HomeMy WebLinkAbout2005 05 18 Consent 200 Requesting Approval of TLBD Regular Meeting Minutes April 20, 2005 CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING APRIL 20, 2005 CALL TO ORDER Chairman Gary Hillery called the Regular Meeting of the Tuscawilla Lighting and Beautification District Advisory Committee to order at 7:01 p.m., Wednesday, April 20, 2005 in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Gary Hillery, present Vice Chairman Rande Thompson, present Committee Member Moti Khemlani, absent Committee Member Helen Baker, present Committee Member Brantley Tillis, absent Chairman Gary Hillery led the Pledge of Allegiance. PUBLIC INPUT Mr. Tony Marasco, 1311 Deer Run, Winter Springs, Florida: spoke regarding the lighting on Northern Way. Mr. Marasco also addressed other issues within the community. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The March 16, 2005 Regular Meeting Minutes. “I MOVE TO APPROVE THE MINUTES AS WRITTEN FOR MARCH 16, [2005].” MOTION BY VICE CHAIRMAN THOMPSON. SECONDED BY CHAIRMAN HILLERY. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE THE MOTION WAS APPROVED. MOTION CARRIED. REGULAR REGULAR 500. Public Works Department – Urban Beautification Division Budget. Mr. Steve Richart,Urban DevelopmentCoordinator, Public Works Departmentpresented this Agenda Item. REGULAR 501. Public Works Department – Urban Beautification Division Maintenance Items And Progress Report. Mr. Richart discussed this Agenda Item and stated, “We talked last Meeting about Terra Clean [TerraServ Incorporated] coming in and cleaning the ‘Wall’ and we have had that done. In the meantime, Gary [Chairman Hillery] and I have gone and looked at Pressure Washers at Lowe’s to see what they run.I have also brought a quote in from Jose Espinosa Services for pressure cleaning our entrances. Terra Clean [TerraServ Incorporated] is somewhere around sixty-two hundred [dollars] ($6,200.00) each time they clean all of our entrances; Espinosa [Jose Espinosa Services] looks like five thousand [dollars] ($5,000.00). And we are also looking at possibly having our Maintenance – clean them in-house with a pressure washer.” REGULAR 505. Public Works Department – Urban Beautification Division Update On Cleaning Of The Entrance Walls And Potential Purchase Of A Pressure Washer. With discussion, Mr. Richart said, “Gary [Chairman Hillery] has a pamphlet with some pressure washers. They go anywhere from three…” Vice Chairman Rande Thompson said, “…I am sorry to interrupt you, did we get any idea what the cost would be to have our guy [do the work]?” Mr. Richart continued, “…The way it is set up now, we had his fixed hourly rate – we think it will take him probably about four (4) or five (5) days to do all the entrances. That would be the most economical way to go. The problem is going to be an issue of time, he is pretty busy at this point. So, it may be a thing where it takes him a month to do all of them when we go into our cleaning cycle. The question was originally, where do we store the pressure washer; the up keep, that type of thing.” CITY OF WINTERSPRINGS,FLORIDA MINUTES TUSCAWILLA LIGHTING ANDBEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING – APRIL 20, 2005 PAGE 3 OF 6 Chairman Hillery stated, “After Steven [Mr. Richart] and I went to Lowe’s and looked at them, we found one that was considered to be acceptable. Its maintenance is to change the oil once a year; that is all that is required other than pour gasoline into the tank. It is not so large that a man can’t pick it up and put it in the back of his pick up vehicle he '' uses. The only additional cost would be fifty feet (50) maybe a hundred feet (100) of garden hose and a gasoline can.” Furthermore, Chairman Hillery stated, “Where we store it, I did not see it, but I am sure we can find a place to store it. And Steven [Mr. Richart] has also said we might share it with the people that require this kind of unit down in the Town Center.” Discussion. Vice Chairman Thompson said, “My opinion – I would rather have it brought in from the outside. I agree I don’t want to over burden you. I would rather have you oversee somebody coming in that we can call back.” Discussion. Chairman Hillery said, “I do know a Fireman – who does roofs and other cleaning with pressure cleaners. I have had him a couple of times. I think he is honest and straight forward and we could give him a shot.” Mr. Richart said, “Get with me tomorrow and we will call him. Vice Chairman Thompson said, “I think I know somebody as well. Why don’t we all just get a couple of people to contact you. It is not going to hurt to at least look at that option.”Mr. Richart stated, “Okay.” REGULAR 501. Public Works Department – Urban Beautification Division Maintenance Items And Progress Report. Further discussion ensued. '' Mr. Richart said, “Under Other Projects, the TLBD Tree Grant. We are going to be starting that - shortly. Ninety-seven (97) trees, basically, the State is going to pay half of that for us. We have talked about this for about six (6) months.” Mr. Richart said, “The ‘South Fountain’ tends to be a ‘Collector of Algae’. We can’t seem to keep it clear. So, we are talking about ways to filter that fountain.” Mr. Richart added, “We are looking into that.” Discussion. Mr. Richart said, “GSG [Government Services Group] has provided a Critical Events Schedule. We are awaiting details of the Agreement to be completed and authorized for them to do the work. We will have our Straw Ballot sometime June or July which they do not show that here. We need to do mail outs before then. I will let you know when they put it in writing.” REGULAR 503. Public Works Department – Urban Beautification Division Update On Landscaping At Tuscawilla Road Main Entrance. Mr. Richart presented this Agenda Item and circulated a photograph of the Sylvester Palms. Vice Chairman Thompson stated, “I like them. I stay by that statement.” Discussion. Tape 1/Side B REGULAR 504. Public Works Department – Urban Beautification Division Update On The 2005 Landscaping Maintenance Contract. Mr. Richart discussed this Agenda Item and regarding the bids received stated, “What I am recommending, out of all this, is that we break up the contract into two (2) separate divisions, with P&L Lawn Maintenance [Incorporated] retaining their mowing at eighty one thousand two hundred sixteen dollars ($81,216.00) and Tru-Green Chem Lawn doing the chemical at eleven thousand five hundred ninety seven dollars ($11,597.00). That actually lowers our contract cost to ninety-two thousand eight hundred thirteen thousand dollars ($92,813.00) per year.” Discussion. RICHART] RECOMMENDATION TO CHOOSE P AND L LAWN MAINTENANCE, INC. [INCORPORATED] AT EIGHTY-ONE THOUSAND TWO HUNDRED SIXTEEN DOLLARS ($81,216.00) BID FOR LAWN MAINTENANCE AND THEN THE PEST CONTROL, WEED CONTROL, TRU-GREEN (CHEM LAWN) AT ELEVEN THOUSAND FIVE [HUNDRED] NINETY-SEVEN [DOLLARS] ($11,597.00).” MOTION BY VICE CHAIRMAN THOMPSON. SECONDED BY COMMITTEE MEMBER BAKER. DISCUSSION.WITH CONSENSUS OF THE COMMITTEE THE MOTION WAS APPROVED. MOTION CARRIED. REGULAR 505. Public Works Department – Urban Beautification Division Update On Cleaning Of The Entrance Walls And Potential Purchase Of A Pressure Washer. Discussion. 600. REPORTS No Reports were given.
