This is required because the signs are through bolted. The 2PC4 base is a 2 piece base that bolts together. The S8-84 is a one piece base. The poles are set 30. in the ground. The last 12" will have a 15"x 15" concrete base. My experience with knockdowns is limited. The pole will bend from the concrete to the ground. The sign panels will break off at the pole. Stop signs, speed limits, etc. will not normally be damaged unless they are hit directly by the vehicle. These prices included a custom color (to be selected by you), delivery and installation. McLemore City Manager City of Winter Springs 1126 East SR 434 Winter Springs, FL 32708-2799 RE: Tuscawilla Lighting District - Winter Springs Boulevard Ron: This is to confirm our telephone conversations regarding replacement of the existing street lighting cable along Winter Springs Boulevard by Florida Power Corp. Florida Power Corp. will replace all necessary secondary and primary cable along Winter Springs Boulevard as required to ensure reliability of the system and to allow the planned upgrade the lighting system to 100 watt fixtures. We have determined that due to the age of the current cable and the number of failures we are having, it is in our best interest to replace all of the cable at no cost so that we can provide the level of service you expect from this system. We value the relationship we have had with you and the residents of Tuscawilla, and would like to do what we can to preserve and enhance that relationship. With that in mind please let me know what we can do to help you decide on the new street light pole and fixture combination for Winter Springs Boulevard. Once the decision is reached, please let me know so that we can begin replacing the equipment. If the decision is made to not upgrade the equipment to a more decorative style, we will begin replacement of the existing poles and fixtures with the standard smooth concrete pole and the 100 watt" Sebring" fixture which matches the current fixtures. Of course, there will be an increase in the monthly rental for these poles and fixtures. Since this is a large project, and will require a good deal of trenching and directional boring, we are looking at several months to get the project completed. I regret that I am unable to give you a better timeframe at this time due to lack of detailed information, but we will provide that info as soon as practical. We can best manage this project if we do it a section at the time and spread it out over the next several months, with anticipated completion well before year's end. (407) 359-4418 A Florida Progress Company - a!:!iJJ . r-r~~ On several occasions during the course of these meetings, Florida Power has been c aractenzed by members of this committee as a bunch of unconcerned, monopolistic"fat cats~1 On behalf of the thousands of Florida Power employees, some of whom live in Tuscawilla, I feel this characterization is unfair. In the nearly nine years I worked there, I never met a single robber baron sitting back with his feet up on his enormous mahogany desk plotting new ways to exploit his captive customers. I did, however, come across many regular people just trying to do a good job. Statement regarding Florida Power Corp.: Without a doubt, the level of service FPC has provided has not met your expectations. But judging the results without regard for the difficulty of the process is no more fair to them than Mr. Scott's assessment of us and our work in his March 1st letter to the City. True, Florida Power enjoys a regulated, monopolistic market in a portion of this state. However, there are legitimate reasons for granting monopoly status in this industry - not the least of which is that no one wants more than one set of 13 thousand volt wires swinging overhead or running beneath their feet. In return, FPC is burdened with additional constraints which competitive businesses are not. FPC is obligated to serve everyone in their designated service territory regardless of the cost to serve them. Regular businesses can choose to serve only profitable customers who pay on time. Florida Power is heavily regulated by the Public Service Commission and has a legally restricted rate of return on their business. To the extent any other business can widen the gap between the market price of their product and the cost to deliver it by making their business more efficient, they can keep every penny of those savings. A number ofFPC employees literally put their lives on the line every day for the cgnvenience of their customers. Like other employees, I have personally put in 12 hour days, uncompensated, in order to restore electric service after tornadoes and other serious storms. Our little street light project, however, is hardly that dramatic. We're talking about $65,000 per year in gross revenues for a $2.4 billion a year company. Still, Florida Power produced no less than 16 cost estimates for the proJecr-and installed three sample fixtures (however sloppily) at no charge. Again, though - the level of service has not met your expectations. And it's OK to be disappointed in the company for that - or to be disappointed in the individuals we've worked with.
