‘I need you to fix it’.” Mr. Richart added, “This is a temporary fix. Basically, in the next four or five (4 – 5) years we will need to replace the signs.” 600. REPORTS No Reports were given.
